So, I just got a pair of Commander 2013 decks, for Christmas, that I happen to know came from Wal-Mart. I was thrilled to see a Grixis deck, and additionally the Jund Deck. I opened Grixis without problem, but the Jund deck contained only Basic land, and was missing the Commanders oversize cards.
My only thought is that someone opened the box carefully, removed the deck, replaced it with land, resealed it, and returned it. Don't let this happen to you, check your decks as soon as you buy them!

Not sure how you missed that they were missing the oversized cards since those are right in the front of the package but most stores like Walmart and Target see a lot of theft in those areas so you shouldn't have a problem getting a new one.

It wasn't missing, it was the Orc Legend. I just assumed a packing error, the other two were gone.

The big reason to get them at wal-mart or target is because they'll always sell for 30 dollars, while local stores might mark it up because of certain cards.
If that was the case I would probably go over to customer service and explain to them your worries of it being prone to theft, then open and check if it was in there before going home.
Go in with a clean shirt and a polite but firm attitude to customer service. Explain what happened, and demand satisfaction. Unacceptable, unacceptable, unacceptable.
Won't give you a full refund or exchange? Ask for the manager.
Still won't? Ask for their boss. Again, politely explain that whatever silly policy they invented about returning product like this doesn't change the fact that you bought one and it had been tampered with, which negates whatever rule they invented about this.
You cannot sell people defective/incomplete/broken things and then refuse to accept returns. Period.
Still no refund/exchange? Was it bought on a credit card? Always buy everything on a credit card. The credit card company is obligated to make right on this. Call them, explain the situation, and demand a full refund. At this point the credit card company will either call Target for you and explain that, yes, Target needs to make right on this, or the credit card company will just initiate a charge back, yanking the money back from Target and giving it to you.
Don't let big box stores exploit you. Shopping at them is bad enough.

There's plenty of valid reasons to not accept returns on opened products, especially for a card game of all things, precon or not. What is to stop someone from putting in a bunch of basic lands and getting a refund? The people working likely have no idea how to even play MTG.
Heck I got boosters from Target before because I was convinced over several months that my LGS boxmapped. People might have that LGS where they know the owner and they get a discount or something, but I am just tired of the sentiment.
You can argue about all the evil things Walmart does or whatever, but from a consumer perspective they have ad price-matching, one of the most lenient exchange policies of anywhere and they are a chain retailer so there is some corporate policy and structure.

That's a good route too. I just get so frustrated hearing people in situations like yours (you are not alone) getting cheated or scammed. Especially at the holidays. People can sure be awful. Glad Wizards made good on it for you.

I had heard of some issues like this reading online so every deck that I bought, I unfortunately examined pretty carefully to try to determine if the packaging had been tampered with or anything, which is sad to have to do. I have heard of it being pretty bad with boosters as well, despite the packaging. I agree with everyone though, it is sad to have to resort to such inspection.
