I just did my first proper FNM held draft, so FNM promo of Grisly Salvage was up for grabs (finally could make it on a Friday).
My first thought was everyone would walk out with one. Apparently not...
4 cards on the table, ok, top 4 people get 1 each. Nope...not that either...
First and second placed winners earned 1 FNM promo each, with the other 2 given out as lucky door prizes. I was pretty cut. I worked hard to get one of the new exciting arts.
Is this how it is usually done with handing out FNM promos, or is it done differently?

If there are 21+ people, top 5 get 9/7/5/3/1 boosters respectively.
We have a stack of FNM promos (about 40+ cards) that the top 4 get to go through and pick one. Sometimes do up to 2 random drawings in the night if there are a lot more people.
They only get 4 per event that they run. Some stores run multiple events, there's a store near me that does sealed and standard.
Anyway, some stores will break down the 4 top place finishers, some stores will do first second get one, 3rd and 4th get to choose if they want a pack or a promo, with the promo going to next in line if they choose pack.
Some stores do dice rolls for the second two, some stores don't have promos.
The way your TO did it was the only allowed way to do it. Any other way can get the store into trouble.
Have you ever heard of a store getting in trouble for not followinhg the rules. I have heard or stores making up their own rulings, and not losing their sanctioning when people complaned.
Though ya, if you actually look at the FNM site it explicitly states that there are 4 promo's per event, 2 for top 2 and 2 for random draw. If there was no random draw promos there would be less reason for the less skilled/newer players to show up, and the program is supposed to be a means to create a less hard-core tournament scene.
Ours often gives one to everyone for the First FNM of the month. I think their goals is just to make sure all their regulars get one. I'm not sure if they hand out to the top winners after that, but I think they might.

We have the typical top 2 get the card and then two are randomly raffled off. To be perfectly honest, the quality of cards has gone down vastly and with the way prizes are done no one feels particularly cheated if they don't win the card. I'm probably just jaded, having been playing in FNM for years and owned many of the promos.
When I run events, the top 2 get a promo and 2 more are given at random to people who didn't already win a prize. So in an 8 man pod, 6 people walk away with something:
1st: 5 packs + promo
2nd: 3 packs + promo
3rd & 4th: 2 packs each
5th - 8th: 2 promos distributed randomly
I feel this is a good payout for the casual crowd we tend to draw.
Ok so it is the right thing WOTC has asked to do. But doesn't usually 3rd place get a promo? It's like saying "You got in top 3. Sorry, not good enough".
I was sad for my friend because of nothing for 3rd place. I scored 5th from bad luck lol.

Wizards says that the Top 2 always have to get a promo, but the other two promos are the handed out as the TO best sees fit. Wizards recommends giving out the other two promos to two players other than the Top 2 at random, but the TO isn't required to do it that way.
The LGS I go to runs two drafting pods, and gives a promo out to the people who get first and second place in each pod.
Unfortunately, in the case of an odd-numbered pod, the person who loses in the finals gets placed behind someone who goes 2-1 with a first-round bye due to tiebreakers. I was screwed out a promo last week because of that.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
Ok so it is the right thing WOTC has asked to do. But doesn't usually 3rd place get a promo? It's like saying "You got in top 3. Sorry, not good enough".

You know that nothing is better than 1st place? My FNM gives them out to top 4. Last month (Ghor Clan), I finished 5th all 4 times.
As early as 5 years ago, most LGS used to give away ALL FOUR promos to the 1st place winner. But, this was when there was top 8 after the Swiss. It is very fair. (My LGS only has the Swiss rounds now, which is not as fair because even any top 8 competitor can get 1st place normally.)
*technically, I shouldn't say all LGS because I haven't been to most. I will just say that 8 of the 9 that I had been to around that time, myself moving between Northern CA and Southern CA.
