Accidentally damaging sleeves of my deck is fine. As long as it's not the actual card that got damaged. People at our store know each other, and are pretty laid back. The usual "shuffle" here is a cut or someone puts cards into piles then puts them back again. Only a few regulars actually shuffle, and they do it gently. Well, I guess one reason for the laid back environment is we are only playing for a few packs and passing time. In large events, where bigger prices are at stake, I expect people to be more vigilant in shuffling.
The big problem of people not shuffling at FNM and PreRelease events is that they get used to it.
If some people shuffle and others dont, or they shuffle against some opponents and not against others, its always a bad feeling, as shuffling a deck of a person then means "i dont trust you" , and some feel bad if their deck is shuffled as they dont see the reason, they just feel "offended" over that stuff.
Its annoying for everyone, so the easy part is to ALWAYS shuffle the deck of the opponent, so everyone is aware of that the deck is shuffled, as it should be and even gets practice in for the shuffling (as especially newbies are simply not practiced in shuffling enough to do it in a reasonable manner, some dont even have a remote understanding what shuffling actually means and why its important to keep the game fair in the first place).
And the small number of actual cheaters in FNM / prerelease events are also fought by simply shuffling, i found way too many people that stacked their decks, even if its "just" the occasional mana weaving that i have to tell people not to do in every single PreRelease if a new person plays in it.

If people are used to shuffling, a proper riffle shuffle will not damage any cards and no sleeves.
If they are not practiced or have a terrible technique, it will shred sleeves like mad, and that can only be avoided if they at least start doing it in the first place (or see others shuffle all the time, if nobody ever shuffles and just cuts the decks, they never ever learn).
I personally just can't stand when an opponent shuffles my deck, especially in a small-time tourney. Cutting seems like a gentlemanly formality to me, but shuffling seems to just blatantly say "I don't trust you". Sure, strangers aren't expected to trust other strangers, but you don't see them coming out and saying it. I don't count my bank withdrawal in front of the teller who just counted it out in front of me. If someone is clearly having trouble shuffling I'll sometimes shuffle and let them know why, but you still want to shuffle my deck after you just saw me pile shuffle twice with several riffles and hand-over-hands in between? C'mon.
I think it's polite to shuffle. Shows that you're interested in playing on a level playing field and respect your opponent.
I'd suggest you're thinking along skewed lines if your response to someone shuffling your deck is defensively thinking that they are somehow implying you're a cheater. Thinking that way is kind of... Bogus?
I always shuffle. Even if only once or twice. And I ask my opponents to as well. It's a courtesy more than anything but at comp REL it's required so it's a good habit to get into.
(oh and for the record, even though shuffling isn't an inference of an opponent's dishonesty, some people are dishonest. For every ten nice people who want to have a fun game, there's one douche who cheats. And it's not always obvious which one is which so keeping up the courteous shuffle in all instances is a win-win for everyone. We should all do it, as a prevention measure against any dishonesty out there)
