Why such a difference in price? I don't get it. Even if Temporal Manipulation is harder to get, that is not enough justification for such a giant difference in price.
It's really just a matter of significantly lower supply. For EDH decks, you often want to run multiples of this effect, and the only way to do that is by buying the more expensive versions. For a real shocker, check the price of Capture of Jingzhou.

It's a lot harder to get. Also, for EDH/Commander decks, you can't have three Time Warps, but you can have Time Warp, Temporal Manipulation, and Capture of Jingzhou.

It is worth nothing that Temporal Manipulation doesn't target a player and makes it better than Time Warp except in the rare case you want to give an extra turn to another player. Prevents Misdirection, Divert and other such cards.
They are not identical. Time Warp targets, while Temporal Manipulation does not. If you cast Time Warp, your opponent can rediect it. If you cast Temporal Manipulation, they cannot. (Well, they can, but it won't do anything if they do.)

That assumption of yours is very wrong. Rarity(or supply) is a huge component of price.
And the fact that with them you can actually run 8 different time warps is a factor too.
You have the same phenomenon between chain lightning and lightning bolt
you have an even bigger example in vampiric tutor and imperial seal
There are also big discrepancies between the most common of a particular card and the most rare.
some of the most striking examples are judge foil swords to plowshares and various foils from 7th edition like goblin matron and birds of paradise
