I want to put together some boosters to draft with and I want the boosters to be a mix from different sets. But I also want them to be from sets that are considered the worst in the game, like Homelands, Chronicles, Fallen Empire and so on. Are there other sets I should consider that arent from that time period (The Dark-Fallen Empire-Chronicles-Homelands).
Plus, the boosters should be cheap, I dont want to spend $10+ per pack for something.
Edit: I seem to get suggestions to make a bad draft. I want bad SETS to draft with.
Prophecy is definitely up there on the list of sets that would be terrible for limited, just because it's mechanics are so disjointed from the rest of the block and generally terrible, to boot. While The Dark, Chronicles, Fallen Empires and Homelands get a ton of flack for being poor for constructed, by themselves they're somewhat interesting in limited. Prophecy, though? Gods no.
No chance of decreasing the cost for the Avatar cycle, your bombs are stuff like Shrouded Serpent otherwise, and Spellshapers that require you to discard cards like Latulla, Greel, Alexi, Mageta and Jolrael.
I tried playing Fallen Empire sealed once and it was impossible. Most the creatures have more defense than attack, theres little int he way of tricks. It makes combat impossible and board stalls common. Ughhhh
hm, thats an interesting challenge. You need sets that are designed to be drafted (Onslaught block onwards) but that are weak over all and not designed heavily around block mechanics. Fifth dawn and saviors are good suggestions, but won't draft well. Maybe planar chaos with planeshift and something else with a color or land theme? They're both pretty middle of the road as sets go, but could draft decently together. Probably something from alara for fixing as the final set. Not sure which is the worst of those. Also, dragons maze is an option as the third set.
Masques seems the opposite of what you want. Decent cards and a bad draft environment.

Do you want crappy cards in a value sense, or crappy in a draft environment sense?
The former is pretty obvious.
For the latter, I remember Prophecy being pretty crappy to play with. A lot of the older sets like Ice Age are pretty crappy in draft. The creatures are all horrible, and there's no way to break through creature stalemates. So you end up with these boring games that last forever.
I think Fallen Empires would be pretty fun to draft. A lot of synergistic draft strategies and reasonably costed creates.Thallids might totally dominate though.

I disagree about Coldsnap. At the time it was a solid set to draft. Comparing it to todays sets, yes it looks bad.
Using 8 card packs will really gimp the draft...

Orgg is actually half decent in its environment, and the Thalids can do some damage with Fungal Bloom.
Order of the Ebon Hand and Hymn to Tourach present interesting possibilities.
Unfortunately, the boosters have fewer cards, and the metagame is just nonexistent.
If you combine it with Ice Age, or something, you get a half decent deck.
But, you will have a hard job finding cheaper boosters than Fallen Empires.
