From my understanding the first time a mtg set was printed in a language it had not previously been printed, it was done with a black border. As such there are FBB Italian revised dual lands. However there are also white border Italian dual lands ... why are there both?

The black bordered cards and white bordered cards are from entirely different runs. The black bordered cards were called "First Edition" and the white bordered cards were called "Second Edition" or "Unlimited Edition". Errors were fixed and the packaging was different. It was a bigger difference than between English Beta and Unlimited.
