Lol. You're probably going to have to be a little more specific than that. Do you have a specific format in mind? Or deck-style? Or cards you might want to play?
...not only is the total number of players expanding very quickly, but at the same time a greater and greater number of those players are being pushed to only desire a small subset of the available cards. These combined forces drastically increase demand for those cards and cause the values of just those specific cards to often balloon out of proportion.
Although you can't just cram all those in a deck and have a cohesive brew. Explore the casual boards or pick a format and lurk there for a while and try to choose an archetype. U/R is unique in that it can build an effective control, tempo, OR aggro deck. Also look into the Deceiver ExarchSplinter twin combo that was popular in standard 2 seasons ago and lives on in modern. It's tough but you can win the game on turn 4.
People gotta learn, generally speaking a color/color pair is not an archetype/decktype. Do you want control, combo, midrange, aggro? What format is it? Casual, standard, legacy, vintage, modern, EDH, extended? What sorta budget do you have? Are Force of Will and Mana Drain breaking the bank for you? Can you afford power and duals? Are you gonna have to stick with basics and guild gates and stuff like cancel and negate? Is your playgroup more laid back or competitive?

Also, not everyone is particularly experienced in and knowledgeable of all deck types. I think we should take on a more welcoming stance when someone seeks insight on this front (granted, I agree that a bit more background information is needed here).
Recruiter is banned in legacy I think though, so is time walk and tutor.
Burning Wish is only good because it can get Yawgmoth's Will. It isn't even worth putting yawg in your SB for that purpose anymore so B. Wish is more or less crap now.

There's definitely more than one card that could help you if you use burning wish, especially if you splash colors. If you're building a blue-red deck, it isn't bad. If you were making a normal vintage deck I would agree you should use any of the other tutors.
Yeah I love that deck. I had a mono blue version I built as a joke just to use my time reversals somehow it won games some times but always a good time.

I'm partial to Mindmoil, Psychosis Crawler/Niv-Mizzet, the Firemind, and a deck full of cheap draw effects like Ponder, Brainstorm, and Mishra's Bauble. Toss in Teferi's Puzzle Box and it's good times all around.
