I was wondering if anyone has compiled a decent looking collection of data (e.g. somewhat methodical) on what percentage of cards are "playable" in competitive Magic?
I am particularly interested in set-by-set or format vs. format breakdowns with an eye on the differences between Legacy, Modern, and Standard.
I'd speculate that Legacy is around 2%, Modern at about 5%, and Standard at about 15% but I might be pessimistic.
Way back in 2009, Stephen Menendian made a big list of many of the playable Legacy cards.

There it is! That’s about 450 cards. According to Gatherer, there are 10,604 cards legal in Legacy. That means that about 4% of the card pool sees play in Legacy or is Legacy playable.
I can't comment on Legacy of Vintage or even Modern because there are too many cards printed. But I have made studies on Standard Constructed and the percentage of cards that get played out of any set is roughly between 25% and 33%.

Speculate less. Test more.
The Complete Legacy Checklist
I'd say that % is still in the same ballpark.
