I think you misread. If a pricetag, on a shelf or item, is printed with a SKU or item name, and the same item rings up at a different price, the printed tag has to be honored. Not "the item was mishelved," but rather, "the item was mispriced." Obviously I can't walk up to the register saying I found a TV in the banana bin, with a tag for a 99 cent bundle of bananas, and demand they charge me a buck for my yellow TV fruit.
Consumer Reports once ran a report that found that, at any given time, anywhere from 2% to 10% of the items in the store have a price mismatch between what's on the shelf and what's in the computer, depending on the chain. It's not always in the store's favor either. Part of the price of doing business with a big box store that is frequently adjusting prices to stay even with their competitors.
It is against the law for a company to try to enforce the price in the computer. If you catch an error in their favor and point it out to them they must, by law, honor the price on the shelf. Being an honest to a fault person I've also been known to point out when the error is in my favor. I've never known a store to try to raise the price to what's on the shelf when that's pointed out to them.
With large corporations like Wal mart price structures are determined at regional level though a given store manager has the authority to adjust this further.
This sort of error is harder to catch with Krogers, Food Lion and other merchants that run membership plans because the member price is highlighted, the non member price is not.
On Topic: The oldest set I have ever seen in my local Wal-Mart was a Nemesis booster a few years ago, didn't buy it of course since the set really has nothing particularly worthwhile.
What a load of crap - Contract law states that until money is exchanged, you technically both haven't accepted the price - So the price on the shelf does NOT have to be honoured whatsoever. Unless of course it was purposefully trying to mislead, but thats a whole other ball game. Offer and acceptance my friend.
Luckily, majority of larger retailers will since its in their interest to keep the consumer happy
Unfortunately Contract law is not what makes them honor the marked price, bait and switch laws are. It is a criminal offense to have something priced on a shelf at one price and then to charge a different price, It's called fraud in some states and theft by deception in others.
Something I noticed, just like the 3 packs these are also being packaged and distributed by WotC.
The packaging may make it seem like that's the case but when I called Wizards about it they had no idea what I was talking about and assured me they didn't make these packages.
Some time ago at a local toys shop I've found 2 Fallen Empire booster sitting in a counter for 3,99$ each. I swear these things must have rotted there for a good 10 years or so.
Of course I bought them... I don't care if its the worst set ever, its a friggin unopened Fallen Empire boosters! Pulled the best card of the set... Hymn to Tourach at uncommon.
For some reason I can't seem to find any magic cards at my local Wal-Mart, only Pokemon and some Digimon boosters. -_-
Most of these "vintage booster packs" in my area are scars of mirrodin/m11 haha. But seriously there were a couple with apocalypse/nemesis.

Then that CS person didn't know what they were talking about. They ARE being packaged/distributed by WotC.
Man you guys are lucky to find some of the older sets like you have at Walmart.
I work at a Walmart. I know when the CCG shelf is restocked with newly received product so I am able to check it immediately after being stocked, but I have never seen anything like these at our store. It is usually all M12 and the couple of most recent sets
I got a Spiritmonger and a Desolation Angel from mine, along with some solid uncommons (hellooooooo Illuminate). All in all not bad, considering I price checked them down to the normal price. I think this is a pretty cool way to get rid of old product at least.

I just saw these at my Walmart today (Target doesn't have these), I guess it is a fairly recent distribution run. It's $7, a bit steep in my opinion, but very tempting.
Revisited my local wal mart and they restocked the older packs since I was last there. I bought two onslaught, 1 scourge, and 2 apocalypse (the rest were torment and mirrodin). Pull a Pernicious Deed, went woot!, nothing else too exciting.
They had something else there today that I didn't see mentioned yet. For 30 bucks they had a two deck "kit" It was told older precons in a clear plastic deck container with two packs of 50 sleeves (the sleeves were both different). Not too exciting except instead of two precons, I bought one with an onslaught precon and a timespiral tournament back. Kinda cool, pulled jank, but three random rares and 3 timeshifted cards was worth a try.

Just keep your eye out. Walmart and bookstores carry old stuff from time to time.
I have around 20 Unhinged lands(the foil islands are so, so pretty) just because I ran across some packs at a Books-a-Million about 3 years ago. I always check the book stores when I'm out of town.

at the same time that Elspeth V Tezzeret Dual decks came out, you could get Unhinged packs at Wal-Mart. The lands were popular, but they were still cheaper than buying the packs, so they sat there...

I saw these today, they were always 1 tournament pack paired with 1 precon deck and some random sleeves.
Tournament packs were from 6th, Onslaught, and Odyssey.
I have some of the precondition paired with tournament packs at my Walmart too. Strange the way they are putting these things together and throwing them on shelves without a peep about it.

Because these are made by a 3rd party company that stocks Magic at Target/Wal-Mart, not WOTC.

So I happen to see these at walmart yesterday as well. I am more interested in whats in these tournament deck things
One had timespiral and dissention, was tempted but couldnt find any information about its contents
Tournament packs are basically 3 booster packs + 25 basic lands (5 each) packed together with an insert. You are guaranteed to open one (and only one) foil (random, like in booster packs) in each tournament pack.
It's still not colorless, and has no color. That's a paradox. So either you're a Zen master or an idiot, I'll assume the Zen master for sake of argument. This card will have no paradoxes because it has a clear paradox. Deep stuff man.

ah, Dont remember the prices but I may buy one if that is the case
I saw the product at Wal*Mart over the weekend w/ the precons & sleeves mentioned earlier. They had probably 5-6 of them, and it was a clear plastic regtangular cube wrapped in shrink-wrap that contained 2 precons and 2 packages of 50 sleeves each. All the precons were from Mercandian Masques, Nemesis and 7th edition. The price was $29.98 and it was on a large, yellow circular sticker underneath the shrink-wrap - almost inprinted on the plastic cube.
Anyway, I didn't remember if those precons were any good so I passed and looked up what was in them - basically nothing. Even if you're a newbie at Magic wanting to start out, I'd recommend current precons and starter kits vs. these old ones. The Mercadian Masques & Nemesis precons were 60 cards each and there's nothing of value in there. Basically you get to see first hand the slow-down of power Wizards implemented after the Urza's block. The 7th Ed precons are only 40 cards each and the best value is a Glorious Anthem in the White Weenie one, but still, that card has pretty much been replaced by current anthem cards. I couldn't tell the quality of the sleeves or what brand they were from the outside; the art on one set had some sort of druid-like figure in a white robe w/ flames all around him. I would guess that the sleeves are low-quality both in terms of art and durability while playing.
Bottom line, if you see these in your Wal*Mart, I would suggest staying away.

This isn't an issue of contract law. The price mismatch constitutes bait and switch fraud and is illegal in all 50 states.
