^^Probably just a land pack. Fat Packs come with a ton of land now. If it was loosely sealed, it was definitely a land pack. The cellophane on pre-made decks is sealed tightly. Also, I think the only pre-made decks with a regular set symbol on the cards would be from Intro packs - and they all have a creature showing on top. Any other pre-made decks would have the symbol from whatever release they're a part of.
My wife purchased me one of the new Target 2 booster + a few random cards packs today. It's called an 'Extreme Value Package' and contains 2 sealed boosters and about a dozen random cards. It cost $7.99
The boosters were 2011 and New Phyrexia. The random cards were a mishmash ranging from 4E all the way to Lorwyn but nothing newer, and were all commons.
I opened the New Phyrexia booster first, and was pleasantly surprised to find an Elesh Norn.
I then opened the 2011 and was *very* surprised to find a single Rise of the Eldrazi uncommon, 3 2011 commons, and 10 basic lands which are a mix of 2011 and Mirrodin (old Mirrodin, not Scars) lands. It had obviously been repacked.
I've never seen a repacked booster before and looking at it right now I'm amazed by how well it has been done. I tore it open from the back, so the seal is intact at the top and bottom, and there is no sign to my eye this was ever opened and resealed. I'm sure I never would have noticed by inspecting it through the blister pack before buying.
So buyer beware. The product is made and distributed by The Fairfield Company, and is (I believe) a Target exclusive. It is also *heavily* branded with WOTC information and logos, so if they have anything to do with it they should be ashamed of themselves.
You should let WoTC know about it, with whatever evidence you can provide. They are the ones who can do something about this.

WOTC may not be able to do much, if anything, because of the first sale doctrine. The main thing is to spread the word that the packs are no good, and then Fairfield will succumb to the usual market forces as we withhold our dollars.

WotC has nothing to do with these. They're put together and sold by The Fairfield Company. They aren't exclusive to Target - Walmart has them and K-Mart might also have them.

Or they steal the booster and leave the deck sitting there - the deck then gets used other products that this company sells.

I'm not so much complaining to them. I'm just letting them know a product HEAVILY branded with their insignia, name, address and advertising contains fraudulent product.
If this is 100% the work of Fairfield, WOTC shouldn't allow their branding on the product. Since they do, it's completely reasonable to assume that customers may think it is official Wizards product.
I bought one on Black Friday at a Target while waiting to check out and for $10 mine had a Mirrodin Besieged Booster and the Knight deck from the Knights vs. Dragons Duel Deck - of course the Knight of the Reliquary was missing but there are some other decent knights in that deck - Knight of the White Orchid, Kinsbale Cavalier, Knight Exemplar, Juniper Order Ranger plus a alternate art for Loxodon Warhammer and some decent common/uncommon staples like Oblivion Ring. Even though the rare from the booster turned out to be junk, Myr Turbine, I still thought it was Ok. There are worse ways to spend $10 on Magic product, IMO.
There were two "Value" packs that Target was carrying - these and also the other one's where you get 2 boosters and 6-7 older cards. Not sure if you remember these, but they use to be two non-Standard boosters like Morningtide or Time Spiral and 6-7 foil rares like Elvish Champion or Thorn Elemental. This time the 6-7 cards turned out to be all junk commons from Onslaught and Judgment.
I bought one of these today because it had a planar chaos precon still wrapped, I thought. The deck box was re-shrinkwrapped and repacked with basic land! I am more than displeased and amazed that this can be done.

I haven't been able to find any of these Value Packs at my local Target. They used to carry them about a year ago, but they haven't been stocking those lately. This could be store and region dependent.

I hate Target, I think they are crap, and I wish Magic cards weren't for sale there because it cheapens the product. If I can screw Target for contributing to the over-dillution of my favorite game while at the same time demonstrating to Wizards why you shouldn't sell your precious product at a dump like Target then all the better.
