I'm looking for the top 10 best B card draw. It doesn't matter which format because it's going into a casual deck, so broken, if it's out there, is encouraged. Creature, sorcery, instant, or enchantment form will work.
In some decks, Infernal Tribute can be better than Necro, and it can also sac to itself. Necrologia isn't terrible either but you can screw up sometimes.
I had completely forgotten about Skullclamp. That looks like it will fit nicely into my deck. Would Yawgmoth's Will be put into this category, or would it fit into CA category?
Anyway, don't count out Ambition's Cost or Ancient Craving (functional reprint of Ambition's Cost). Skeletal Scrying is also nice, if you're okay with exiling the cards in your graveyard. Ooh, and Promise of Power is really good too, particularly since it can double as a threat when needed.
I should also note that I'm primarily a Commander/EDH player, so those are the black draw cards that I find particularly good in that format; your mileage may vary.
Dog gone, that last card is banned in vintage? LOL!
Also, what is ante?
Ante cards, dexterity cards (doing something physical with the card for its effect; ex: Chaos Orb), and Shahrazad are the only banned cards in Vintage.

It's barely arguable. 7 cards for 1 mana is infinitely better than any other draw spell out there. The fact that it has you discard isn't much of a downside. Wheel of Fortune got banned in Legacy, and that isn't even close to this in power level. Sure, anteing a card is bad, but drawing 7 cards probably means you win.

I know Phyrexian Arena and Dark Confidant are on this list, but what else is there?

2) Yawgmoth's Bargain
3) Necropotence
4-10) Other stuff
Depending on who you ask, the order's reversed for #2 & 3. Also depends on the deck they're in.
And #1 depends quite a lot on the format you're playing in. You need lots of low cmc cards in the deck for him to truly shine.
Phyrexian Arena & Bloodgift Demon are good, but Arena is imo better.

Also, what is ante?
An old rule where you basically bet the top card from your library on the game. Adding to the ante meant you were putting another card into the bet.

Of course, there's always Skullclamp for uber brokeness if you have a bunch of creatures.

Besides all the typical stuff already given, I think Skeletal Scrying is a decent draw card. There is also the more expensive version of Infernal Contract in Cruel Bargain.
Unless you have something meaningful to do with the proliferate part of the card, I would play Sign in Blood or Night's Whisper instead.
