There are probably more uses better said by a Legacy Elves player...
Turn 2 - Tap land drop Quiron Ranger, Tap Llanowar to float, bounce land/untap Llanowar, Land, Tap land/Llanowar... You now played 4 mana turn 2 with only one land in your opening hand.
Quiron works great in X Land Stompy decks where you have very few lands and a low curve, also it untap attackers to block on the opponents turn, and is just overall much more useful in multiple situations. Don't forget that Quiron's ability can be used the turn it drops where Seeker has summoning sickness

So, on average, 1 JtMS every 2.222 boxes or 1 Bird of Paradise every 3.694 boxes. Yeah, I'll take my odds with Mythics, they are easier to get than old rares.

Yes. "Once per turn" actually means "once per turn".
Note that the way this is implemented in the rules is that the ability can be activated once per turn per unique object named "Quirion Ranger". Thus, if you control 2 Quirion Rangers, you can activate the ability twice. Additionally, if you control only a single Quirion Ranger, use the ability, remove the Ranger from play, and return the Ranger to play, even if it's the same physical card, it's a different game object, meaning you can use the ability again.
