Hmmm... do you think they'll try this for every set? I could see that happening. The January after the first set of the next block was printed, they'd make an all-foil booster of the last set. Seems WotCish.
I can only really see this happening if this first ALA foil set succeeds.

Has anyone talked to a distributor about this? My friend just talked to one and said that the distributor isn't taking orders yet but that the packs are sold individually as blister packs and not as boxes, and that the distributor claimed MSRP is $13.49, not the $11.99 listed in Magic Arcana. Has anyone else heard anything regarding this?

I'm going on record right now and stating that before the end of 2012 we will see foil dual lands in booster packs (The real, Alpha dual lands). You can quote me on that.
I a very close to the owner of the my local shop and will run it by him tomorrow. See if he can get his hands on any info. Also, like I said before, it looks as if they are to be marketed in individual packs, not a booster box (judging by the picture).

They'll be sold in blister packs, and those packs will be in boxes. 12 blister packs to a box. I've seen the product picture in Diamond's order booklet. What I want to know is this - will they have the same common / uncommon / rare count? If so, then these packs will be WORTHLESS. $12-$14 MSRP (depending on where you get them), and what do we get out of that?
Foil uncommons worth $10 or more: 1 (Path to Exile)
Foil rares worth $10 or more: 9
Foil mythics worth $10 or more: 17
26 cards, 17 of them mythics. It's one thing to fail to get anything good on a $3.50 pack, but when you're spending $10+ it really sucks.

There's more to it than that. Early foil cards are of a differing thickness... so one of the ways to cheat was to make only your land foil, and you could tell where your land was in the deck. Another issue is curling of foils, making them marked cards. People are not (rightfully) DQ'd from a sanctioned event merely because part of their deck contains foil cards.
My shop owner said they did this because they had an overflow in foil sheets of the alara block, that is why this is coming out.
More than likely your shop owner is making up a story. Store owners like to do that to make it look like they know more than they do. That or they read some speculation online and are now spreading it as fact.

It's a pretty convincing rumor. I'm guessing MTGO is the big contributor to this. If they had to print the same distribution of foil/non foil and then all the foil ones got redeemed then they could just send the foil sets to the collator and voila something they can market.
Then they can turn around and sell the regular ones on MTGO (that don't exist in RL?) giving away foil ones as prizes.

Yeah, I think Wizards is overcharging as well. These packs should probably go for no more than $6.
Reflecting on Yugioh! premium packs, foil processing shouldn't really be that expensive. And in Yugioh!, their premium pack card pool also happened to be small and valuable. Why would anyone want 14 junk cards for Alara? Foil processing for Magic isn't even that nice.
I think we could wait for market equilibrium to set in in a few months and these boosters will be down to something reasonable. Sellers aren't going to hoard these boosters forever.
Way over priced.. horrible block... will reduce the value of foils.. a trifecta of bad ideas and marketing vomit... Think about it, how awesome is it to tear open a new booster, gently push that last card aside to reveal a foil rare... a full set of foils takes away those few moments of anticipation and awe-inspiring glee as the light reflects off of that freshly pulled, pristine foil.

In the singles market, many of those foil rares are worth $1.50 or less. But I get what you mean about the anticipation if you don't have access to these markets.
So I actually did buy two. Got a Lich Lord of Unx & a Blood Tyrant. How horrible. Best card I saw in two packs was a Terminate.

Do you see my point? Even when you do well, and we must take into account the fact that there are many, many crap rares, uncommons, commons spread out over 3 Shard block sets, you are really never gonna get as much bang for your buck as you would out of just opening a normal booster pack.
Which I don't see happening.
