Hey guys, 5 of my buddy's and me where going to go to philly to hit up a larger pre-release. But we could not make it so we were forced to go to the same local shop that we went to for shards pre-release. He screwed us both times and this time im pissed.
I attempted to get him shut down 3 days before the pre-release. Heres the story.
He decided he wanted to hold a tourney on friday, one day before the pre-release. He has a hard time staying open because he sells his merchandise for greedy prices (13.50 for a pack of 100 Ultra Pro Sleeves). Some people swaer by him, and he is a nice guy but......Anyway, he held this tourney a day before the pre-release.
He had 16 people show up (I told DCI he was holding it and they said they would look into it, and did nothing). He gave everyone 6 packs of conflux to build their sealed with 16 x 6 = 96 packs. Those are packs he was supposed to give out as prizes. So on saturday we went up knowing we where gonna get screwed, but we wanted to play anyway, They are bad players up there so we went 1st, 2nd, 3rd on them, I went second and got only 4 packs, and my buddy went first and got only 5 packs. He claims wizards did not send him enough packs, But he also told us he got sent 6 boxes of conflux.
So now if he got 6 boxes thats 216 packs. There where 18 people there and he gave the saturday players (me and my buds) 3 packs shards 3 packs conflux like the sealed was supposed to be. If he had not held this illegal tourney on friday that means he would have had 164 packs to give as prizes, even if he kept a box to sell on release day that would be about 120 packs for prizes. Instead he had 9 packs as prizes and third did not get crap BTW.
He knew the friday tourney he held was illegal and he was not allowed. But he wanted to make his extra 240 dollars. We want to get this guy shut down for ripping us all the time, and he deserves it. What can I do guys, I have called DCI and wizards, they always claim all this crap about them shutting people down for selling their product and not holding tourney's properly, but then do nothing about it.
Any ideas guys?

Well, for one thing, allow the DCI the proper time to assess the situation and take the necessary action(s). They can't just react immediately to a report like that, and they won't. Perhaps you should contact them again in a couple of days with a more thorough description.
Anyway, it's likely that if the DCI does take action, they will likely prevent the store and TO from sanctioning events for a year or more. One of the St. Louis stores did something sort of similar WAY back (the Visions prerelease), and their sanctioning privileges were taken away for quite a while.
What the owner did was reprehensible, but all you can really do is contact the DCI and no longer support his business. After that, it's out of your hands.
This is exactly why the new pre-release system is a huge mistake. All it has done is lead to some former regulars getting shut out from playing while allowing just as many cards to hit the market "early" as before, except that now the extra money is going into the pockets of the shop owners instead of the players.
So... you knew ahead of time he was holding an early tournament, and was more than likely to not have enough packs to issue as prizes the next two days. And you still went to his prerelease? Why in the world would you even consider paying an entrance fee to something you knew you'd get ripped off at?
I'm not condoning his actions. He didn't follow the rules and if you can prove it to the DCI, he'll eventually get punished. But even if he was the only game in town last weekend, come on. You shouldn't have bothered going to it. Heck, the new schedule has Conflux coming out the end of this week, I can't understand why you'd pay the guy to draft when you say you knew he was going to work you over.
I payed the guy to sealed deck, not draft. See I live in a small town and we have a card shop here, But my card shop does not sanction events due to not enough people, We draft with about 8 people every saturday, been doing it for like 10 years. But its not sanctioned.
We never sealed deck, I love sealed alot and I would gladly pay just to play sealed even if I was getting screwed. We payed 25 bucks to play, thats 1 dollar more than 6 packs would have costed and we got to play with a lot of nice people. (the store that screwed us is about 30 mins away, as opposed to the next closest place being 3 hours away.)
So the reason I still played was the shear fact that I never get to play sealed.
But you guys are right, I dont think there is any way to PROVE that he held the tourney, I would have given DCI more time to react had I known for more than 3 days. I called DCI the day after I found out.
I agree the new system is super jank and I think it might be gone soon. Wizards has a good way of correcting stupid things they do.

A few years back, this store I used to go to (I didn't go to the store at the time and I heard it from one of my friends) got their DCI TO privileges stripped for life or a REALLY extended period of time (more than 3 years at least) for lying about the amount entries at FNM and pre/release tourneys to get more product.
The new prerelease system is in place to do exactly what you said it is doing, and that is getting more business to local shop owners. Shop owners for years complained about the fact that they lost business to larger prereleases and then sold less product during their own release tournaments, this was made to help them. Yes, it has had some negative consequences because of a few shop owners who make bad decisions, but players who report those to the DCI will help clean up the program to make it more enjoyable for everyone.
