I'm not sure what you mean. Do you mean on average how many sanctioned matches a player has to play before he or she reaches the top 20 or 100 in his or her country, or do you mean how many you have to play to get on the ranking list?
In the first case: it obviously varies. If you started playing in tournaments right away (meaning when you were a new player), you will probably have had a pretty low rating at the moment you started to become competitive, so you will have a longer way up. But if you, say, play a lot on Magic Online (where you do well) but rarely in real life (for example, just States or GPs or PTQs), you can probably get to the top 20/35/100/whatever pretty fast. I was a player like that. I think I was in the top 20 before I had played 100 sanctioned matches.
In the second case: I think 3 events. If you have, say, 3 registered events of constructed, you will appear on the constructed ranking list in your country. If you have 3 registered constructed events and 2 registered limited events, you will be listed on the constructed ranking list but not on the limited. Bear in mind, this is just what I think. I'm not 100% sure.
Sene, Top 20 after 100 matches?!?! I'm skeptical to say the least. In my state Top 20 is over 1900 and in my country it's over 2050. Even if you're talking about state, thats getting 30 points each match. That would be like only playing in 64k events against 2200+ players and winning every match.
You probably didn't notice my flag. I am Norwegian, meaning that getting to the top 20 is no problem at all. The first events I played in were Nationals '06, Nationals '07, 3 PTQs, GP Krakow and some random events. I can show you my DCI information, if you wish. Yes, I faced my friend A. Nordahl quite a few times. And I had this "curse" (though I'm not sure if you can call it that as I won them all) which involved meeting a local player, M. Tremyr, in all the opening matches. And yes, I had been playing a lot of Magic Online before I started playing in real-life tournaments, so I instantly got good results.
I think his question may have been when will his name show up on the rating listings...and i think the answer is as soon as your DCI number is registered with the DCI.

I will play what wins, not what is convenient. Personal preference is nothing, The win is all that matters. I will netdeck at every opportunity, but I will not let that stifle my creativity. Style points do not appear on tournament reports. A good deck with an incompetent pilot is nothing more than a dressed up match win. I will crush my opponent mercilessly, and expect no less from him. Victory is its own reward, The prize is just a bonus.

I didn't appear on the states rolls for my state until I went over 1700. Probably because the top 250 or so players in the state are all above 1800 and the top 10 include 2150 and so forth.
