Fist of the Suns effectively does what is decribed, but it merely modifies what you pay for a spell and does not tap the artifact.
Belbe's Portal allows you to choose a creature type as you put it into play and play spells for a small amount of colorless mana and a tap; Dragon Arch does something close to it.
There is no artifact that I know of that has an activation cost as you have described it.
And yes, no incantatrix for you. Or anyone. That class makes puppies cry. Mostly because they are the former Big Bads who have been Baleful Polymorphed into said puppies. By you. Because you're an incantatrix.

Considering Kaleidostone wasn't printed until 9 months *after* OP's post (their post is nearly 12 years old at this point), I am going to go out on a limb and say no, that is not what they were thinking of.
I think it was an artifact that said "tap & pay WUBRG: put any permanent from your hand into play without paying it's casting cost."
I also thought that I saw a land or an artifact that said "tap and pay 5 colorless: add WUBRG to your mana pool."
Again sry for the stupid question just frustrated and sure that someone here knows what I'm talking about. (unless they were fake?)
