These are the rules: I seen people at my local shop playing it yesterday (Friday)
You have to play with at least 15 cards of each COLOR.
You can only have one of each card in your deck
Your deck has to be a 100 cards. (Not really sure on this one since I seen a deck that was clearly bigger than 100)
All rares in your deck must be foil.
There are no mulligans.
Banned cards: Land, Goblin Charbelcher
Basically you can play any card as a land and it produces whatever color mana that card costs. So Dune-Brood Nephilim it could produce Black, Red, Green, or White mana.
You also play cards in your deck as the card they are supposed to be. So if you have a Lightning Bolt in hand, it is a lightning bolt or you can play it as a land to produce RED mana.
Does anyone have any idea of what I am talking about?
Yes, some freinds of mine and I used to play a format something similar to that. We would merely take stacks of commons/uncommons. The same format was used for lands(ie: they produced the color of mana of that card) or you could play those cards as the actual cards.
However, I severly doubt that this type of game has an actual format name... I always assumed it was something that a lot of people played but no-one had a sanctioned name for it.
Please, accept that Magic costs money to play, and drop it. A playset of Baneslayers>playset of duals. New Jace>Force of Will. Etc... Not to mention, Legacy is so wide open, that it's easy to build a deck that can perform reasonably well without very many "money staples" at all.
Well they did same something like "Sin-Tear-e-on" (Just so people could try and pronounce it) or something like that. I don't know the spelling of it, but each person had their own deck. It looked like a lot of fun since most formats right now are really boring, or at least really boring to me.
I'll expect you'd find niche formats all over the place, and people are bound to call it whatever they want in that location. In my city, Highlander has exploded in popularity, and our rules are probably different than any other city/playgroup's. For reference, they generally seem to be:
1. 100 card deck minimum.
2. Vintage banned list.
3. All cards except Basic Land are restricted.
4. Mulligans go 7, 6, 6, 5, 5, 5, 4, 4, 4, 4... etc.
I looked on BeebleBoy's but it wasn't there. However, I did find a poorly made website explaining the rules and what not. Which can be found here and here.

We also played a type of Mental Magic that same day (every card can be played facedown as a land that produces any color, every card can be played as any other card with the exact same mana cost, but each card can only be played ONCE in the same game, and all players draw from a central deck).
