My version of a heavily wedge themed set. Wedges are centred in the enemy colour orientation (e.g. with and )
Kraasa is a world of thick, dark jungles. Murky swamps, rivers and lagoons are virtually the only thing to break the canopy. Perhaps the most distinctive feature of the landscape is the tall buildings, seemingly completely out of place amidst the wilds.
These are the lairs of Kraasa’s only sentient races, elves and humans, almost all of them biomancers and necromancers at least in part. These powerful sorcerors rule over the seemingly untamed wildness with their legions of creations, strange and powerful mutants created to further the Kraasan mage’s goals of evolution.
The elf biomancer Valsun is probably the most powerful on Kraasa, but he remains closely rivalled by the human wizard Morok. Similar rivalries exist among many of the Kraasan peoples, particularly between the elves and humans.

Yes, I have considered that. I'm hoping putting more focus on -1/-1 counters will create a decent balance considering the greater current support for +1/+1 counters, that and the more workable effect created by +1/+1 counters. If I get enough feedback in the same light I will probably change it to just +1/+1 counters, for color balance and flavor reasons.

While not bad per se, I'm worried about how much support it will need and how parasitic it will be. While +1/+1 counters are a staple mechanic, many, many deck types never interact with them. Theros had two mechanics in the set that gave them - Heroic needed two other mechanics to support it (bestow and strive), and Monstrous was a one-shot late game value effect. RtR had 3 different mechanics that gave them, but one was more modal than about growth (Rakdos on/off switch), one was not overly effective (Simic), and the other was very slow (Golgari).
The question you have to ask yourself is how much support are you willing to give to one of your wedges mechanics in terms of cards that don't have that mechanic? As it stands, +1/+1 counters will need to play a large role in your set to even warrant the use of this mechanic at all, and if your other wedges use them, they could start to look too similar. Additionally, it doesn't feel very 'core mechanic'-ish because of this. Because you need specific build up to be able to use it, unlike convoke because everyone has creatures, and it comes at a permanent drawback, again unlike convoke which only gave a one-turn downside, I can't really see this being viable in terms of a Wedge set.
Of course, all this is based purely off seeing the mechanic, and not any support for it. But you really need to think about what that support will be, because it will have to be very large. Personally, I'd like to see it focus more on giving +1/+1 counters rather than removing them, as BUG is primarily green - and therefore somewhat focused upon growth more than self-concern and intellect.
As BaronvonGrixis already mentioned, supporting +1/+1 counters while subsequently draining them will be quite a challenge, you would need something even stronger than Graft to make it viable. Stronger in terms of entering the game with even more counters on a creature than old grafters could.
Since that wedge is also black, how about a different kind of siphon, one that can be paid with lifepoints upon casting, like:

Granted, it might lead to a huge blowout and makes removing that creature extra hurtful. Still, payment in life is not used that often and fits your original theme. Strength gain by taking away from something else.
Numbers are completely arbitrary and subject to overall balancing, of course.
As you already mentioned, life for counters is pretty darn strong and therefore difficult to do at common. Also, paying life for counters is more black than green (black can get plenty of counter support, green can't have more than the occasional life pay) plus it's not really blue at all. Because this is supposes to be built around wedges, all of my mechanics need to be doable in all of the appropriate colors alone.
I am very much aware of the constraints on the set. However, I am 100% fine with Kraasa being all about +1/+1 counters. In addition, I will be intentionally seeding cards in the URG and BGW worlds giving out +1/+1 counters to help them interact as well as make mechanic more viable. I believe the mechanic is doable with this in mind.
