Another idea here for the :symg::symu::symb: Wedge.
Green has mastery over life, black death and blue time. I've been able to envision this color combination as a type of "father time" masters of fate wedge. So preordain and fatseal came to mind, but the playstyle of these colors lead me to this:
Predestine 2 (To predestine 2, look at the top two cards of target player's library, then put any number of them into that player's graveyard and the rest on top of that player's library in any order.)
Predestine makes for a more sentient, scheming Essya than we've thus far envisioned, but I think the mechanic works really well as-is, and then we just need to tweak the flavor a bit. Something to do with an instinctive descent into savagery, perhaps?
For Hala'o as the storm shard, I like it, but don't necessarily love it just yet. Alternatives?
Predestine is like Fateseal in it's bad aspects.
Which bad aspect? It totally ruins limited, if appears in more then very small quantities. You can mess with your opponent's draws - he can mess with yours, and it can lead to bad/unfun/worn out games.

YOU ARE SURPRISED BY A MANTICORE! IT QUICKLY SHREDS YOUR FLESH AND DEVOURS YOU!

Perhaps make it self-targeted only?
Gravescry 2 (To gravescry 2, look at the top two cards of your library, then put any number of them into your graveyard and the rest on top of your library in any order.)

You mean like scry, but instead still like scry just you are to lazy to come up with something more exciting and also like scry?
Also a keyword action needs more oomph to define a Shard. I don't know whether proliferate even could pull it off on its own and it's probably the most oomph among keyword actions we have seen.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

Drown target player. (Put the top card of target player's library into that player's graveyard. Until end of turn you may cast that card.)
Hmmm...
That's certainly something I would consider for :symb::symg::symu: - though it currently lacks the all-important flavor.
Hmm.
"Drown N" (needs a better name) (To drown N, put the top N cards of target player's library into his or her graveyard. You may cast one card from that graveyard this turn.)
Riffing off milling:
Mill Convoke (As you cast this, you may put any number of cards from the top of your library into your graveyard. For each card, reduce this card's cost by [or by one mana of any of that card's colors].)
Would need to be costed somewhat more expensively than convoke, but still feeds into a self-mill theme, like the Skaab and other Innistrad blue zombies.
"Drown N" (needs a better name) (To drown N, put the top N cards of target player's library into his or her graveyard. You may cast one card from that graveyard this turn.)
Hmmm - much more versatile. Nice.
I dislike that the targeting is part of the keyword in your version; needs some cleaning.
Pilfer?

Except that the Skaab cost you a ressource you have to build up while this costs a ressource you have a hard time using up.
Often suggested - always terrrible.

Well, we could always dispense with targeting and say "a player's library." Fateseal does it that way. I don't know, but the idea of "Drown N target player" sounds weird.
Not a fan of Pilfer as a name. I don't think the flavor's green enough, given that it's the green shard. I think, working within GUB, a workable name/flavor would be Scavenge?

Granted. If you want to ape the Skaab, you could always go with:
Different!Scavenge (As you cast this, you may exile a <thing> card from your graveyard. Reduce this spell's mana cost by that of the exiled card. Mana cost includes color.)
And then have cards that key off the scavenged cards. I think Drown would lead to a more coherent shard, though.

Hence me omtting a parameter. Note also that how it sounds is irrelevant since the mechanic will not be finalized as "drown" anyway.
There might be a point to be able to say things like "Scavenge N each library" though.

Well, good thing then that I didn't want to do ape the Skaab for a shard anyway.

Another avenue for GUB, counting green as the core color, would be to bring back Proliferate as the returning mechanic and then have fungus/spore counters be the major theme supporting that wedge.
<Name> N (As this creature enters the battlefield, put the top N cards of your library into your graveyard. This creature enters the battlefield with a +1/+1 counter for each land card put into your graveyard this way)
Land could be replaced with creature. Also, you can make it 'this or another creature', to make the ability more synergetic.
Sphinx is really good. Control will play it and be able to protect him just fine, hes a much better finisher then Jwar Isle and thats saying a lot considering how good he alone is. Bazzar Trader.dec now has 16 threaten effects. Thats really, really, really, really good. Really good.

The ability has some drawbacks, but might be ok.
