Trade Agreement, the Face-up on the exile is unnecessary, cards are always exiled face-up unless explicitly stated otherwise. The wording functions as is but there is an awkward function that you may not want. When you cast the first spell, the ability to return them triggers, but you will be able to cast any instants left over before they get returned by responding to the trigger. If this is ok then the card is fine.

Thanks user. No, I did not intend to be able to able to cast instants but I don't hate it. How do I fix that? Also, I'm dropping the exiled face up business. Thank you.
I seriously had no idea that all face down cards were automatically 2/2s. Thanks for enlightening me. Is there an easier way to word my desired effect? I wanted a tangible effect that was easy to remember or in the case of first attempt easy to actually see.

This is (sort of) incorrect.
101.1. Whenever a card's text directly contradicts these rules, the card takes precedence. The card overrides only the rule that applies to that specific situation....
707.2. Face-down spells and face-down permanents have no characteristics other than those listed by the ability or rules that allowed the spell or permanent to be face down. Any listed characteristics are the copiable values of that object's characteristics.
707.2a. If a face-up permanent is turned face down by a spell or ability, it becomes a 2/2 face-down creature with no text, no name, no subtypes, and no mana cost. A permanent that enters the battlefield face down that wasn't cast as a face-down spell also has these characteristics. These values are the copiable values of that object's characteristics.
Since the card's effect explicitly says that the affected objects will have characteristics that conflict with those listed in rule 707.2a, the objects will end up having the characteristics listed in the OP's card*. Having said that, however, it would be a wise idea not to define these face-down objects this way, as it does bring a logistical issue with actual face-down 2/2 creatures.
* That Wastes isn't a land type and OP's card cannot refer to those objects with the current description of characteristics is correct.

That works perfectly fine within the rules(the wording could be a little better).

Though I must ask, why are you tapping the lands now?
@User It answers a similar question I've had in the past about the word each and maybe I'll decide to design it that way. The intention being that the effected player doesn't just tap all of their lands at the end of turn to avoid the drought effect.
