Basically, lets say you play the card and still have UUBB in your mana pool. I want this so that if you choose a card that you could play using UUBBor less, you can play it for free. Is the above as close as I'm gonna get?

Yeah, like basically I want you to be able to find a card with a mana cost that the mana already in your pool would allow you to play, but play it for free. and if you can't or don't wish to, you put it into your hand.
Well, the way I worded it, it's the same except that you don't have to start out with the mana in your pool. Although I think this would work:
"Search your library for a card, and you may play that card. If you do, add mana to your mana pool equal to its mana cost. If you don't, put that card in your hand.
While ~ is resolving, you can't play mana abilities."
So you can't play mana abilities for the card, so you have to have it in your pool beforehand... and if you play it using that mana, you get mana equal to the mana cost back (basically free) and otherwise it goes to your hand.

The problem with that wording is that it doesn't specify that you have to play the card by actually paying its mana cost. If you search for a card with an alternate cost like Spinning Darkness and play the card for its alternate cost, you would end up generating extra mana. In fact, if you search for a Sickening Shoal and play it by ditching an Iname as One to it, you would end up adding 12BB to your mana pool. That is not necessarily a problem, but I think it isn't the intent of the design.
I was doing a search for "mana cost includes color" to find other cards like Elemental Resonance, and a phrase from Ice Cave fits almost perfectly combined with Glissa Sunseeker...
