Welcome to the August CCL! This round is open to all.
Theme
You have come up with a costume and a concept for your secret identity as a hero, almost ready to venture out into Bablovia to protect the innocent or beat up starfish or whatever your agenda is.
You realize, however, that you must still nail down one important detail before you make your debut. What will you yell to announce your presence and strike fear into the hearts of evildoers?!
Challenge
Create an instant or sorcery card whose name is a quote from your Hero. It should have some synergy with your Round 1 design.

Target creature gets +3/+3 and it assigns combat damage for each blocking creature as thought that creature were the only creature blocking it this turn.
I had to double back and check on what this card was trying to do, but if i'm right it means it doesn't have to assign combat damage and hits all blocking creatures with the same amount of damage. On McBallard that does a lot considering the keyword soup it has, even though the mix of first strike and menace would mean that you'd rarely be in a situation where this would reasonably be blocked. Kari Zev is a good example of this, as she has the same keywords as well. It's a strong kill spell in synergy with your Hero, but it feels off that this card is Red-Green with your hero being Red-White.
Frame is an interesting mechanic, but I feel like there are still issues with the wording, particularly with representation. Because with those words it feels like it's on the battlefield and in the hand and that could cause some issues for players. You could maybe do something along the lines of "You may put this card face down as a copy of the token instead", but the flavour is pretty neat. I feel that the spell could be 1GG or even 2G, as Pouncing Cheetah has a similar power level and is a common, and un-sets are typically high-powered.
It has the same graveyard shenanigans-level as your hero, but I feel that the spells are a little unrelated to both each other and to your hero. Clearrr is interesting, but sometimes there are enough cards that give haste permanently like Hall of the Bandit Lord creatures that enter through Suspend that this could cause some pretty big memory issues. Prrrop is also a bit odd considering it hits flying creatures specifically, which is Green's domain with non-flyers specifically being red. The creatures without flying can't block bit is within the color pie, but the other one is a bit too big a break for my tastes.
Cool design, very in-color and pairs well with your commander. It might be slightly undercosted however.
This card worried me. Once again I feel the need to check on what the rules for touching cards are specifically, as this could easily be a way to force a game to an end for only four mana. Scrambleverse is a card that definitely exists, only I don't know if that's an effect worth including in an Un-set as it's not the type of card that a whole table could enjoy as much.
This is a reasonable buff card with a very fun and exploitable upside, especially shouting "No" being a good laugh. You'd have to change the wording to a replacement effect rather than a triggered ability, as the damage in the latter case has been dealt already. This helps facilitate a go-wide and a tribal archetype, and my only worry is that if you have an multiple creatures that share the same type you can redirect them all to your target, which might be a bit to strong a combat trick for two mana. It's a solid card that does your Hero justice.
I like this card. It's a bit overcosted when it works by itself but with one or two extra script changes this becomes a huge swing card. It's really good for supporting a text-altering archetype and it synergises really well with your Hero. Memory issues shouldn't be an issue either considering it only counts the duration of a turn. The next question is how this interacts with Auras, Equipment and effect granting abilities like Cryptolith Rite would they count only the turn they were played, or do State-Based effects see the base card and then apply modifiers every turn? In the latter case there might be room for mad levels of exploitation.

That's an interesting text. I wonder if one'd have to phrase it differently, maybe with copies and reassinging, but the concept works great. I don't see an overly big synergy with your first round card though. First strike? Is that it? I guess menace helps setting this up.
Very basic design. Kinda weird in that it rewards you for something you usually don't have control over.
Not sure if I should applaud the flavor of a zombie not being able to kill a fast creature or scold you for using pointless text on a removal. A solid design, not overly special though except for the cute trinket text.
That's... a really solid design. Huh. I love how it has great synergy with your first round card too. It's a bit strong, as you opponent has to recast all those cards, but they get 2/2s in return and really, for a mana more you get to bounce two of them, so how bad can this be, really.
When you pile all cards into a stack, haven't you touched all permanents already? Not very synergistic. You are already dead. And again, this causes all sorts of headaches. Do the players have to touch the cards? Because then you can just let them lose life without the extra touch clause. Do they get to call a judge and claim since you control the spell you have to deal the cards? Issues issues issues.
A sleek design that fits well into the color pie. It's a bit strong. For just 2 mana you have a combat trick that ruins ALL blocks for your opponent. Making horse sounds would have been funnier I feel like, but yelling NO! No! Noooo! in combat is a close second.
A weird thing to care about. I would have also cared about p/t changes, as those are the most frequent one's. But I guess it plays well on it's own.

Subject16 - A bit boring, isn't it? Feels like Unhinged. Still a workable card.
Raptorchan - Skeet shooting? Afteraftermath feels like it should be "cast this only after it's been exiled from your graveyard." Decent effects, though.
netn10 - Well that's a scary minigame. Very funny though.
doomfish - Lovely. Just wonderful. Great mechanic, if a bit restricted in the effects you can use with it (no ten-mana spells with frame!).
master_of_the_universe - Huh. I'm not getting the flavor very well - how does getting creatures wet make them manifest?
Hemlock - Combat math craziness ahoy! I enjoy this card.
I'm not sure how the combat damage assignment would work within the rules, even though I understand how you meant the ability to work. Aside from that, the fact that it's not in the same colors as McBallard hurts it, and it's unlikely that he would be blocked in the first place, since he has the Kari Zev package of first strike and menace. Honestly this just seems like a mess.
Really cute design! I don't know how Frame would work, even within Bablovia's weird rules, but I like that the card works with Neera's token theme. Pretty well-costed too.
A pretty solid companion card to Mark himself; did I mention that I'm a sucker for art-matters cards? It's not quite as funny as the base card, but it's not bad at all. Also great flavor text.
Sweet idea going for a split card! I like that it lets Boorse or his fragments get in twice. Afteraftermath seems like a neat ability, though it could use something else to set it a bit further apart from plain old aftermath.
A half-cost Scrambleverse that also hurts everyone a lot? Oof. It fits decently flavorfully with your hero, but this seems rather unfun for everyone.
The companion card to the Thoroughbred of Virtue seems pretty great itself. The fact that you get to protect another horse (or human!) is a flavor home run, and the name is a nice touch. (Side note, it's spelled "whinny", though that's neither here nor there.)
I like how this fits with Erch's flavor text in addition to the ability. Seems like there might be some memory issues though, which hurts it. I'm sure it wouldn't be as much of an issue in Bablovia though.

I got it. Though I think it feels kinda plain in terms of flavor and can be fully used in specific situations.
I spelled it "Winnie" so it'd be clear that it's the name of his girlfriend (while still being a horse pun). To bad I had already made the Nay/Neigh pun.
Hemlock - "I'll kick your butts by the dozen" - The way I'm reading that, it usually won't have much effect other than letting you assign all damage to each creature (combine with trample and that's scary) and a few things like not turning on Rampage (which tends to pop back up in Un-sets because it's funny). But for a 2 mana instant that you can play after blocks, that's scary. As a sorcery this could go up to +4/+4 and still be pretty solid.
doomfish - "Here Fifi!" - It is weird how swingy it is, since it's either a pretty crappy 3/3 for 4 or a totally awesome free 3/3. And I don't really see the flavor behind it popping into play after replacing another token. Seems like it might have made more sense if it was able to replace some other token with a 3/3 token.
Subject16 - "I Pity Thy Sorry Art!" - Solid effect, not terribly original but clean and straightforward. Tie to the superhero is obvious.
Raptorchan - "Clearrr..." / "...Prrrop!" - Two solid, clean effects that make sense and are strong flavorfully.
master_of_the_universe - "Let's Make a Splash!" -That's a very splashy effect indeed. Actually playble in regular Magic, fits well with the legend, and creates interesting board states.
netn10 - "Let's Get Dirty" - "All the cards", even in an Un-Set, is really vague. Like, the ones in hands and libraries too? If so, that's going to kil every player every time. Unless they bring tongs. And do cards go back to the zone they were in before?
void_nothing - "I've Made Some Script Revisions!" - "Abilties change" is pretty vague, but probably not too vague for Un-sets. Seems pretty well balanced, since you'd have to build a deck around it to make it scary.
I worded my card that way so it could deal trampling damage to your opponent independently for each creature. The green cost was meant as a hint
Masteroftheuniverse: Haha, I love the phisical parallel of eveeything splashed upwards and coming back. Neat design, with good aineegy with Lady Baluga.
Doomfish: I think this is awesome Un-set design as it brings up the enviroment of phisical play to the front. Durinh play representing tokens is always a bit of N issua: Dice (Which I hate my guts XD), empty sleeves, random cards gotten from elsewhere,.. (I even use cigarrettes sometimes) and taking advantage of that dimmension of the game via a new mechanic is great. Of course, this needs some work, as every new mechanic, but I really like this.
Void nothing: Caring about the text change is something new and I'm sure there are many odd things to be done with this.
Jimmy Groove: haha, very nice card with a dun effect. Screaming "NOOOOO" is a dramatic fashion is a guarantee of some fun.
Netn10: I'm worried this might cause a lot of insta-death. The effect is fun but this needs more viability.
Subject 16: Caring about artists is interesting and this fits very well with your first design. The idea of Mark Pool dismissing artiats is funny. The effect is simple, the conditional cantrip makes this a bit on the expensive side.
Raptorchan: I like the afteraftermath idea, this fots very well with your first guy. Hurricane-like effects are something green.

Sort of un-Bestow/un-Morph, huh? The idea is neat and I don't see any problems with this card in un-environment. If only there was TOP-4, man.

No matter how I like your fist card, I have a feeling that this one can be a bit too strong. Maybe on hand with other rare blue removal, but...

I got it. Though I think it feels kinda plain in terms of flavor and can be fully used in specific situations.

doomfish - "Here Fifi!" - It is weird how swingy it is, since it's either a pretty crappy 3/3 for 4 or a totally awesome free 3/3. And I don't really see the flavor behind it popping into play after replacing another token. Seems like it might have made more sense if it was able to replace some other token with a 3/3 token.
Subject16 - "I Pity Thy Sorry Art!" - Solid effect, not terribly original but clean and straightforward. Tie to the superhero is obvious.
Raptorchan - "Clearrr..." / "...Prrrop!" - Two solid, clean effects that make sense and are strong flavorfully.
master_of_the_universe - "Let's Make a Splash!" -That's a very splashy effect indeed. Actually playble in regular Magic, fits well with the legend, and creates interesting board states.
netn10 - "Let's Get Dirty" - "All the cards", even in an Un-Set, is really vague. Like, the ones in hands and libraries too? If so, that's going to kil every player every time. Unless they bring tongs. And do cards go back to the zone they were in before?
void_nothing - "I've Made Some Script Revisions!" - "Abilties change" is pretty vague, but probably not too vague for Un-sets. Seems pretty well balanced, since you'd have to build a deck around it to make it scary.

Masteroftheuniverse: Haha, I love the phisical parallel of eveeything splashed upwards and coming back. Neat design, with good aineegy with Lady Baluga.
Doomfish: I think this is awesome Un-set design as it brings up the enviroment of phisical play to the front. Durinh play representing tokens is always a bit of N issua: Dice (Which I hate my guts XD), empty sleeves, random cards gotten from elsewhere,.. (I even use cigarrettes sometimes) and taking advantage of that dimmension of the game via a new mechanic is great. Of course, this needs some work, as every new mechanic, but I really like this.
Void nothing: Caring about the text change is something new and I'm sure there are many odd things to be done with this.
Jimmy Groove: haha, very nice card with a dun effect. Screaming "NOOOOO" is a dramatic fashion is a guarantee of some fun.
Netn10: I'm worried this might cause a lot of insta-death. The effect is fun but this needs more viability.
Subject 16: Caring about artists is interesting and this fits very well with your first design. The idea of Mark Pool dismissing artiats is funny. The effect is simple, the conditional cantrip makes this a bit on the expensive side.
Raptorchan: I like the afteraftermath idea, this fots very well with your first guy. Hurricane-like effects are something green.
