Nothing about this really suggests quest 1 in the mechanics of the card. Drawing cards and scavenging are pretty basic. There's nothing here to really suggest this isn't fake.
An antiblue keyword, just like mine. This is mechanically signaled, but it could also be in imitation of my card (assuming I'm Guildpact, which will likely be shown soon enough). I doubt this is an imitation of Izzet's card, despite Izzet's card featuring islandwalk.
Quest 3 overcome with time tampering. That's believable enough I suppose. The card isn't all that well mechanically signaled, but nobody else chose any quest but quest 1. If Dimir is Bolas, then quest 3 must be the trap quest. It's pretty clear that this card wasn't mechanically based off any other.
If quest 1 is the trap quest, Bolas really gets to have fun. I do like that the flavor text and card name play into the mechanics of the card. That helps to demonstrate that this was designed with knowledge of the quest.
The card makes sense for quest 1, but it's not as well signaled as the others. It could have been imitating a utility creature like Simic, or by a card advantage machine like Golgari
This seems like it's safely for quest 1: lots of volunteers who islandwalk. But the name and flavor text aren't all that indicative of quest 1. They Almost seem like they're supposed to be for quest 2, which is just odd. Again, there are three of us that went the route of "antiblue keyword", which is suspicious for all three. Luckily everyone already suspects me.
Just looking at the cards, I think Golgari, Izzet, and Orzhov seem like the most suspicious submissions. I'm particularly suspicious that Izzet was given my card or Boros's to base theirs off of. If I am removed this round, and am proven to be Guildpact, I think that adds credibility to this idea.
Boros just keeps gunning for me, which is annoying. I'm not going to say that makes me suspect them all that more highly, but I'm gonna make some funny faces about it.
I'm going to hold off on voting for now, but based just on this round, leaning towards Izzet.
If quest 1 is the trap quest, and I'm removed (assuming I'm Guildpact, 'cause you've gotta assume the worst,) they will be able to burn another Guildpact player, which will make it 3 to 2. If that's the case, that would make Dimir look Guildpact, so they'd be the logical player to burn, leaving little way to tell who's who from this round.
But wait, Both Bolas players can't choose the same quest if they are using the trap quest. That means if quest 1 is the trap quest, Dimir must be Bolas. If not, it's possible quest 3 is the trap, and Dimir is Bolas, but it seems more likely that the Bolas posters didn't post under the Trap quest this time.
Just another reminder that there's another trap quest this round, meaning it's very possible that there's a hidden Bolas card among the more streamlined, quest-obvious designs.
Also, I actually designed my card for quest 3, not quest 1. In hindsight it definitely looks like it could have been a quest 1 design considering it's a crocodile fish that's also an anglerfish. I guess that's just Simic for you.
Islandwalk and the obvious flavor text referencing the challenge makes me trust this. If you were a Bolas player and you knew your design then I think you'd probably be smarter than that.
Not an especially forward design, but the flavor seems pretty on point.
This feels like a challenge 1 design that could also be potentially challenge 3. Hexproof from Blue definitely helps set this in challenge 1 though.
This seems like a very Dimir way to deal with challenge 3, but I'm not sure how this actually fulfills the quest. There's no mention of protecting or evacuating citizens in this design, unless this is some sort of King Crimson/time erasure spell which has potential?
I swear you design the most un-Izzet izzet cards around. Squid from elementals? Metamorphosis in Izzet rather than in my own guild? Either way, like somebody else said the Islandwalk correlation between you and Mergatroid_Jones is suspicious, and I'm not too sure about that flavor text either?
The flavor text is super generic unfortunately, and the effect isn't especially orzhov even though it helps hightlight the "illumination of the depths" element. I get that challenge 1 would be pretty difficult to design for a guild that isn't super aquatic.
So yeah, I get that my design fits challenge 1 pretty well what with it being an aquatic creature with bioluminescence, but I aimed to fulfill challenge 3 with this card actually. The idea would be for this creature, via its second ability, to act as a lightning rod to the storm and turn it into bioluminescence (hence the anglerfish creature, I picked crocodile so I could make a pun). The first ETB mode was on one hand to show it being able to influence a crowd and potentially stir them away from any havoc, and also to potentially throw the Bolas players off course if my card was the hint card. Flash fits it all together with flavor and the challenge needing an immediate response (critical).
As of right now cards that seems suspicious are Izzet and Orzhov. Rakdos I think is pretty safe this round, and had Dimir not been so consistent in previous rounds I'd be inclined to suspect Cardz5000 as well. I'll need to look at past designs to see how consistent they are. I'm growing more wary of void_nothing as time goes by as he seems pretty quick to pick up the pitchfork and reinforce other's suspicions.
@JuanCu: I'm in the middle of a blizzard that has drastically reduced my ability to participate. Can I have until Friday to respond/vote, please? Sorry to all for any inconvenience that causes. I may be able to commit some time before then, but I can't guarantee it.
As quick rebuttal: my card was intended to represent sparks rushing into dark spaces (small red elementals) to explore the caves, followed by blue creatures with islandwalk to go into the depths. I was going to make them Spark creatures, but as Sparkspitter demonstrates, sparks are actually elementals (there's no creature card or token that has a Spark subtype as far as I can find). I probably should have just gone with it for this game, but I'm trying to make actual possible cards, not just frankencards that meet the challenge. Similarly, my first flavor text was:
"Tackle the caves first, I think, and then we'll transmute the embers and do a little deep sea fishing."
But flavor text and card name really have no bearing on whether or not a card meets the challenge. Which is why I think zdtsd is possibly Bolas, but I want to look back at previous rounds.
Similarly, if you strip the name and flavor text from M_J's Aquadevils, how does his card meet the first challenge? Islandwalk, but that, as has been mentioned, could have been copied from my submission. Nothing else fits. Still think M_J's the most likely Bolas Agent.
(By the by, Chasm Skulker was my source for the squidies, a little flavor nod to the ocean depths.)
JuanCu, can Bolas decide not to kill anyone from trap quest to throw us off guard?
I think that it's strange. It seems quite obvious to me that Subject16 Anglercrocodile is for 1., and he says it's for 3. A similar situation happened last round. How should we decide what quest cards are for? In similar situations, two Bolas agents could go for the same quest, and then just one swears they are not trying to do this quest... Or the other way around, Guildpact could try to swear they are trying to do a quest no one did to make sure they are not trapped. Shouldn't we add some official indication of what we are trying to fulfill with our submissions?
I run for 1. of course. I didn't want for Bolas to know immediately that the quest is underwater, but it seems not everyone thought that way.
There are two probable things that happened this round, and we may know which one only after the round ends.
a) 1. is a trap quest. That means they knew exactly what it was and one of them easily made a card for it. It also automatically means Cardz is Bolas (or not? If Subject16 is also on 3. One of them is Bolas then.)
b) (a little guesswork, but I think reasonable assumptions, looking at what happened) 1. isn't a trap. The serious problem of this round is that at least one Guildpact was VERY obvious with a part of a quest (specifically antiblue mechanic) and, I presume, was presented to Bolas so they had basically free pass and could create their own antiblue card/s. "Look, I can't be Bolas, I specifically said in rules text what is in the quest, I knew it from the start!"
It's very possible to me that two cards with antiblue (Rakdos, Boros and Izzet) are Bolas, and 1 isn't a trap. For now, I stick to my guns. Vote M_J
JuanCu, can Bolas decide not to kill anyone from trap quest to throw us off guard?
Yes, they may choose not to kill.
Mmm, I see your point Superbajt. Assigning quests can get subjective, so I'll go with the designer's intent on most occasions, unless I do feel like everyone else has acted on the assumption that the card is for another quest. Since Subject16 has clarified it and I believe him based on the card, it's all ok. Remember that both teams have access to the three quests for flavoring purposes, so it's ok to muddy the waters a bit, haha. Just remember that I'll be assuming the quest assignment unless you explicitly assign it on PM!
Round 1, Quest 3: An ally wants to transfer to us a batch of new spells that may help our cause. Help her transfer these spellbooks into our arsenal.
Creature
Flying
GU, T: Remove a +1/+1 counter from ~: Destroy target artifact or enchantment.
Adapt 1GU
Whenever one or more +1/+1 counters are placed on ~, look at the top three cards of your library. Put one of them into your hand and the rest on the bottom of your library in any order.
Round 2, Quest 3: We need to infiltrate an agent in a wealthy household, acting as a servant or pet. They must appear unassuming, but need to reveal a big amount of power when the time is right.
Creature
~ can't be blocked by creatures with lesser power.
4GG: Adapt 4 (If this creature has no +1/+1 counters on it, put four +1/+1 counters on it.)
Round 3, Quest 3: An Izzet magical experiment has gone critical, causing a magical lightning storm above the Second Precint. We need to protect / evacuate the citizens!
Creature
Flash
When ~ enters the battlefield, choose one -
• Target creature attacks or blocks this turn if able.
• Change any targets of target spell or ability to ~.
3/3
I don't feel like any of the three cards absolutely nails the quest it's supposed to meet, but all three are at least in the ballpark, and I liked Subject's explanations, especially the lightning rod concept on the last card. Lean Guildpact.

Round 1, Quest 2: The entities known as Nephilim have begun stirring again. We know trying to destroy them is futile, so we need a way to contain them for long. Their defining characteristic is their embodiment of many types of magic.
Enchantment - Aura
Flash
Enchant creature
Whenever enchanted creature becomes tapped, its controller puts a number of cards equal to its toughness from the top of their library into their graveyard.
1U: Tap enchanted creature.
Round 2, Quest 3: We need to infiltrate an agent in a wealthy household, acting as a servant or pet. They must appear unassuming, but need to reveal a big amount of power when the time is right.
Creature
Whenever one or more cards are put into your graveyard from your library, put that many +1/+1 counters on ~.
Remove three +1/+1 counters from ~: Surveil 1 (Look at the top card of your library. You may put that card into your graveyard.)
Round 3, Quest 3: An Izzet magical experiment has gone critical, causing a magical lightning storm above the Second Precint. We need to protect / evacuate the citizens!
Instant
Each player discards all the cards in their hand.
End the turn. (Exile all spells and abilities on the stack, including this card. The player whose turn it is discards down to their maximum hand size. Damage wears off, and “this turn” and “until end of turn” effects end.)
2nd round feels a little off given that the "reveal a big amount of power" effect is a removal of +1/+1 counters, but Cardz being the only one to choose the Nephilim quest in round 1 can't be ignored, and I found the round 3 card a very elegant solution for the critical magical experiment. Strong lean Guildpact.

Round 1, Quest 3: An ally wants to transfer to us a batch of new spells that may help our cause. Help her transfer these spellbooks into our arsenal.
Instant
Until end of turn, when a creature dies, its controller loses 2 life and draws a card.
Destroy target creature.
Round 2, Quest 4: In order to test our magical defenses against DOS attacks (Doubling of Spells attacks), we need some sort of magical effect that can repeat many times.
Enchantment
R, Discard a card: ~ deals 1 damage to each player.
Hellbent-- 1B: Draw a card. Activate this ability only if you have no cards in hand.
Round 3, Quest 1: We are preparing an expedition to Ravnica's depths (oceans and caves.) We need spells or volunteers who are useful in the deepest, darkest, places of Ravnica.
Creature
Unleash, Islandwalk
When ~ enters the battlefield, discard a card, then draw a card.
Round 2 is the only round I feel M_J really meets the challenge. Round 1 is a HUGE stretch for "getting an ally's spells into our arsenal", and round 3 doesn't have any relation to the spelunker quest other than the Islandwalk. Strongly Bolas.

Play with the top card of each library revealed.
1/1
Round 1 is ok, although getting an opponent's graveyard castoffs is far from getting an ally's "new" spells. Round 2 seems to fit, but the more I look at just the card itself, the more "buffet style" it feels, with a little bit of everything included. Round 3 just doesn't fit at all for me, as "each player's library" is what's being exposed, and libraries are not the "deepest, darkest places of Ravnica". Likely Bolas.

Round 2, Quest 2: Gang activity is up on District Eight. We believe Krenko Mob Boss has relocated to the area. Find him and stop him.
Creature
Undergrowth - When ~ enters the battlefield, choose up to one target creature you don't control. ~ gets +X/+X until end of turn, where X is the number of creature cards in your graveyard, then you may have ~ fight that creature.

Scavenge 4GG (4GG, Exile this card from your graveyard: Put a number of +1/+1 counters equal to this card's power on target creature. Scavenge only as a sorcery.)

Round 3 doesn't really do it for me, as there's little reference to how it explores caves or depths. But both round 1 and 2 cards feel very specific to the quest they were supposedly designed for. Lean Guildpact.

Put all cards not put onto the battlefield this way on the bottom of their owner's library in any order.
Round 2, Quest 1: A huge disaster threatens District Five and we need to trigger evacuation protocols, but we lack evidence. You need to cause some disturbance or panic, so we can use it as an excuse in the senate.

Choose one for each untapped permanent you control. You may choose the same mode more than once.
• Create a 1/1 red and white Soldier creature token with haste.
• Put a +1/+1 counter on a creature you control.
• Creatures you control get +0/+2 until end of turn.
• Tap target untapped artifact or creature. ~ deals 1 damage to that permanent's controller.
Round 3, Quest 1: We are preparing an expedition to Ravnica's depths (oceans and caves.) We need spells or volunteers who are useful in the deepest, darkest, places of Ravnica.
Creature
Haste, hexproof from blue
2W: Target creature you control gets +1/+2 and gains hexproof from the color of your choice until end of turn.
2/2
The specificity of the "chosen name" for round 1 is really convincing, and round 2 fits, if loosely. I'm not totally sold that a creature that has hexproof from blue and can grant hexproof to other creatures is great to explore the oceans and caves of Ravnica, but I think the round 1 evidence carries him. Lean Guildpact
Hmm, tinfoil theory: Bolas team is Ragnarok, M_J, and zdtsd, and zd's #49 was mis-attributing/mis-attacking the wrong buddy.
I just realized that in stripping the flavor out, I inadvertently removed some p/t numbers. Sorry about that. I don't think it matters hugely, but take that into account.
I'll post more tomorrow night if voting hasn't ended before then. I'd like to look into voting patterns and who pushed dead Guildies, but I am le tired.
Well, there goes another honest Guildpact member. I suppose the infamy of Rakdos is a hard sell torwards confidence. I hope your Parun proves undestanding of your failure. For the rest, as you depart into the Quests, I'll be leaving another 12 hours for the "Maybe Bolas is deciding to spring a trap? or not?" phase. Good Luck!!
Well now I can't help but be suspicious of those eager to throw Mergatroid under the bus. ztdst not voting at all is a concern as well. For the next design phase if Team Bolas outs another player, that leaves us down to only 5 guilds, two of which are Bolas. I don't like these odds.
Well it was interesting to see what mafia was all about. I don't think I'm dishonest enough to play it very well. Everything I said was very much in earnest. There comes a point when anything you do just makes you look more guilty. I figured I might as well go down in flames, since we all knew I was going down anyway. Nevertheless, I think that puts my prime witch-hunters into doubt.
Suffice it to say, though, M_J's town play was very bad.
You keep saying stuff like this, and I'm not going to say you're exactly wrong, but if you're town, your town play hasn't been particularly strong either considering on how thoroughly convinced you are at the guilt of innocents.
:/ Sorry, Mergatroid. I really thought you were Bolas.
This isn't...quite what Mafia is like, but you're right that it usually involves a fair amount of deception, especially if you are assigned a scum/mafia role. I tried hard to base my vote on card design, though. I could see all of your cards shoehorning into fitting the quests, but they didn't feel designed to meet them.
(You probably shouldn't respond to this. I don't know what JuanCu's ruling is, but usually dead/exiled players can't post in a game like this.)

Good Luck!!

I believe that Subject16 is likely town. I imagine the Bolas players voted the same way here.
Deal with it.

You keep saying stuff like this, and I'm not going to say you're exactly wrong, but if you're town, your town play hasn't been particularly strong either considering on how thoroughly convinced you are at the guilt of innocents.
