No, it was just a copy mistake, it's been corrected. And here are the cards!
Sphinx Bomb3UR

Military Exercises4RW
Instant (R)
Choose one for each untapped permanent you control. You may choose the same mode more than once.
• Create a 1/1 red and white Soldier creature token with haste.
• Put a +1/+1 counter on a creature you control.
• Creatures you control get +0/+2 until end of turn.
• Tap target untapped artifact or creature. Military Exercises deals 1 damage to that permanent's controller. "Time for an impromptu parade." - Mor Kenek, Wojek investigator
Unassuming Aberration1(U/B)(U/B)
Creature — Horror Rogue {R}
Whenever one or more cards are put into your graveyard from your library, put that many +1/+1 counters on Unassuming Aberration.
Remove three +1/+1 counters from Unassuming Aberration: Surveil 1 (Look at the top card of your library. You may put that card into your graveyard.) “It’s not the things that you don’t understand that will kill you. It’s what you know you understand, but just don’t.”
—Lazav
2/2
Crafty Specimen1G
Creature - Cat Mutant (Uncommon)
Crafty Specimen can't be blocked by creatures with lesser power. 4GG: Adapt 4 (If this creature has no +1/+1 counters on it, put four +1/+1 counters on it.) "They have amazing memory, and you'd be surprised how quickly they grow. Great with kids, too!"
-Jov, Ivy Street Vendor
1/2
Fire Juggling2B
Enchantment (R) R, Discard a card: Fire Juggling deals 1 damage to each player.
Hellbent-- 1B: Draw a card. Activate this ability only if you have no cards in hand. If you can keep pace and take some pain, you can keep it going forever.
Gateless AlertUU
Instant (U)
Counter target monocolored spell.
Forecast — 1U, Reveal Gateless Alert from your hand: Look at target player's hand. (Activate this ability only during your upkeep and only once each turn.) "Make sure to include at least one precognition mage to every patrol in District Eight." - Dovin Baan
1: A huge disaster threatens District Five and we need to trigger evacuation protocols, but we lack evidence. You need to cause some disturbance or panic, so we can use it as an excuse in the senate.
2: Gang activity is up on District Eight. We believe Krenko Mob Boss has relocated to the area. Find him and stop him.
3: We need to infiltrate an agent in a wealthy household, acting as a servant or pet. They must appear unassuming, but need to reveal a big amount of power when the time is right.
4: In order to test our magical defenses against DOS attacks (Doubling of Spells attacks), we need some sort of magical effect that can repeat many times.
I am not sure what it does, but looks like it goes to fullfill the first quest.
Usually, words that are also creature types in the names should be repeated in creature type line. But it's not. Kinda suspicious.
If it was just a card and if it was made by me, I'd spell it differently... You have no reason to choose target creature before getting the bonus. But the strange wording makes it clear - we are going for Krenko. I guess.
I never thought about it this way, but I think it works. It may actually be quest number 3.
Boros, among with Azorious, is not something I can expect to raise a ruckus. But you know what? It works. And executed well, and, more important, believeable.
Not sure what are you going to express here. Maybe quest number 3? I expect quest number 3 to be a trap quest if you ask me, but it just screams about it so maybe not everything is so simple.
This is my favorite card here so far. And yes... Cats again. Now tell me how you and Orzhov player are not Bolas agents! Nevermind, just kidding. But seems like you nailed the spirit of the quest 3 here, without any doubts. Even with POWER in both terms of gameplay and flavor.
Quest 4, most likely?
I expected a good card but it looks like a total mess made at the very last moment and doesn't make any sense. I bet its author has no idea what to say to save himself this round!
PS. But with all seriousness, I think we don't really need cards to guess who is who this time. Votes in the first round told me enough.
Firstly, the downtime was quite annoying. I submitted my card quite quickly, then had to wait several days. I refrained from posting, per JuanCu request, but I feel like some discussion after axing Bolas agent would be useful, and would entertain us during downtime when Guildpact then Bolas submit their cards.
Well, I see the Boars were indeed some (un)lucky coincidence. I stand corrected.
I don't have time right now to judge fully all cards. In general, for the most part and at first glance, I can't even tell for which quest many players submitted their cards. Even flavor text isn't really helpful to differentiate, and even Bolas can do it. I'll return to it later.

I think this is supposed to be for challenge 3? could also be for 1 or 4.
Superbajt Hunting Mossdog4GG

Mentions Krenko by name, clearly challenge 2. This guy could fight Krenko, it doesn't survive unless you have a graveyard, but I guess that's fine.
zdtsd Orzhov Spirit-Panther2WB
Creature-Cat Spirit (R)
Deathtouch
Afterlife 4 3WB, Sacrifice Orzhov Spirit-Panther: Each player sacrifices a creature. Spirit-Panthers are the Orzhov's best method of infiltration: small, inconspicuous, deadly.
1/2
Clearly challenge 3, deathtouch is a bit much for unassuming, but all in all, its a small cat with an activated ability that kills a bunch of things and creates a bunch of spirits for you so it seems to check out.

Pretty clearly challenge 1, causes a spectacle in a really boros way

Nails challenge 3 on the head in a way adapt was made to do perfectly. Flavor-text is cute, but does feel a bit disjointed from the name without the context of the challenge.
Mergatroid_Jones Fire Juggling2B
Enchantment (R) R, Discard a card: Fire Juggling deals 1 damage to each player.
Hellbent-- 1B: Draw a card. Activate this ability only if you have no cards in hand. If you can keep pace and take some pain, you can keep it going forever.
I think this is for challenge 1, but its not super clear and the flavor-text doesn't help.
Raptorchan Gateless AlertUU
Flavor-text tells us that this is for challenge 2, the forecast lets you look for Krenko, and Krenko is mono-colored so the counter works as well.
Myself Unassuming Aberration1(U/B)(U/B)
Creature — Horror Rogue {R}

2/2
The idea here was for a dimir horror that passed for a servant and grew as it watched the family. the flavor-text is derived from one of my favorite quotes that is often attributed to Mark Twain "It ain’t what you don’t know that gets you into trouble. It’s what you know for sure that just ain’t so."
I'm not yet going to look at other people's comments. I want to make my own thoughts before seeing those of others. I am and I went with quest #4. From a glance, it looks like I'm the only one who did. Right now, I'm just going to look at the cards based on the quests.
Noteworthy also: the Bolas team made one of the quests, so a card for that quest wouldn't be an imitation. There are only two remaining traitors, so if one of them made a card for the trap quest, then only one of the nine cards was made without knowing the quest. 1/9 fake cards is a lot less than 3/10.
What quest does it solve? "A better question is what riddle doesn't it solve." Presumably this is for quest 1. The problem with quest one is that most things splashy enough to cost 4+ mana are splashy enough to cause a disturbance. This does work for it though. A magical bomb is sufficient to cause distress in district 5. Nevertheless, I'm not convinced that this isn't a Bolas imitation.
Obviously quest 3. This card is pretty cool, though the card designer in me wants to point out that it shouldn't be common. This mechanically answers quest 3 very easily, and I'm inclined to think the flavor text is no lie.
Obviously this is for quest 2. Sure the Mossdog could hunt Krenko down, but it seems like a generic card for Golgari. And for a mob hit, it's not very elegant. This smells just a bit mossy for my taste.
Another for quest 3. Are spirit panthers really "Orzhov's best method of infiltration"? Afterlife 4 is pretty nuts, and the little creature with a big surprise flavor of quest 3 is to be found in the mechanics of the card. I think the card is a little awkward just taken as a card design, but for the purposes of this game, it doesn't seem outright wrong.
This does too many things. As a card design, I don't like it. It's just plonky. Presumably it is for quest 2. Sending the military in after increased mob activity is not an unreasonable tactic. But for the purposes of this game, this doesn't mechanically say much. Basically the mechanics of the card say "I'm doing everything", which is the opposite of doing something that specifically relates to exactly one quest.
The name and the flavor text definitely bring it to quest 3, but the text box isn't all that specific. A 2/2 that gradually gets stronger is less indicative of quest 3 than the other respondants, which go off all at once.
Yet another quest 3. We have a popular choice. Again, this does a better job of describing the challenge mechanically, since it starts small and cute and gets big and bad all at once. Adapt is a really easy way to demonstrate that, so it could just be happenstance, but the fact that it's a cute kitty from the creature type also suggests that they knew the quest to begin with.
Another for quest 2. The abilities are really very generic for Azorius, and don't particularly lay claim to the flavor of hunting down a mob boss. This is somewhat suspicious.
I think it's pretty easy to tell what quest everyone is going for.
Quest 1:
Quest 2:
Quest 3:
Quest 4:
That means if quest 1 or 4 are the trap quest, the Bolas team cannot exile anyone, since one of them had to fulfill that quest to do so (as I understand it).
People are attributing Boros to quest 1, but the wording on quest one says we want a "disturbance or panic, so we can use it as an excuse in the senate" because we lack evidence about a huge disaster. You don't call the senate to get involved BECAUSE the a army got involved. You get the army involved to hunt down a mob boss. That's what I think anyway. I'm sure Void will clarify.
Bouncing five creatures goes well with the mass evacuation of challenge 1. The other effect is very whacky and chaotic and I think that reflects the "cause a disturbance" part. Sphinx Bomb is such a weird name for an Izzet card considering the Sphinxes are Azorius normally, but I'm definitely inclined to think you're pro-Guildpact.
The card to me seems like it fulfills challenge 4 but the flavor text seems like it's for challenge 3 which I'm wary of. Aside from it being a small 1/1 fungus nothing seems "infiltration/unassuming" about it. It's not the type of creature I feel you could plant (pun intended) into another guild without rousing suspicion (fungi infiltrating Dimir or Orzhov doesn't feel right to me.) The Populate ability has a lot of potential for power especially as with enough mana this card floods the entire board with itself, but flavorly I don't think a huge amount of small creatures accurately conveys the "show power when the time is right" aspect of the card.
This I feel is the golgari equivalent to sniffer dogs. The idea to me is that this card has Krenko's Scent and then runs after it to catch/kill it. The undergrowth is a good way to show that it can take on a lot of foes which is nice. Definitely fits challenge two in flavor and function.
The name feels a little weird to me, but it has a lot of power potential (way too much to be honest). This slides into challenge 3 neatly, but I'd say that deathtouch is probably not the most inconspicuous of abilities.
So the repeatable modes for me make me think this is a challenge 4 submission, and using military exercises as a way to test against DOS spells makes a lot of sense flavor-wise. The modes all do interesting things and there's room for some serious power, but I think this card safely comes from a Guildpact player.
This is like the Dimir version of Runaway Steam-Kin. The name is a little on-the-nose for the challenge, but the ability to grow in power as you surveil/self mill is great. Challenge 3 is the easiest one for the Dimir to accomplish and I think this is fine.
So I designed this and I thought I'd take you through my rationale a little. This is of course a challenge 3 design, and the idea that struck to me was a pet that was secretly listening in on all your conversations. I settled on a cat because cats are very popular pets and have a degree of independence meaning they could escape into the night and report back. The green "can't be blocked by lesser power" to me was a good way to make it seem like it was good at infiltration, especially with only 1 power meaning it could only sneak past walls which keeps us the "unassuming" aspect. Adapt is as people have said the perfect way to "show power when the time is right" and works well with the evasion to show how dangerous it is.
I feel like this is a challenge 4 sumbission because you can repeat it eventually, but juggling to test your magical defenses? I get this is Rakdos but I feel like there could have been a little more. I like the use of Hellbent to let you fuel your cards, and the first ability as a Spectacle enabler is pretty strong. I have a few issues with flavor, though.
This very clearly nails challenge 2 despite the abilities both being somewhat generic. You answer to Krenko being cast, and the Forecast lets you look in your opponent's hand for Krenko (presumably). My only issue is that the forecast and the spell don't really overlap in terms of ability/synergy which is Forecast's usual design.
--
As Megatroid_Jones said, the Bolas players knew at least one of the challenges and knew they could design a card to fit said challenge easily. I can't say for sure which one that would be. Rakdos and Selesnya are the stand-outs for me from this round.

1: A huge disaster threatens District Five and we need to trigger evacuation (Evacuation) protocols, but we lack evidence. You need to cause some disturbance or panic, so we can use it as an excuse in the senate.
Note the color coordination. Referencing a Sphinx, a creature traditionally found in the colors of the Senate, was just a little tip of the hat.
Let's see what else we've got. (Thanks for linking the names/guild symbols, Cardz; that's helpful.)
Amuzet Saproling ScoutG
Creature - Fungus (C) XXWW, T: Create a token copy of Saproling Scout. Then populate X times. (Put a token onto the battlefield that’s a copy of a creature token you control.) Ground control or infiltration the fungus among us are ready!
1/1
This feels pretty obviously #3. Certainly fits the concept of "appearing unassuming but suddenly explosively powerful". And the difference between the name and creature type isn't a problem, imo, because all current cards with Saproling in the title are non-creatures (some that create Saproling tokens), but "saproling" isn't actually a creature type on a printed card. Fungus, on the other hand, has 42 entries. Lean Guildy. (But there's no way I'd put this at common. Too big an effect + complexity = uncommon at miniumum.)
Superbajt Hunting Mossdog4GG
Creature - Plant Hound (U)
Undergrowth - When Hunting Mossdog enters the battlefield, choose up to one target creature you don't control. Hunting Mossdog gets +X/+X until end of turn, where X is the number of creature cards in your graveyard, then you may have Hunting Mossdog fight that creature. "You, on the roof! You, behind the wagon! I'll be watching from that bush!" - Krenko's last words

Obv #2 entry. A creature that "hunts" another creature, gets big, and fights that creature feels solid. Probably Guildy.

Afterlife 4 3WB, Sacrifice Orzhov Spirit-Panther: Each player sacrifices a creature. Spirit-Panthers are the Orzhov's best method of infiltration: small, inconspicuous, deadly.

This feels a little weak, with a buffet of Orzhov type abilities/effects that don't quiiiiiiite fit necessarily with quest #3. The name/type/flavor are all in good faith, but I'm not sold on the card itself. Possible Bolas.

This feels like it could meet #1 or #4, but I'm guessing from the flavor text it's meant for #1?
@Void: can you confirm?

As MJ himself said, this is #4. I'm not sure it fits, for reasons that have already been mentioned. I'm really hoping that this was the fake quest, and no one else chose it.

Yeah, this certainly fits quest #3. And entry from round 1 makes me feel he's likely Guild.
Consider the following: last round we had a situation where one player (me) was almost exiled, but then two players changed their votes to turn the tables and exile Gruul player (who happened to be a Bolas agent) istead of me. It doesn't make any sense if they were Bolas agents because why would they vote to exile their teammate instead of their opponent, especially when it wasn't too late?
I am going to vote for Amuzet ( ) this time.

It doesn't make any sense if they were Bolas agents because why would they vote to exile their teammate instead of their opponent, especially when it wasn't too late?
It's also very possible they switched votes in the hopes that because they were part of the people that outed the first Bolas agent might mean they would be subject to less scrutiny? Although I say this being someone who changed their vote early on too.
Also of note: Three of the cards (Azorius, Rakdos and Selesnya) all use keywords from previous Ravnica expansions. Considering the other three quests were unknown I have a hypothesis: One of those three cards was shown to the Bolas team and they might have deduced that there was a challenge involving old keywords? This could narrow down our list of suspects pretty intensely.

All three look like they were designed for different quests though.
Also: If these players haven't change their votes, Bolas agent wouldn't have been exiled or at least would have been tied for another player. I don't see why any Bolas agent would do that.
Here I was proud of myself for my excellent mechanical signaling. I thought it was painfully obvious that my card was a repeatable ability made to be cycled ad nauseum. I thought the name was perfect too: feels like what you're doing, and refers to the cyclical nature. I understand why my last card was off, but I thought this one was perfect. Where did I go wrong?
It doesn't play into the "Doubling of Spells" aspect of the challenge. If anyone had gone for that challenge knowing what it was I would have expected an ability that copied spells or allowed you to cast a spell repeatedly. It is a bit suspect to me that Cantripmancer didn't go this route with 2/3rds of their guild mechanics being a doubling mechanic.
Enough self defense (which really only increases suspicion). Anyway, mine was the last-minute vote that doomed Gruul, so if I am Bolas, I really just threw my friend under the bus for a little bit of credibility (and it doesn't even seem to have worked).
The only player I'm fairly confident about from last round is Azorius. But if Azorius and Gruul were both Bolas, then they knew they were taking a hit in round 1, and would've resigned themselves to that. Raptorchan made a few attempts at self-preservation that suggest to me that this is not the case.
Dimir was the only Nephilim player which gave them some credibility, but the quests were revealed before the rebranding, so it could be that Dimir's attempt to follow other cards led them astray, and they resettled on the nephilim quest. Certainly their card for this round isn't the most convincing. They were also rather quiet as I said before, and voted very quickly for Raptorchan. But these are very vague reasons for suspicion, and I have similar reasons to suspect folks like Orzhov.
Boros posted really weird cards for both challenges. Hey Void, we're still waiting to hear what challenge you were posting for this round. In round one, that made it seem to specific to doubt, but in this round, the card is all over the place. Nevertheless, Boros was the first one to call Gruul into question.
Honestly, I have no idea where to vote right now. Most players don't seem entirely trustworthy.

Deal with it.

2/2
The idea here was for a dimir horror that passed for a servant and grew as it watched the family. the flavor-text is derived from one of my favorite quotes that is often attributed to Mark Twain "It ain’t what you don’t know that gets you into trouble. It’s what you know for sure that just ain’t so."

As Megatroid_Jones said, the Bolas players knew at least one of the challenges and knew they could design a card to fit said challenge easily. I can't say for sure which one that would be. Rakdos and Selesnya are the stand-outs for me from this round.

I am going to vote for Amuzet ( ) this time.
