Prepare for an informal and collegial card-making journey on the high seas with me, your captain aboard the good ship Italian Lunchtime, a Flamingo-class interplanar catamaran. This contest will see you pick restrictions every round which will stick with you the entire time. Once you have a card restriction in your kit, you can't get rid of it for this entire trip, so choose wisely. What restrictions you may pick might possibly depend on what happened in previous rounds, and some restrictions may earn you bonus points for successfully using them. However, you won't be required to use every restriction in your kit every round.
Each round you'll design cards according to the challenge and the restrictions placed upon you. Afterwards you'll be assigned to judge another contestant at random, and I will also score everyone, out of a possible score of 10 points per round. Round scores will be the average of my score and your peer score, and if you fairly judge the card(s) given to you with a few constructive comments, you'll get 2 bonus points that round.
Nobody gets eliminated - we're not in the business of keelhauling here, although if you lollygag and don't submit before a deadline you lose the chance to score in that round!
Always remember to track your restrictions from round to round. Copy and paste the ones you take into a spoiler now and add to it in later rounds.
The contest ends when we reach our destination. Along the way we'll learn to laugh, cry, love, and maybe earn some special surprises.

Each round score is the average of your ratings plus your bonus points for used restrictions plus your bonus points for critiquing.
Say I gave you an 8 and your peer judge gave you a 7, you used one bonus restriction, and you critiqued. The final total is ((8+7)/2)+1+2 = 10.5
And of course the leaderboard is determined by total round scores over the contest just like the DCC.

Nice application of the restrictions, finding a good forum prompt that spans two cards and applying the 7-cost to both. Rules text limitation checks out (although in one case slightly circumvented with reminder text like the card I graded last round).
So for #19, we have a 3/7 which is conservatively 5 mana, + reverse Inspiring Statuary with a free random token. It's a bit of a high bar to get started but that seems safe since it quickly snowballs. I imagine the "nonartifact" clause on Inspiring Statuary was intended to avoid affinity-type shenanigans, but that means it would probably be a popular commander.
Scrounge seems awfully narrow for a full keyword but I think it would actually be a fun keyword action in an artifact set. Then you could ETB scrounge and do stuff like T, exile an artifact card from a graveyard: Scrounge. It has the problem of not doing anything on its own that sort of makes it like energy or devoid as well. However, the combination with improvise is awesomely flavorful and even seems to work with the Assembly-Worker theme of enhancing and rebuilding themselves. Although it would have changed the world in a way that maybe isn't as fun, I actually would have liked Scrounge a lot as a replacement for energy.
Project Salvation is sort of a weird name, is it some kind of meta comment on the forums? The flavor text on it is neat though and I can almost imagine the first card existing in the world after this Project has been completed. Devastation puts this effect at about 7, but to make it colorless it might need 1 or 2 more. Being an artifact creature makes it pretty easy to recur, even for blue or green, who wouldn't normally have access to this effect at this scope (All Is Dust at least leaves lands). I can recognize that some players would certainly be happy to see this, but I think it's a bit too unfun and too much of a blurring of the color pie.
I'd give over an 8 for the first card but I'm closer to 5 on the second one. For the overall package, then, I'll stick with your theme and give you a 7.

So for #19, we have a 3/7 which is conservatively 5 mana, + reverse Inspiring Statuary with a free random token. It's a bit of a high bar to get started but that seems safe since it quickly snowballs. I imagine the "nonartifact" clause on Inspiring Statuary was intended to avoid affinity-type shenanigans, but that means it would probably be a popular commander.
Scrounge seems awfully narrow for a full keyword but I think it would actually be a fun keyword action in an artifact set. Then you could ETB scrounge and do stuff like T, exile an artifact card from a graveyard: Scrounge. It has the problem of not doing anything on its own that sort of makes it like energy or devoid as well. However, the combination with improvise is awesomely flavorful and even seems to work with the Assembly-Worker theme of enhancing and rebuilding themselves. Although it would have changed the world in a way that maybe isn't as fun, I actually would have liked Scrounge a lot as a replacement for energy.
Project Salvation is sort of a weird name, is it some kind of meta comment on the forums? The flavor text on it is neat though and I can almost imagine the first card existing in the world after this Project has been completed.
Devastation puts this effect at about 7, but to make it colorless it might need 1 or 2 more. Being an artifact creature makes it pretty easy to recur, even for blue or green, who wouldn't normally have access to this effect at this scope (All Is Dust at least leaves lands). I can recognize that some players would certainly be happy to see this, but I think it's a bit too unfun and too much of a blurring of the color pie.
I'd give over an 8 for the first card but I'm closer to 5 on the second one. For the overall package, then, I'll stick with your theme and give you a 7.
