Uuummm... I don't think so. When spells are cast from the graveyard the card is removed from the graveyard and placed on the stack.
Well, damn. Guess I would have just churned out some kind of haste or dragon synergy. I was hoping to get that other aspect to make it more interesting, oh well.

As for Kolaghan I probably would have done some sort of look at their hand and choose a card and until some point a card or cards in their yard have the same name as the chosen card. Maybe a bit on the nose but it would do the job.
So you know Surrak says your creature spells cant be countered, right? That may as well say creature spells you cast cost 2 less.
That was the point, to create a cheap cost reducer with what would normally be a downside that suddenly is removed while your commander is on board. It can still be interacted with by them removing your commander in response. It does make Surrak easier to cast too though. That's the point though, creating cards that work well with certain commanders.
