The idea is it's a creature that's one color with two activated abilities that cover the other four colors. Cool idea, but really difficult to do in a way that makes sense.

Yeah, I was never a fan because of the targeting restriction. The only reason Decimate isn't a 50 cent rare is because of Commander. I realize that for 2RG it would be too good otherwise, even by today's standards, which is why Hand of Doom is WUBRG. In my opinion, five color cards should be worth the investment. I even stamped it with "can't be countered" given Cavern of Souls and RtR's "can't be countered" cycle. By the way, it's a top down design named after a Black Sabbath song.
This is mostly because using cards from Kamigawa block as a guideline for power level is a horrible idea, as the block consisted of cards that were broken and cards that were horrible.
Oculus: If you sacrifice the enchanted creature, doesn't the aura go to the graveyard along? I believe that it would need to be worded as "return ~ from your graveyard to the battlefield attached to that creature."

When designing and balancing a land, go through two steps:
1.) Is this strictly better than a basic land? In your case, yes - it's better than both a Forest or a Plains. This is something that simply isn't done anymore.
2.) Would this be okay as a two-mana artifact? This more a rule of thumb if anything, but works well.

Really, my only issue with it is that I'm pretty sure it should be a 2- or 3-drop, just to cover the whole "convert from colored mana to colorless" thing (and the body, maybe).

I'm still hoping for an outside shot, but it's not looking good. What's most frustrating for me this month is that things I dismiss as unable to be printed or mechanical clunkers often end up getting the most votes; I'm not sure if people don't look for those things or I'm just getting out of touch with card design.
At least I generated some neat ideas to save for a rainy day.
Rudyard: Your Hermit Crab can make sure you never draw a land again. Add a small activation cost and shift it to uncommon please.

I really liked your card today but I think it's undercosted. A spell that has the chance of controlling another spell, even if little should cost more.

Legend - You basically remade Decimate.
Oculus - Counterintuitively, your card would give protection from something like a suspended Fungal Behemoth. May have to rethink here.
Asrama - I'd put in a "at the beginning of the end step" clause to stop infinite sacrificing (Grave Betrayal, Endless Whispers, Shirei, Shizo's Caretaker).
