I'd argue that, primarily, rarity is a part of set design more than individual card design.
As an example, Torch Fiend was common in Dark Ascension because there were plenty of common artifacts in Dark Ascension and Innistrad. It was moved to uncommon in M13, because every artifact was uncommon or rarer.

Depends on the day. I had one day where I got a ridiculous number of votes for a card that, by the time I looked at it after work, my reaction was "what is this fresh hell and how is it getting votes".

Your (presumably an enchantment) causes itself to trigger. If, for some reason, neither player can lose the game for having 0 or less life, and neither player can produce three mana, the game is a draw due to an infinite loop of triggers; also, if both players can lose the game, it turns into "when one player loses life, whichever player has the highest life total wins the game" in the same lack-of-mana situation.
Not sure there's a good way to solve that one, to be honest. ("If a player would lose life, instead each other player may pay 3 and each player who didn't spend mana this way loses that much life."? That's about the only way I can think of wording it such that you don't get the recursive issues, thanks to replacement effects not being able to replace themselves.)

Yeah. Originally I had it as a replacement effect, but it was overly wordy, so I changed it to a triggered ability to simplify, without even picking up on that.
That's why it's a bad idea to design cards on your lunch break!

"Consistently top handful" is usually enough to get you a Pro Tour invite, though, especially if you make Top 4 at least once in that span.
And you'll eventually win - it took me I don't know how long before I won my first month.

Today's victim of "your card causes infinite loops unintentionally" is doombringer.
Well, technically it doesn't cause infinite loops. It causes game losses for either having 0 or less life or attempting to draw a card from an empty library, on the first turn in which a player has more than one card in their hand.
What happens is this:
The cleanup step begins, and the active player discards down to one card.
At least one copy of the "discard a card -> draw a card and lose 1 life" trigger goes onto the stack and resolves.
(important) Because triggered abilities resolved in the cleanup step, another cleanup step begins after players have a chance to cast instants/things with Flash and activate abilities on the momentarily empty stack.
And so we go back to Step 1, until the active player's life total is 0 or s/he has no cards left in his/her library.
"Whenever a player discards a card, if it isn't that player's cleanup step, that player draws a card and loses 1 life." sidesteps this problem.
For 2014, the cumulative standings system will be modified slightly.
Specifically, I'm going to also track "number of days posted" for the purposes of providing a ranking by average points per submission. This will make it easier to rig the voting for Card Maker of the Year determine who's good at this.
With so few active voters it is inevitable that people will get no votes sometimes regardless of quality.
