Artifact (R) 2B: Return target creature card from a graveyard to the battlefield. Attach Nightmare Pendant to it and Nightmare Pendant becomes an Equipment for as long as it's attached to that creature. Whenever Nightmare Pendant becomes unattached, sacrifice that creature.

Why not just make it an equipment with no equip ability, like:

If it's an Equipment all the time, it's still possible to move it onto another creature. With the wording as chosen, it can't get moved onto another creature: it stops being an Equipment once it moves off the first creature.
However, I did slightly misremember the state-based effect this is predicated on (the second half of 704.5q), so I do need to include an intervening-if clause that checks whether or not the Pendant is an Equipment in the unattach state trigger.
Now, why am I doing it this way? Specifically to avoid opponent shenanigans that turn "Attach target Equipment to target creature" into a two-for-one. The card already has enough downside (I mean, really, it's basically just a cleaner Animate Dead) that it doesn't need that additional push into "junk rare".
I'm calling it right now- worst rare in the set. Even good limited players will find better bombs at common and uncommon no sweat. Worst. Episode. Ever.
I really do predict this to be our worst rare in set award winner. I'd be happier opening a jar of eyeballs, so I think anything worse is highly unlikely. This card wont just have zero constructed potential, but not be significantly better than a mass of ghouls in a draft.

EDIT: Fixed; the card doesn't make any sense with red or black (from a flavor standpoint) as originally worded anyway, so now it just watches white mana and also lets you spend white mana as though it were any other color.
RE-EDIT: You know, that second half undoes the fix entirely. So now it just gains you life for white mana. End of story.

However, thanks to the ordering of things, the only pairing that normally gives "worse" results is RB - which basically turns it into "Destroy target creature you control. Its controller chooses another creature. Destroy that creature." Everything else actually works fairly well (though I'm highly uncomfortable with what ends up amounting to Plague Wind for 1UB).
On today's card:
Ravnica gave us names for the 10 color pairs. I think with RtR these names became almost definitive.
Now, Alara gave us names for 3-allied colors, a nice alternative to what we used previously (dragon legends in my case.) But I think it'd be good to reinforce those names using a Commander product. Hence new Dragon lords.
Flavorwise, it's Bolas' follow up plot in new Alara: resurrecting the Ur-dragons using the husks of the shards. When they are ready, he'll consume them and become the Ur-Dragon.
Do people here just not play constructed or something?
I play some constructed but the problem with your card today isn't the idea but it's balancing. Making a mini-brainstorm is just asking for problems. I don't put a lot of stake on a card's playability when I vote in the DCC. However if something stands out to me as incredibly abusable with minimal thought then I'm probably not going to vote for it. That's just my two cents.

Yeah sorry pal, it was the sorta simple idea that I like to see fleshed out in these experiments but it just didn't feel on trend. This card looks really hot compared to similar options of late so there wasn't anything interesting or negotiated about it, it just felt like a pushed version of a card we've all probably considered.
It also depressed me because it seemed so innocuous and I can't believe we'll never get that in a million years.

You should specify "tap a permanent you control" unless you are planning on Gigadrowseing their whole board for free. You should also specify what zone you're putting a card from onto the top of your library; right now I have no idea where the card is coming from.
Overall, I dislike this card, but somebody might like it so whatever.

I play competitively in all of the tournament formats. I go to GPs, SCG Opens, etc. when they're local. I even play Vintage with some guys who are going to GenCon this year for the Vintage World Champs. But I also love Cube and enjoy some EDH.
I design anything, and vote for anything that catches my attention on a certain day. I like it when a card is multi-format viable, but not broken.
A tip: Most of the time when I get highest votes for a day, my card was super simple, but something out of the ordinary.
I play the latest limited in Modo (cube too) and Prereleases.
I just keep informed about Standard and Modern (my brother plays), but I love it when they are diverse formats, and I also care about top-card pricing. I've also bought some Commander decks.
Anyway, I've been heavy into Magic for more than a decade, and I've been following Mtg.com since its inception, specially Maro and Developments, so I like to design for all formats. I go from limited-fodder to modern-playable (but then keeping an eye in how a card's rarity would impact limited.) Like I'm doing right now with EDH/tribal dragons.
As for tips, I think the top card usually shines in either excellent concept, elegant innovation, or appealing fun.

I primarily play Commander but I play a fair bit of standard and modern as well. I play all of these formats semi-competitively. Keep in mind, however, that making cards that are pushed in power doesn't make them good designs. First and foremost my voting decisions tend to be based on creativity rather than power. That doesn't mean I don't take power into consideration. However it does mean that I'd rather see something that inspires me in terms of flavor and mechanics rather than simple playability.

Perhaps we should let it "has shroud as long as you control less lands than the number of +1/+1 counters on it"?
Sacrificing a creature is part of Fling's cost and does not target. Shroud will not work.
