Does this mean that the card should represent the actual city, or just a part of it, or perhaps an inhabitant of said city? Meaning, should the card be a representation of place, or can it be just a creature who makes up the city (a merchant or something)?

EDIT: FOr the record, flavor has been the hardest part for me, since I'm not an english native speaker. I think I've got better, but still needing to improve.
Rares don't have rules text, so I have included unattached rules text of my keyword. If the contest requires me to rules text in the card, then I will not have room for flavor text. If that is the decision I will decide at a later time to make a new entry or just forgo the bonus point.

I'm inclined to allow it. Rares (usually) don't bother with reminder text and other people have submitted comprehensive rules rewrites in the past (which I'm pretty sure Operate needs, since I don't think a creature can legally be attached to something else) so I don't see a problem with including reminder text off of the card.

I don't disagree. After all, I assume we're making cards that would satisfy WotC's own policies. After all, Golgari Grave Troll didn't have reminder text for Dredge, nor did Sword of Fire and Ice for Equip.
The biggest reason that those cards (and Sword of Light and Shadow) didn't have rules test for the keywords were that they were already at 7 and 9 lines of rules text already. Adding in the reminder text for them would have pushed it into the microtext category. In general, though, an uncommon or higher in an expert level expansion should be fine without reminder text.

@Koopa: I think it was a great chance to force our lazy butts to move from our comfort zones and to explore/learn about the "less popular" formats of the game. This definitely was a good oportunity to expand our personal design spaces, at least for a while, and to breath some fresh air (I've even checked out a couple of these formats for the very first time!)
Current MCC was greatly oriented too, IMO. MCC is getting pretty fun and defiant lately (me likes.)

It's been a great month and you've all sumbitted super interesting designs. I'm with Black Bull on this one. I like the ideas you have for the MCC currently. July also looks like something fun and I just hope I'll make it past round 1.

I don't think I'll be playing or judging in July. Flavour and creative writing is my weakest spot.

The harbor itself, but designs can focus on a specific element of it if they wish.Actually, people can do whatever they want, as long as it's inspired by and clearly reflects the paragraph. That's a better idea, I'd say.

What I meant was that being bad at something shouldn't come with a fear of failure, it should come with a hope of progress.
