Secondly, if they choose to send the devil back to you, they still can't cast anything at sorcery speed, which means they can't use common sweeper spells. It's almost an effective Time Walk; and next turn you get a hasty 4/4 to attack with.
For the color issue, I don't think what the card does is law setting; instead it's its exact opposite - complete mess so that you can't even cast anything; you have to discard something to send him off.

To be perfectly honest, the card feels more Black/Blue than anything to me. It has that "cheap demon with a drawback" vibe. I think it would have been more interesting if it didn't have a baked in way to get rid of itself. A 3 cost 4/4 with haste and "You can't cast spells." feels very Red. The passing around, especially with the timing restriction, just feels very forced.

Challenge (2/2) – Meets both. It's pushing on the "make a player regret doing something" idea. I'm not 100% certain that it qualifies, but I think it can.
My thinking was it would make my opponent regret tapping out.

I get that part, but it can also do things that are completely out of your opponents control - such as turn 5, you use the ability twice, but your opponent can only pay for it once. So you're only making him regret not playing a ramp deck or drawing removal spells. I think if you increase the cost though, that it falls into the "regret" category, and as such I accepted it.
The ability needs to cost at LEAST the same amount as your opponent is paying. I personally think it should cost 2WB to be safe - but it can't be entirely determined without playtesting. This is a very very strong repeatable effect.
Edit: I would also support changing what your opponent pays down to 2.
