Yes, but when Gideon, the Heretic becomes a creature he ceases to be a planeswalker and no longer has a "loyalty" characteristic (just leftover loyalty counters). That's why I think his ultimatum ability has to reference "loyalty counters" rather than "loyalty."
The ability gives him p/t only once, so the loyalty is only checked once during resolution (see rulings for Elvish Branchbender). It would also check the game state before he becomes a creature:
608.2g If an effect requires information from the game (such as the number of creatures on the battlefield), the answer is determined only once, when the effect is applied. If the effect requires information from a specific object, including the source of the ability itself or a target that's become illegal, the effect uses the current information of that object if it's in the public zone it was expected to be in; if it's no longer in that zone, or if the effect has moved it from a public zone to a hidden zone, the effect uses the object's last known information. See rule 112.7a. If an ability states that an object does something, it's the object as it exists -- or as it most recently existed -- that does it, not the ability.

I like to clear up rules questions too, for the sake of future designing/judging. I think you're right, given Elvish Branchbender (or even Baru, Fist of Krosa and Phyrexian Processor). In that case, the best wording of Gideon's third ability would probably be:
Gideon, the Heretic loses all abilities and becomes an X/X Human Soldier creature with "This creature is indestructible," where X is his loyalty.

EDIT: I noticed the first post of the playing thread has been edited... but the two players added under "late edits" shouldn't be there; they edited their posts on Dec. 4, but the deadline was at the start of Dec. 5.
I was told that i had edited past the deadline when i look at the time and date of the last edit and it says 12/04/10 at 11 pm when the deadline of this round was at 12/05/10 at 12 am.

My Judgings are finished, and I've judged Dragon of cleansing fire as well since it seems that his card is legal. Congratulations to those moving on, and everyone that isn't should know that I've preemptively filed restraining orders against them.
DragonOfCleansingFire and Altaurus321 shouldn't be DQ'd; the organizers do check this thread regularly, so they'll probably correct the error once they read these posts here. (Altaurus321 should be judged by Surge.)

My apologies to Dragon and Altaurus. I rely on timestamps to check late-edits, and it's never happened before that someone else who was in the MCC Hammer account changed the time setting for the account. That shift--4 hours--was just enough to put the two of you over the deadline.

I have made a few mess-ups like those as well... but I usually ended up making them too weak rather than too strong. My June 2010 Round 1 is an example of this:
