In the meantime, February goes on too. Round 2 is up.

• "The Lion's Lair", my article series about MTG and custom card design in particular. Latest article here. Here is the article index.Rather outdated by now, and based on the old MCC rubric, but I'm leaving this here for anybody that might be interested anyway.
• My only public attempt at being a writer: the story of my Leonin custom planeswalker Jeff Lionheart. (I have a very big one that I'm working on right now but that's private for now, and I don't know if I will ever actually publish it, and I also have ideas for multiple future ones, including one where I'm going to reprise Jeff.)
I want to preface this by saying that I never do this, and I'm sorry, but this time I have to disagree with some of the judgments as I feel the points (and the motivations) given are, in my opinion, a little unjust. This is not supposed to be an attack in any sort of way, I just want to know the reasoning behind the scores in the hope that maybe (or maybe not), they can be changed.
Let's start with my card:
Ila, Guardian Project Overseer1GG
Legendary Creature — Elf Wizard Mutant (MR)
The first creature you cast each turn enters the battlefield with an additional +1/+1 counter on it. 1U: Target creature with a counter on it can't be blocked this turn. "I respect the Utopian ideas, but results speak louder than a million words."
2/4
These are the parts of the judging I disagree with:
(2/3) Viability: Green has always rewarded you for playing creatures, and Rashmi, Eternities Crafter shows us that you can get rewards for casting a spell on your turn. In terms of rarity I can understand how this card might be too powerful a card for limited environments, but I feel that doesn’t really have the "wow factor” you usually see in mythic rares.
Therearealotofmythics with zero to none "wow factor", which derives from taking into account limited gameplay and the status of the character in the story. Most legendary creatures are mythic by default, and I took limited into account, which is something that you did too. Nonetheless, I don't understand the 2, if everything checks out. I admit that at one point this card was a rare, but the fact that it buffs creatures cast on opponent's turns and allows you to push damage if you untap with them, paired with the fact that this very cheap card allows for inevitability if not removed are the factors behind its rarity.
(2/3) Balance: In limited and in constructed this card is a bomb. Even if you’re not playing blue, a three mana 2/4 body is difficult to remove in the early game and this card only helps you establish a stronger board against your opponent. It’s still weak to a lot of removal and requires a specific style of play to take full advantage of, so as an opponent there are ways you can work around it. Now its interactions with +1/+1 counters do good things in a block with riot and adapt (and I like that the activated ability works with any kind of counter, not just +1/+1 counters), but the first ability does conflict with the mechanics behind adapt, as you are then no longer able to activate those abilities and that’s a shame I feel.
While I agree with the fact that this card has a bit of a clash with Adapt (and more about it will be explained in the Flavor section), the important thing to take into account is that most of the creatures with Adapt receive a bonus when a counter is placed on them (like Sharktocrab, Benthic Biomancer or Scuttlegator), and this allows you to skip the "paying mana" part of Adapt entirely while making creatures with Adapt 1 enter the battlefield already adapted. This card also needs support to win, as it's not even remotely broken, while at the same time it gives you a way to win, provided you can supply the creatures and the mana. I don't understand the reasoning behind a 2.
(2/3) Uniqueness: The first ability bears resemblance to Rashmi and Zameck Guildmage/Bloodspore Thrinax so it isn’t pushing the design space in a new direction especially, but as an ability it’s never existed yet. Likewise for the second ability being a pseudo combination of Herald of Secret Streams and Thassa, God of the Sea. Doesn’t do anything we haven’t seen before, but it does do it in a different way.
After 25000 and counting MtG cards printed nowadays, it's hard to find something that doesn't resemble something that's already been done before, especially without sacrificing elegance and clarity. Nevertheless, there is not a single card existing to this day that shares even a line of text with this card and acts like this card, which I think should account for a higher score.
(2/3) Flavor: Ila doesn’t appear on any flavor text I’ve seen, and I don’t have access to the Art of Ravnica book so I can’t check if their name appears in it, but as a card title it’s too long I feel. As a Simic card in RNA/WAR, “Ila, Project Overseer” feels a little better and still leaves little doubt as to which project they lead considering the peppering of the Guardian Project in various flavor texts. It’s also a shame that it isn’t obvious what kind of mutant creature Ila is. Skatewing Spy shows us that Mutant is an acceptable type, but the clue in which animal is hybridized with is in that card’s name. I would have liked to see a creature type that was a little more Simic. The flavor text feels a little off to me, but that’s a personal thing more than likely.
Let me preface this by saying that I totally respect your opinion here, as the Flavor category is the most subject to personal taste (and the designers can't rely on art to fully convey some things about their cards), so here I'll just explain more in depth the flavor I gave to this card, clarifying some stuff at the same time. Ila doesn't appear nowhere because she doesn't exist. It's a legendary I created for WAR that represents the intestine fighting going on in each guild, with her and another character symbolizing the two ends of the Simic philosophy: the Utopians and the Adaptionists. The Adaptionists are incline to action, while the Utopians are more isolationists, hence the flavor text and the "You gotta Adapt NOW!" ability, as there's evidently a war incoming. While the name might be a tad long, I disagree with just cutting the "Guardian" from "Guardian Project", as it's been heavily hinted that it's kind of a big deal for the Simic (and, I think, for all of Ravnica, since they'll probably be the solution to the whole "Eternals army" thing), and I think you should always be direct with the audience (unless you purposely don't want to, of course). Besides, Project Overseer sounds a bit too generic as a name. The Mutant creature type is because of flavor reasons as, according to the official lore, Vannifar mutated all the scientists who work on the Guardian Project, that's why it has the Mutant subtype.
Once again, I don't want this to be interpreted as an attack on the judge's rulings, it's just that there are things I disagree with and I would like some clarity.
Kruphix, God of Value and Eldrazi. GU Gahiji: Wider is better. (Now with 40% more tokens!) RGW Daxos brought some frienchantments! WB Kynaios and Tiro: Four strong arms to hug you better. RGWU Saskia: You better not tell her that pointing is rude. BRGW Sidisi the Zombeesi, the Unmilled, Breaker of Graves, Mother of Zambambos. (Zombie tribal)BGU Omnath, The Angriest Elemental Ever & His Spike-Handed Buddies.RG (Retired but forever in my heart)
I meant to do this last night, but then I forgot and I fell asleep. Anyway, round 3 is now up.

I'll try to respond to your critiques in a way that explains my rationale a little more clearly, but I don't especially want to start an argument about this either.
I'll link in Mark Rosewater's article on how they establish rarities when designing cards. There are ways in which you can put this down as a mythic rare, namely it's impact on limited and its elegance/low wordiness, but to me the "size of effect" and "impact of the card" sections aren't very present here, as it's still on the narrow end of granting counters, and although it's true that you can also get counters on the creatures you cast on other player's turns, Ila doesn't do anything to enable you to do that either. I would concede that most legendaries are relegated to mythic rare (not something I agree with especially but I understand the reasoning behind it), but on Ravnica especially that level of rarity is only reserved for guildmasters, whereas other legendaries on the plane (like we've seen with Melek, Izzet Paragon or Tolsimir Wolfblood) are rares. Ila has an important role within the Simic but flavor-wise placing her at mythic would put her on equal standings with Vannifar which I believe would be confusing overall.
Ila's ability doesn't work with Sharktocrab and Benthic Biomancer in the way you think it does. There's a difference between putting a +1/+1 counter on a creature and having that creature enter the battlefield with counters on it. You could reword Ila into placing the counters on those creatures via checking if it's the first creature spell you cast that turn, but that would make the wording a lot more complicated. I think your statement saying this card needs support to win is a bit exaggerated if by support you mean a creature with a counter on it, that you can almost certainly generate the next turn. I'll concede that Ila doesn't win you the game straight away (thank god), but she's a fast-track card to winning the game if unanswered, and the combination of her P/T, reasonable mana cost and cheapness of ability do make her a bit unbalanced, just not overwhelmingly so. I could add an extra half point here if I was feeling generous.
Just because your design's rules text has never seen print for isn't enough for it to gain full marks in my opinion, I would also need to be innovative. Uniqueness isn't just about the combination of effects but also the design of said effects and whether or not it pushes any boundaries. For example Superbajt's entry shares similarities with Megrim and with Rummaging Goblin, but it takes those similarities in a new direction. Making creatures with counters unblockable has been done before and this card doesn't especially differenciate itself from those already existing cards.
Let me preface this by saying that I totally respect your opinion here, as the Flavor category is the most subject to personal taste (and the designers can't rely on art to fully convey some things about their cards), so here I'll just explain more in depth the flavor I gave to this card, clarifying some stuff at the same time. Besides, Project Overseer sounds a bit too generic as a name. The Mutant creature type is because of flavor reasons as, according to the official lore, Vannifar mutated all the scientists who work on the Guardian Project, that's why it has the Mutant subtype.
I can agree with you that flavor is probably the most subjective category here, and that's why we'll have to agree to disagree on the card's full name. I have nothing against Ila being a brand new character created solely for its design, but wanted to double check to see if the Guardian Project's overseer had been named (it's probably likely that it's Vannifar herself the more I think about it but I'm going off-topic). You're right that Vannifar mutated the Guardian Project scientists, but she did so by hybridizing them with animal parts to give them additional abilities (crab arms for strength, chameleon skin for infiltration etc...) that's why apart from Skatewing Spy (who has "skate" in its name) the humanoid mutants have an animal creature type. That's not to say that it's a necessary rule Simic Guardians need to follow, but it would have been nice to see Ila's whacky genetic makeup, she could even have had several animals spliced into her as the project manager, but I can also understand how that could impact on the typeline's size.
I hope this can clear up some of your questions/critiques. I did really like your design and feel that it would be a good card to play around with, it just didn't make the cut this time around. If you want to discuss this further, PM and I'll do my best to address your concerns.
I agree my words in the Elegance section don't convey my stance correctly. Let me explain.
This particular ability appeared recently on Brawler and Pale Rider of Trostad. There's no card in Magic that has your cost. Why?
When possible, additional costs like this on creatures are replaced by ETB abilities. Many cards have ETB, so it's easier to remember how you should play with the card if it's ETB.
There are around 17 cards with similar text in Magic. Each has its own reason to be created this way. Firstly, if it is related to mana cost, it needs to be done when casting, of course. This explains Bucanneer and similar, and Torgaar. Secondly, there are two cards from Dragons of Tarkir (Orator of Ojutai). They have very strange text for a reason - to unify how they work and make sure you can't deny this bonus. Thirdly, skaabs. For skaabs, their whole deal is having a downside being a cost you need to pay to get an undervalued creature. It's easy to not have a creature in a graveyard to exile. If they have ability like brawler, they would be crazy good. Finally, Demon of Catastrophes. Its situation is similar to yours, right? Well, I don't think so.
Final decision how a card should be templated should be made by gameplay implications. There are multiple ways to template very similar things. What is the best? For Demon, it's cast cost, as it would either need to sacrifice itself if it ETBed, or be too good if it said "another creature". For Brawler and your card, as I said, it would be a terrible topdeck, and it doesn't need to have additional cost to work correctly. Thus, it should default to ETB ability.
Finally, please be honest - would you really design your card this way if not for the subchallenge? I really think you know you wouldn't include this clause if void_nothing didn't make you do it.
I was waiting for the end of the round (no notification here, Void? I didn't even know the last judgings were in, and had to go find it in the archived thread!) because I wasn't trying to influence scores, but I forgot that you had posted this and I wanted to discuss the topic further.
I feel like you're ignoring an important balancing aspect, namely that a card with "as an additional cost, sacrifice a creature" requires more risk/commitment than a card with "when ~ enters the battlefield, sacrifice a creature". If the latter is countered, you never have to sacrifice a creature, but if the former is, you're out that sacrifice. This doesn't come into play (pun intended) with instants/sorceries because they don't have the option of an EtB clause, but the concept is often used with those card types. Just my two cents, intended to spur discussion and lead to better cards/judgements in the future. That's not to say that your judgement is "bad"; you could very well be right, but that's why I wanted to talk about it.
I can say that I have made many permanent cards with a sacrificial additional cost clause with the intent of balancing/forcing the player to commit/risk more in order to get a stronger card. So "being honest", it wasn't just the subchallenge that made me go down that path.
By the way, while we're on the topic, I wanted to congratulate Hemlock on his winning January card. I saw it and knew I was in trouble.
Similarly, I wanted to thank all three of January's judges for their final round feedback, especially Void Nothing for the suggestion of "Ceramic Effigy", which is a much better name. For the rationale behind the sacrifice of an artifact or creature as the additional cost, I was trying to convey that to get this pinata-like goody bag that gives you the possibility of free creatures from your opponent's libraries, you had to take something you already had and transform it into the Effigy, and then by "hitting" it with damage, you knocked loose some candy. Obviously it didn't connect on all levels.
The final round for February is up. Good luck to all the finalists!

Regarding my entry for Round 3: I'm baffled at the fact I didn't realize RaikouRaider made that same card in the same monthly contest. The reasoning behind my design was "I need this to not have mana cost in the rule box, so either Addendum or Afterlife could work easily rather than Adapt. I think Afterlife works better in hybrid than Addendum. Giving Afterlife to everything could work very well in both colors. Aaaaand... done!"
So, thank you to the judges not making it too harsh on me, and good luck to everyone for the finals!
This is cutting things a bit close, but: is anyone willing to volunteer to organize the MCC for March? Obviously should no one volunteer today, I'll take over.
Just a clarification on monocoloered. This is only the "casting cost" or the, the color identity can be any combinations. (Colorless, gold and hybrid color cards are not momocolerd)
Yes, it is. I've heard from both other judges via pm and all judgments should be complete within tomorrow night or sooner.

I'm not really a fan of posting round 2 before all the judgments are in for round 1 (although I understand Freyleyes's reason for doing so). Please consider me a drop for round 1.

(I have a very big one that I'm working on right now but that's private for now, and I don't know if I will ever actually publish it, and I also have ideas for multiple future ones, including one where I'm going to reprise Jeff.)
Let's start with my card:
These are the parts of the judging I disagree with:
There are a lot of mythics with zero to none "wow factor", which derives from taking into account limited gameplay and the status of the character in the story.
