If you're suggesting a permanent ban from organizing and/or judging in the MCC, I would be for it. I just wasn't sure if others would agree and proposed one year as a round figure.
I know I'm for a permanent ban. It's not without precedent. Look at Brofaux's permanent DCC ban - for a lot of bad behavior, to be sure, and aggravated by deliberate trolling - but certainly for fewer infractions than Necarg has.
I think it'd be wise to simply proceed with the new infraction guidelines and not punish people retroactively for past sins. A lifetime ban feels particularly harsh. If you must, just do 6 months or a year and, if he wishes to judge again, make him explain what was going on during these times when he has abdicated his judging and hosting responsibilities.

The thing is, the only reason we are even having a discussion is because the OLD rules about judge tardiness hadn't been enforced for a long time. Additionally, Necrags action weren't simply being late once or twice, but out right abandoning as an organizer more than once. He should not get a free pass. Further, I feel a six month ban is too lenient, as between him hosting in November and again in June he ended up doing the same thing with a six month gap in-between.
I think a year is fair minimum punishment, but frankly I don't think he deserves being allowed to host again.
At this point, I don't see why Necarg would even want to volunteer again, but assuming he does, and he is reasonably apologetic about his past infractions, I see no reason he shouldn't be given another chance. That said, I don't think a year suspension from hosting and judging is out of line (actually I'm totally for it). I've been at this MTGS card contest thing for a while now, and I can only think of one other time somebody outright bailed on their hosting duties (I can't remember who, but it was a while back in the CCL). It's not like we're taking his children from him, or suggesting he go to prison. Heck, we're not even suggesting that he be banned from competing. Having repercussions for shirking your responsibilities is how life works, or at least it should be. If I no-call, no-show at my job twice, I would certainly expect there to be some negative repercussions.

That's four regular participants including three vets who have all hosted and judged in the MCC before. All the while Necrag has not offered a word. I don't want to seem like I'm imposing something without the communities consent so to be as fair as possible I think it's reasonable to leave the matter open until this Thursday, the 27th for any additional approvals or objections. So long as there is a super majority of approval by then, Necrag will be banned from judging and organizing the MCC for one year, effective until August 2018.
I'm relegated to non-vet, "regular participant" status?

Oh. I thought you were referring to you, myself, void_nothing, and bravelion, since kjsharp seems against the suspension idea. Ultimately, I was just trying to lighten the mood. I don't really like talking about suspending somebody, but it seems like an unfortunate necessity.

That's exactly how I am feeling about this too. Don't like it, but it's just needed. I'd accept any duration for the ban. I hope this doesn't sound rude (it's really not meant to), but as long as there is a consequence for their (lack of) actions, I'm in, whatever that consequence is.
Edit: BTW, I've only judged in an MCC once, and have never hosted one.
One of mine if I recall correctly, and you did a wonderful job. As far as I'm concerned, you're welcome to judge again any time you feel like it. And anyway, if I am considered a veteran than you must be too, yes I have a bunch of hosting and judging but all those times I hosted or judged you were a player. You've been at this for at least as long as I have, just in a different role.

Like Icarii said, my preference would be to let it go but on the condition that he explain what was going on and apologize if he wants to judge again; however, I understand where y'all are coming from. Sometimes things come up. It is also true that some people are "flaky", and that could be the case here. I just don't like punishing someone who seems like a nice guy, but we probably shouldn't see this as punishment, instead seeing it as preserving the integrity and flow of the competition.

I was totally kidding about the vet thing. I wouldn't be offended even if you called me an outright noob. As I said, I was just trying to lighten the mood.
On another note, nobody is questioning whether or not necarg is a nice person. I have never had any issues with him personally, and I hope that he continues to participate in the community. I just wouldn't want to compete in an MCC he is running for obvious reasons. If his June disappearance was a one time thing, I certainly wouldn't be calling for a year suspension, but he has now ditched the last two MCCs he has hosted, and has also been consistently late when he is judging in a non-host capacity. Not to mention he never really gives anybody a heads up that he is going to be late or a no-show. Notice that nobody is calling for Tilwin to be suspended, even though he also bailed in June. The difference is, Tilwin has never done this before that I recall, and he also gave everybody a heads up and apologized for having to bail.

Back in November he just dropped the MCC with no explanation; me and void_nothing had to take over for the month (which sucked because I really liked my design that round). The fact that he was allowed to judge, much less host, after that first offense is debatable, but after bailing out for a second time I see no reason why he should be allowed to host. My proposal is that he has a permanent ban from hosting, and a one year ban from judging. I don't think we should ever have a host that has demonstrated that they are capable of forgetting about the MCC altogether; losing a judge is one thing, but losing a host completely throws off the rhythm.
Also, that brings me to another topic. Judging (and especially hosting) can be a thankless job at times. I would like to instate a raffle in which each judge and host is entered, and a winner is drawn after a certain time period. The winner would be mailed a valuable card (I will donate some from my own collection to begin with, and I encourage anyone who would like to join me to do so). I could manage this "rewards program". Thoughts?

Seeing as for two years (2016 and 2015) I hosted both July and August for lack of takers, I was expecting to have to do it again this year too and I had an idea even though I didn't post anything about it for now. I just had an early draft in my mind (nothing written yet). It's taking inspiration from Commander 2017, which comes out in August, but it's not strictly about Commander. I could certainly tweak it to make sense at any given time, but the release of C17 felt like a really convenient time for that idea. Still, I have no problem leaving it to you if you have something more concrete in mind, and in that case I could focus on starting thinking about challenges for the Ixalan themed month. Actually, now that I think about it, my idea should work pretty well for Ixalan too with just a couple easy tweaks. I'm really looking forward to Ixalan for a lot of different reasons, not last the fact that I absolutely love the setting from what we've seen so far. Anyway, I'm digressing. Let me know what you want to do.
About the reward thing, I wouldn't mind it but a couple things to think about: could there be any legal problems? Also, not everybody here lives in the US, for example probably everybody knows by now that I live in Italy and I know for certain I'm not the only one, would the need for international shipping be a problem? Who would pay the shipping costs?

I've decided to let admirableadmiral take August and just adapt my idea to Ixalan. It will probably need to be in October though because it requires knowledge about the set that I could probably infer from the leaks but I would really like it to be official before using it in the MCC, and the set is out only late in the month, so it could be a problem for the first two rounds. In October everything is known and I can run it without any problem (provided real life things don't come up between now and then of course).

I don't know what to say. I don't think anyone was satisfied with how June ended, but I'm proud of my card, at least. (I don't feel like it deserved a perfect score, but that might just be self-deprecation talking.) Design notes under the spoiler.
The existing 4-color creatures were designed by taking the color they didn't include and making the opposite of that. I wanted to take a different approach. Instead starting with a color's preferred strategy and making a counter to it. (So for instance, non-blue would be anti-control, non-red would be anti-aggro, etc.) What's White's signature strategy? Weenies. And in Commander that translates to token swarms. Yes I know other colors can do that too, but I don't think I've ever seen a mono-White Commander deck whose main win condition wasn't flooding the board with tokens, be they Soldiers, Angels, or Pegasi. (Pegasuses?)
So we want our Commander to hate tokens. Massacre Wurm already does that, but is defeated by anthems. I was halfway through writing out the Legend Rule before I realized that I was reinventing the wheel and I could just say "All creatures are legendary" and call it a day. It took me an embarrassingly long time to remember that Leyline of Singularity exists.
So what's the flavor? Who is this person and why do they hate tokens so much? I never really fleshed her backstory (because it wasn't part of the challenge) but the general outline goes something like this: Once there was a soldier whose general learned tactics from Zap Brannigan. After watching friends she'd known her whole life die before her eyes she became disillusioned with a system that treats people like expendable, faceless pawns to be thrown away by the dozen and set out to punish the ones who did. I made her an elf because humans are kinda boring and none of the other races seemed to fit. Omylia was from a list in a name generator and I liked the sound of it. I would've liked it to be something like "Advocate of the Faceless" but there just wasn't enough room. Flavor text went through a few different versions. One of my favorites being when she threatened to carve the names of the fallen into your skin, but the rebuttal to the (allegedly) Stalin quote worked better.
Ok, so she doesn't just hate tokens, she hates senseless death and wants to punish players for throwing their creatures lives away. So let's make players lose life whenever they let a creature die (never mind that she made them sacrifice those creatures to the Legend Rule) later changed to just tokens to reinforce the theme that tokens are bad and you're bad for using them. Haste was the last thing added both as a way to fill out the available space and maybe let the player attack with her before she inevitably eats a (very flavorful) Swords to Plowshares.
I caught myself starting to deckbuild before I remembered that this isn't a real card and was sad. So here's a list I compiled of all the cards I could find that work with her. Please Wizards, steal my design so I can play with this card.
Don't let the way June went down take away from your victory. It was well deserved. Congrats!

I wanted to go ahead and note that Necrag is officially banned from organizing and judging the MCC until August of next year as per our group discussion in this thread. I'll be adding a special section to the infraction listing for those who have bannings from before the new rules were implemented.

On another note, nobody is questioning whether or not necarg is a nice person. I have never had any issues with him personally, and I hope that he continues to participate in the community. I just wouldn't want to compete in an MCC he is running for obvious reasons. If his June disappearance was a one time thing, I certainly wouldn't be calling for a year suspension, but he has now ditched the last two MCCs he has hosted, and has also been consistently late when he is judging in a non-host capacity. Not to mention he never really gives anybody a heads up that he is going to be late or a no-show. Notice that nobody is calling for Tilwin to be suspended, even though he also bailed in June. The difference is, Tilwin has never done this before that I recall, and he also gave everybody a heads up and apologized for having to bail.
Back in November he just dropped the MCC with no explanation; me and void_nothing had to take over for the month (which sucked because I really liked my design that round). The fact that he was allowed to judge, much less host, after that first offense is debatable, but after bailing out for a second time I see no reason why he should be allowed to host. My proposal is that he has a permanent ban from hosting, and a one year ban from judging. I don't think we should ever have a host that has demonstrated that they are capable of forgetting about the MCC altogether; losing a judge is one thing, but losing a host completely throws off the rhythm.
Also, that brings me to another topic. Judging (and especially hosting) can be a thankless job at times. I would like to instate a raffle in which each judge and host is entered, and a winner is drawn after a certain time period. The winner would be mailed a valuable card (I will donate some from my own collection to begin with, and I encourage anyone who would like to join me to do so). I could manage this "rewards program". Thoughts?
Lastly, do we have a host for the next month? If not I volunteer to do so.
I agree that it sounds like a fun idea, and would be a great participation incentive. Obviously it needs more detailed planning but I'm all for it.

Seeing as for two years (2016 and 2015) I hosted both July and August for lack of takers, I was expecting to have to do it again this year too and I had an idea even though I didn't post anything about it for now. I just had an early draft in my mind (nothing written yet). It's taking inspiration from Commander 2017, which comes out in August, but it's not strictly about Commander. I could certainly tweak it to make sense at any given time, but the release of C17 felt like a really convenient time for that idea. Still, I have no problem leaving it to you if you have something more concrete in mind, and in that case I could focus on starting thinking about challenges for the Ixalan themed month. Actually, now that I think about it, my idea should work pretty well for Ixalan too with just a couple easy tweaks. I'm really looking forward to Ixalan for a lot of different reasons, not last the fact that I absolutely love the setting from what we've seen so far. Anyway, I'm digressing. Let me know what you want to do.
About the reward thing, I wouldn't mind it but a couple things to think about: could there be any legal problems? Also, not everybody here lives in the US, for example probably everybody knows by now that I live in Italy and I know for certain I'm not the only one, would the need for international shipping be a problem? Who would pay the shipping costs?

The existing 4-color creatures were designed by taking the color they didn't include and making the opposite of that. I wanted to take a different approach. Instead starting with a color's preferred strategy and making a counter to it. (So for instance, non-blue would be anti-control, non-red would be anti-aggro, etc.) What's White's signature strategy? Weenies. And in Commander that translates to token swarms. Yes I know other colors can do that too, but I don't think I've ever seen a mono-White Commander deck whose main win condition wasn't flooding the board with tokens, be they Soldiers, Angels, or Pegasi. (Pegasuses?)
So we want our Commander to hate tokens. Massacre Wurm already does that, but is defeated by anthems. I was halfway through writing out the Legend Rule before I realized that I was reinventing the wheel and I could just say "All creatures are legendary" and call it a day. It took me an embarrassingly long time to remember that Leyline of Singularity exists.
So what's the flavor? Who is this person and why do they hate tokens so much? I never really fleshed her backstory (because it wasn't part of the challenge) but the general outline goes something like this: Once there was a soldier whose general learned tactics from Zap Brannigan. After watching friends she'd known her whole life die before her eyes she became disillusioned with a system that treats people like expendable, faceless pawns to be thrown away by the dozen and set out to punish the ones who did. I made her an elf because humans are kinda boring and none of the other races seemed to fit. Omylia was from a list in a name generator and I liked the sound of it. I would've liked it to be something like "Advocate of the Faceless" but there just wasn't enough room. Flavor text went through a few different versions. One of my favorites being when she threatened to carve the names of the fallen into your skin, but the rebuttal to the (allegedly) Stalin quote worked better.
Ok, so she doesn't just hate tokens, she hates senseless death and wants to punish players for throwing their creatures lives away. So let's make players lose life whenever they let a creature die (never mind that she made them sacrifice those creatures to the Legend Rule) later changed to just tokens to reinforce the theme that tokens are bad and you're bad for using them. Haste was the last thing added both as a way to fill out the available space and maybe let the player attack with her before she inevitably eats a (very flavorful) Swords to Plowshares.
I caught myself starting to deckbuild before I remembered that this isn't a real card and was sad. So here's a list I compiled of all the cards I could find that work with her. Please Wizards, steal my design so I can play with this card.
