I just wanted to note that I would not assume temporal monitor as uncommon. If you look at the phantasmal creatures, blue can still have a creature that has a negative but allows for a strong creature. In my case, you get a 2/3 for 2, and yes you get a bigger butt, and flying.(but I'm BLUE who gets flying even at common).
I would assume my card would be a cycle, with this at common, another 3-4 CC guy at uncommon, and finally a championish card for the disadvantage at rare. After all, it's an ability that gets WORSE if you have more cards forcing you to do it.
I'll come up with something for this challenge later.
The hardest part to make a good money rare is to make it not overpowered or broken. With that in mind, there are the judgings!
Cythare - Well balanced thanks to the symmetry and the lengedary supertype. And still very powerful. Well done.
FreshMeat - Another legendary. Still, not that powerful. Green normally gets 5/5 for 4 CMC these days.
CrustaceanCrusader - I could see this as one of those powerful rares that initially get disregarded, then becomes an important part of every successful deck. Highly dependant on the metagame speed.
Lapson2 - Although I like the card, Kiora Atua is all about enormous krakens and leviathans, not tribal merfolks effects.
spaceyjdjames - Wow. This is really powerful effect. It somehows is like a permanent steal (as you can repeat it every turn). Comparable to Vedalken Shackles, this seems a bit over the top.
Ink-Treader - Also comparable to Time of Need, this seems really good. Probably I would just make it a Sorcery.
Caiaphas - Cute card and powerful, but can't see it as a "chase rare" (seems like Ludevic's Test Subject).
swishh - A nice homage to the Gifts Ungiven! I really like this card as a finisher. I would not limit to only enchant creatures.
arbitraryarmor - Weird P/T for a white knight. Flanking is a powerful effect, but not that flavorful mechanically. I would not push it.
Sir Karn - Kind of a mini Sphinx's Revelations? Still, this should have been an instant or heavily depend on the metagame.
AsianInvasion - (Elspeht) Well, almost every Planeswalker ends up as a money rare. This is well balanced and goes OK with Elspeth's flavor, but feels a bit boring as a rehash of her past abilities.
AmShegar - (Pyrecleanser) Oh, my! This is increbily powerful in Legacy! It would normally let me play my whole hand for just 1R! And it even is a 2/2 haste!
SelesnyaNewLife - Very convoluted and unelegant. And given that this requires two colors in its cost, it would be really rare to reveal a card that is not on those colors.
pstmdrn - Wow. A risky card, but it can get very powerful. As Theros will be an enchantment set/block, powerful Auras can come to help.
Antny223 - Well, most sacrificing effects are black, so this being double red removes some points. Still I like its simplicity, but I don't believe small Minotarus as Demigods.

The rules that define copy effects for spells don't currently support cards being copies of spells on the stack, only copies of other cards. That said, it *is* a card, so sure?
Things can be copies of cards on the stack or on the battlefield, and once cast, it's never not in one of those zones.

I get what you're trying to do here, but I don't think it works within the rules.
Maybe:
"As you cast Blank Scroll, it becomes a copy of target spell."
But even then, it's wonky.
I was thinking of interesting interpretations of actual copies. So, the first stuff you mentioned. That said, if it's cool enough, I may consider it.
