Flash Flood Warning3UU
Enchantment (R)
When Flash Flood Warning enters the battlefield, each player may pay X. If so, that player returns X creatures they control to their owner's hands.
At the beginning of your upkeep, destroy all creatures without flying and sacrifice Flash Flood Warning.
Escalating PrecipitationU
Enchantment (R)
Cumulative upkeep 1
Each creature with power X or less doesn't untap during its controller's untap step. X is the number of age counters on ~.
IIW: typecycling
Very nice, seems a bit difficult to keep up with early game, but has strong lockdown quality late game. I like it.
Monsoon Season UUU
Enchantment R
All lands may produce an additional U when tapped for mana. Lands tapped in this way do not untap during their controller's next untap step. An abundance of rain means an abundance of flooding.
IIW: More focus on the creation of the card than the finished product.
Another nice card, i do like mana boosters, and keeping the lands atapped for an extra turn is fair. + points for the flavor.
Leviathan's Flood2UUU
Sorcery {R}
All lands are islands until the beginning of your next upkeep.
Untap all Islands you control, then draw a card. "If the sea is not embraced, it will embrace." - Empress Galina, of the seventh sea.
Reminds me of those "free cards" but mono-blue friendly. Can easily be taken advantage of... hm. It's alright.
Rain of Gravel1R
Sorcery {U}
Rain of Gravel deals 2 damage to each creature target player controls unless that player sacrifices a land.
IIW: One ability only.
This seems a wee bit OP. Reminiscient of Breath of Darigaaz or pyroclasm, but paired with land destruction? I'd be mroe comfortable with this around cmc 3-4
Pooling Rain2UU
Enchantment (R)
Whenever an Island enters the battlefield under your control, you may draw a card. "You know what I like the most from rain? That it clears my doubts and refreshes my mind." -Ertai, wizard adept
IIW: Choose a Best Picture Academy Award winner. Use its title as the name of your card.
I really like this one. Card Draw is very strong here, i think Landfall could've been used as rules text, but the flavor makes up for it... hm. Good job.
Nurturing RainsG
Instant (U)
Until end of turn, lands you control gain "T: Prevent the next 1 damage that would be dealt to target creature or player this turn.".
Retrace (You may cast this card from your graveyard by discarding a land card in addition to paying its other costs.)
"The simple scent of the forest after rain. No horror, no hardship could harm my soul beyond this healing..." - Saelia, elvish scout
IIW: Splatterpunk
Huh. Really simple, yet effective in damage prevention, to some extent. I like the flavor as well. Not bad at all.
Edit: Another reference no one will get. Its from ASoFaI
Raynes of Castamere2BW
Creature-Zombie Knight
Lifelink, Defender
If Raynes of Castamere entered the battlefield from your hand sacrifice it as it comes into play.
You may play Raynes of Castermere from your graveyard for its converted mana cost.
2/2
Unfortunately you were correct, this is a bit... odd. I can't say i like it. 4BBWW for a 2/2 with defender? Meh. Even if your being practical with it, say with dredge or Innistrad's self milling, i can't imagine seeing a ton of play with this.
Ominous Cloud1U
Enchantment (R)
Level Up U Level 1+T, Remove a level counter from Ominous Cloud: Target land becomes an Island until end of turn. Level 3+T, Remove three level counters from Ominous Cloud: Return target nonland permanent to its owner hand. Level 7+T, Remove all level counters from Ominous Cloud: Exile target nonland permanent.
IIW: my last IIW.
(is intentionally this way, at level 9 you can use all abilities from previous levels)
A question, how could you use all the abilities if each one requires a :symt: and the level counter removal to use it? But i dunno if i like it, 1 mana for Spreading Seas for a turn, 3 for a strictly worse than Boomerang, but then UUUUUUU for Blue exile? hm....
On another note, you got a laugh for tapping an enchantment. So +++.
Rain of AngelsBBBB
Sorcery (R)
Destroy all creatures. They can't be regenerated. Then put X 2/2 black Zombie creature tokens into play where X is the number of white creatures that died this way.
IIW: Something that defies your least favorite MTG rule.
Ha! Somebody doesn't like white. Nifty card, i like the name. It might even see play in MBC, moreso in sideboards. We haven't seen Damnation till Life's Finale, but this is difficult to play in multicolor decks. Interesting nonetheless.
Drizzle2U
Enchantment
At the beginning of each upkeep put a rust counter on each artifact.
Whenever an artifact has 3 or more rust counters on it destroy it.
IIW: Markov Family
I think acid rain would've worked as a better name here, except i believe it's already a card. This is a nice card for blue, mean with proliferate. You don't see 'destroy' effects to much with this color...
It's Raining Cats and Dogs3GG
Enchantment
At the beginning of your upkeep, for each Cat, Hound, or Wolf nontoken creature on the battlefield, put a creature token that is a copy of that creature onto the battlefield under that creature's controller.
IIW: Create a card based off or named like a popular company.
Im really not sure what to say about this one. It does seem green, and the flavor works with the name, but i really don't know... kind've a poor Doubling Chant
Weird Showers4G
Instant (R)
Each player reveals cards from the top of his or her library until he or she reveals a creature card. Put each creature card revealed this way onto the battlefield under its owner's control and shuffle the rest into their owner's library. "Raining ouphes." - Ker'run saying meaning "unseasonal weather."
Sort of nath'd. Woah.
IIW: Off-guild guild mechanics.
I laughed, so good job. Also works well with token decks that involve that one Huge creature, and the library doesn't even go away. Reminds me of Summoning Trap. This is the kind;ve card that decks get built around.
Draw cards equal to the number of untapped Forests you control, then put that many +1/+1 counters on each creature you control.
something red and white and nothing else. it can be a land that produces only red and white mana. or a white card with a red kicker. be creative.
I rather likes this one. Card Draw in green, and a way to untap forests with say, Arbor Elf and you have yourself a nice little fat hand. It belongs in an elf tribal deck.

Rain of Needles deals 2 damage to each creature without flying. When the great pines beneath the horizon canopy shed their coats, all denizens know to flee.
It's a wedding!
Good cost for a red card in green, not to bad design, and the flavor gets you a bonus.
Make it RainXUG
Sorcery
Each player draws X cards and puts X land tokens onto the battlefield that have all basic land types.
iiw: a common, an uncommon and a rare. doesn't require united flavor

Creatures you control gain +2/+2, haste, double strike, and lifelink until end of turn. "His words inspired such confidence and passion, that not only the common man, but even the elders, the invalids, the brutes, and the maimed rose to serve their country."
Artifact (R)
When you cast Gentleman's Agreement, choose a player. Put a token copy of Gentleman's Agreement onto the battlefield under the control of each other player except the chosen player.
At the beginning of your draw step, draw a card. "It's not that we don't like you ..."
IIW: Choose a legendary creature, then design a legendary equipment that represents that creature's weaponry (natural weapons like teeth, claws, etc. would work for non-humanoids).
Dances with Wolves2GG
Enchantment (R)
At the beginning of your upkeep, put a 2/2 green Wolf creature token onto the battlefield, then choose a Wolf creature you control. You may have it fight target creature an opponent controls.
