Personally I found my card very hard to balance, it's one of those things you can't fix much in my eyes before you test it rigidly. But I wouldn't let it win anyways since the card was pretty uninspired in my opinion.
Interesting challenge, I'll think about it.

Tengu are hard to capture as a concept and not originally in Kamigawa. This is concepted as a species that become embodied as the Kami change since the Kami Wars. You might want to google Tengu. This card is probably a flavor fail in the end, but I think the mechanic is novel and worth building around.

It doesn't seem like a hugely popular challenge, but three is enough to judge in a pinch. I'll judge tomorrow night (20-28 hours from now). Maybe there will be another submission or two by then.

Personally I just don't know as much about Ulgroth's lore.
It doesn't explain it all since I technically made a Kamigawa card that implemented a part of Japanese mythology that wasn't originally part of the block. So, well, shrug.
People just don’t seem to jump for Ulgrotha challenges. It’s a sadness.
Kamigawa’s fine too, of course.
Imo WotC should’ve used Ulgrotha instead of creating Innistrad. This way they could have both tapped into some nostalgia and “redeemed” the setting. But it was probably just easier for the flavor department to start with a blank canvas.
Also Ulgrotha has a bunch of non-Gothic elements such as the minotaurs. The art direction wasn't particularly horror-like either; it's inspired by Gothic elements mixed in with regular fantasy and not intended towards horror at all. So it'd be a poor fit for a set that has horror as such a major function. And well, the plane is hated, too; the nostalgia you're talking about is very, very limited, as most people hate the setting, even if there's a small subset that loves it. Innistrad was a near perfect set, and wouldn't have if set in Ulgrotha. : )
My guess has always been that Innistrad came out of the design team discussing whether they could revive Ulgrotha, then deciding it would be more popular if it wasn't Ulgrotha. Ho hum.

Legend: Grandfather Sengir
It's narrow, weird, and weak. All things that Ulgrotha is famous for. The flavor is a little strange too- it almost seems like they are... giving birth to their slaves in Uktabi Kong fashion. However, the flavor of a Grandfather Sengir that cares about Grandmother Sengir is fun, and creating serfs is fun, and the narrow weak weirdness of the card is fitting for the setting.
Sephon: Mazabodo, Mother of the Tengu
This card is very unusual, and wants you to build a deck in a very specific way, but it's a very powerful card if built around. That makes it good as a commander more than anything else. The strange build does fit for Kamigawa. The challenge was for uncommon legends, and this is definitely a rare, but I won't disqualify it for that, since I like a lot of what the card is doing. It's a very cool card, and it works with the mythology in an interesting way as well, since tengu are associated with birds and the skies. Despite being the wrong rarity, this design is cool enough that it's in my top three for the challenge.
Volrath: Gripper, Hound of Veldrane
A+ for flavor. This card tells an entire story, and it makes you more invested in the characters. Plus Gripper is such a good dog: when you're fighting someone, he'll always come to your aid. I always liked Trap Runner, so I'm happy to see it here. The conglomeration of effects is a little strange, but it seems like this challenge invited that. My only gripe is that it's really skirting on the edge of rare.
Subject16: Mikki, Yamabushi Scholar
This is a fairly straightforward card. It feels uncommon, it feels Kamigawa, and it feels legendary. The design is fair and solid. I have nothing bad to say about this card, only that it isn't as exciting as some of the others.
Void: Heshi-Yashi, the Cliffrider
This is cute. My main gripe is thus: you have created an actual algebra problem in the math. It's not a hard problem: B= 2+ X. X= 2G. Solve for B. Since the number of goats (G) is usually 1 or 0, the problem isn't difficult, but it'll still perplex the hell out of kids. I do like the flavor text, and the fact that is asks you to figure out how to build goat subtheme.
Graffd: Didgeridon't Fanatic of Mogis and Warfire Javelineer seem like the best things to be doing with this. This is about as good now as Didgeridoo was when it was printed. Didgeridoo has gotten better since then. Maybe this will too.
JqlGirl: Joskun, An-Havva Constable
Feels uncommon: check. Feels legendary: check. Feels Ulgrotha: check. Card balance: check. There's not a lot of flaw to be found here. I don't think there are many reasons to build this as a commander, but it can be done if you want a monogreen human tribal deck.
We had a much better turnout than it initially seemed, and there are a lot of good cards all around. I'm giving Volrath the honorable mention, since I just love Gripper, but I'll give the win to our newcomer, since I think Gripper is just a little too complex and powerful for uncommon.

The connection to commander is a bit tenuous here and I don't quite get the flavor of the card. Some flavor text would have gone a long way here, I think.

I feel like this card misses on the theme since it literally doesn't do anything outside of commander.
graffd02: Desolation Demon
This is fine and the cost is softened in commander, I suppose, but it seems pretty overpowered. Also, monoblack isn't supposed to remove artifacts or enchantments.
Sephon19: Holy Goblin Grenade
This card made me laugh, but I don't see how this card is meant for commander as there's no RW legendary goblin (yet) and this card would be probably better in a 60-4x goblin deck.
Subject16: Resonating Conviction
This is both an interesting design and one that fits what I was going for with my challenge. This card would be fine in Standard or whatever, if a set had legendary support similar to Dominaria or Ravnica sets, but it can really shine in commander where its effect can really be amped up. Good job.
Winner: Subject16 coming in under the wire! New challenge: Create a non-Wall creature with defender.

IIW: Nonwall Defender
An interesting card, but a bit to close to Untaidake, the Cloud Keeper for my tastes. Also, the second ability isn't templated correctly.
VolrathTheRisen: Kodama's Sanctum
The connection to commander is a bit tenuous here and I don't quite get the flavor of the card. Some flavor text would have gone a long way here, I think.
Legend: Command Mox
I feel like this card misses on the theme since it literally doesn't do anything outside of commander.
graffd02: Desolation Demon
This is fine and the cost is softened in commander, I suppose, but it seems pretty overpowered. Also, monoblack isn't supposed to remove artifacts or enchantments.
Sephon19: Holy Goblin Grenade
This card made me laugh, but I don't see how this card is meant for commander as there's no RW legendary goblin (yet) and this card would be probably better in a 60-4x goblin deck.
Subject16: Resonating Conviction
This is both an interesting design and one that fits what I was going for with my challenge. This card would be fine in Standard or whatever, if a set had legendary support similar to Dominaria or Ravnica sets, but it can really shine in commander where its effect can really be amped up. Good job.
