It is excessively efficient, but I dunno. I think it's only pushed as far as the tokens, because it's not basic and has no land types. That being said, it's a little past the wheelhouse of City of Traitors but I reasoned that that is still easier to break with recursion. I was counting on the self shuffle to effectively make you jump for more hoops to get to it again. (I mean at the very least you have to recur something to search for it, and there is honestly still not much that searches for non-basic lands in the permanent field...I can count like four permanents and not all of those are even in modern.) I also was counting on the tokens not being that pushy, but then first hand draw with this is pretty mean in weenie.
So I played around with the idea of only one token, or making the tokens 0/1 tokens, or both, but in the end decided to go with how I'd push it to r n d if I was doing this for realz. It's tough, I couldn't find anything like it and thought it was a pretty cool concept.

IIW: Hybrid commons
I know this seems like a *****post challenge but I'm very serious about you making physical dexterity cards.

Sorcery (Un-Rare)
Flip the top card of your library onto the table. If it's the only card flipped this way and it lands face up, play that card without paying its mana cost. Otherwise, shuffle your library. Repeat this process twice.
"Pulling in horrors from the Blind Eternities was Brog's favourite party trick.

Sorcery
Exile the top 6 cards of your library. Using ~ and the 6 exiled cards form a card pyramid.
During your next upkeep, if the card pyramid has been maintained, you may play any number of cards from it other than ~. Otherwise those cards remain exiled.

Need a Hand 3U
Enchantment (R)
You have two hands. Whenever one or more cards would be put into your hand from anywhere, choose which hand to put them in. Whenever an effect would affect your hand, that effect's controller chooses which hand to affect.
Your maximum hand size for each of your hands is 5.
Your left hand (your physical hand) cannot touch your right hand (of cards), and vice versa. If one of your (physical) hands touches the other hand (of cards), sacrifice Need a Hand and exile one of your hands.
When Need a Hand enters the battlefield, draw two cards.

Whenever one of your teammates declares an attack, you may exile Portal Jumper. If you do, throw Portal Jumper to that teammate from a distance of at least six foot. If they catch Portal Jumper successfully, return it to the battlefield tapped & attacking under their control.
