1/1
PS it doesn't need to say sac 12 lands or sac this creature because it's a land itself, so if you control less than 12 lands you'd automatically sac him.
Moonleaf - Can't even get the name right smh. Probably even more broken than Lotus Vale/Scorched Ruins cause you can just use Clue tokens or 0 artifacts or whatever to sacrifice.
Hemlock - The filter-blue-to-colorless mana ability is bizarre. So's the fact that a land Vehicle is so tiny. If a ship is so big it has to be considered a land I want huge p/t and a huge crew cost from it.
willows - Sorta parasitic, sorta dumb, sorta what-the-hell flavor. Planeswalker doesn't mean "it can travel between planes", it means "has the Spark, full stop". How the hell does that work with a place of residence?
Mergatroid_Jones - Now this is what I wanna see. The original world enchantments were a mixed bag but a lot of them were silly fun. So are these. And you remembered to make them symmetrical. Pain and Song seem... oppressive, potentially, and Lost has silly trinket text, but as a whole and as a concept I dig.
Flatline - Lorwyn block didn't have tribal lands because of reasons. We frankly shouldn't be sticking other card types on lands in the first place. Never ends well. Anyway did Elves really need another lord?
picnic_bomber - Snow mana isn't something you can actually add to your mana pool. That other activated ability looks way annoying.
TotallyHaywire - Land Dreadnought! I love this because I'm a Timmy pleb, despite the fact that it's unevaluatably dumb.

Pretty scant entries this time, but I'll judge anyway.
Flatline- Expulse: This card is okay, but it's worse than Remove Soul the vast majority of the time. This feels like a card that could see print, but one that would be received with no fanfare.
Moonleaf- Obfuscate: Render Silent with an additional upside. The trouble here is the trouble with all expensive counterspells: I'm expected to hold up all my mana just to stop my opponent from doing something that might not even end up catastrophic. More than half the time when you cast it, the opponent has already attacked, and doesn't have another spell to cast anyway, so you'd probably be better off with Cancel.
TotallyHaywire- Diecast: Hey, it's not a counterspell. This is an odd card, and I'm not entirely sure what good this could possible do on one of your creatures. It isn't a "you may" with removing the counters, so you don't get to choose to get the token when you want it. I just don't get the point of Paralyzeing my own creature. The pseudo kicker makes more sense, but at 3BBB, it's a pretty underwhelming removal spell.
Antipox- Eliminate: it's another counterspell, but this one means business. Honestly, I'm not sure just adding U to Vindicate's cost is enough. This answers almost every threat outside of weird corner cases like Thrun, the Last Troll. At four mana, that's quite a feat. Since it's triple colored, I don't think it's strictly broken, but it is pretty insane, and it would change the game.
Flatline- for a card bearing your name, this isn't all that special. It is effective, though, and it's not overpowered.
Echo- What?! This card is innovative, interesting, and just plain awesome. The only thing I don't like about it is that it says it's red/blue, but it doesn't require you to have either of those colors,
and this doesn't belong in a mono-black deck for color-pie reasons.
Fratricide: This is fine limited fodder for an Ixalan type set.
Randomize: This card isn't great, but I'm kinda surprised it doesn't already exist.
Banish: I don't like removal that forces me to have a board presence. When I'm behind on the board is when I really need to banish something.
Sidestep: Wha? Does this work within the rules? Blockers are declared after attackers. I don't think you can make make a creature "be attacking" again during the declare blockers step. I'm not a rules guru, though.
Reform: This is kinda basic. It's what happens when Pongify and Turn to Frog meet. There's nothing wrong with it.
My favorite submission if Echo by Flatline, but I'm going to give it to Antipox, as I like their card more than Flatline's first submission.
Winner: Antipox

Thanks for taking the time to write a little something for each card in my card dump. I wouldn't have been offended if you didn't though, and I agree with your choice not to pick one of them as the winner. I just kinda put them out there for something to look at. BTW, I think a card that is "effective, but not over-powered", that also makes perfect sense flavor-wise for its namesake, is pretty special. It's certainly one I don't mind slapping my "name" on. Also, I see no reason Sidestep wouldn't work within the rules, but I'm no rules guru. I'd love to hear from someone that knows for sure whether it would work or not.

Echo- What?! This card is innovative, interesting, and just plain awesome. The only thing I don't like about it is that it says it's red/blue, but it doesn't require you to have either of those colors,
and this doesn't belong in a mono-black deck for color-pie reasons.
Liquidate: That's a fine Vindicate.
