Mechanically evokes the character of Dr. Jones while being in his colors and being freestanding good design on its own as well. Top men/10
Interesting effect - this looks fun to play and seems pretty balanced, although it would probably be way stronger in current standard with landfall and exiling shenanigans.
Great design and looks like a blast to play with. It can probably cost a little more up front since repeatability is quite strong in limited.
Looks funny I but I feel like the challenge (humming something random for 5-10 seconds) is so easy to do that it makes the activity lose all of its tension.
QT + solid limited beater, like a cross between Magby and Machap.
Bandtown Rigger - Far too pushed to ever see print.
Collective Unconscious - Cute effect, you might as well add a clause about changing seats with the next player over as well.

Forgot about this for a few days, and come back with some fine entries:
Aspiringinsomniac - Seems fair, but ultimately uninspiring
Necrag - I like it, and it feels fairly costed, but I wonder if you could afford to have it as a 1/2 on the ground. It just feels a little awkward to make this card want to fuel itself (since it has whither) but then make it practically impossible for it to do so (1 toughness).
Forestsguy - This card is another awkward one, albeit the biggest issue for this is going to be the memory issues as to whether or not it has menace. The trigger could also be re-written. However, I find it a fairly interesting card that seems like it could be good yet fair.
Forestsguy is the winner
The next category is : When your favorite planeswalker does something.

IIW: tempo
Really powerful. four power for two mana with protection from damage and menace to boot. Really powerful in tempo and aggro, and works well against x/4 butt-walls. What is really breaking is the difficulty of removing it via combat or burn spells.

IIW: yolo
This is insanely powerful with delve and graveyard shenanigans. But really tamiyo, moon sage already IS a shenanigans card and this as well so it IS on theme. I wouldnt mind upping the ult to -1X because with a +2 anda +1 ability this will reach that EZ. Flavorfully i dont think tamiyo would dump knowledge or data with that +2 mill

IIW: Fix a land (or land cycle) that was too powerful.
Random clause kills it (a little). Black is all about effeciency and getting what you want. And what a black wants is not random. Its not game changey enough to warrant random. Really solid card that already makes use of existing tokens and really flavorful.

IIW: Old Phyrexia vs. New Phyrexia
We need a bit more clarification on WHO gets to choose where the 1 damage is dealt, it could be really lame (and chandra is not lame!) If an opponent could just redirect it (3 dmg) to their 0/4 butt-wall and be like okay.
At 5 cmc burnish cards need to close it fast and this is neither fast nor reliable, and its twosided to boot.

IIW: zodiac/astrology-themed block // return to Kamigawa
Brink of Winter
- Way to powerful for it's cost. It's basically a cheaper Choke that hits two land types (albiet only basics, but still), with the option of shutting down creatures when you either draw a second copy, or draw one after your opponent has resolved a threat.
Lunar Ritual
- Seems fair, although I wonder if having to sacrifice a creature and a land is perhaps asking too much, given that rituals are already inherent card disadvantage. Perhaps making you sacrifice an untapped land instead would be more fair.
Tamiyo
- Feels good for a 3 mana planeswalker. The ult is potentially quite powerful, but most of the time you'd rather just have blood moon because mountains are, on average, less useful than islands (plus Blood Moon turns on instantly), but for the price, the abilities and power level are on par
Prison of Frost - It's a cool piece of tech, although I would argue that it is more of a white card than a blue one. Although the implemenatation is unique, there are similar cards that perform the same effect much more efficiently, such as Blind Obedience
Scarbo gets the win for Tamiyo.
