ArchSinccubus: This is pretty boring and just a little too low-impact for a four mana enchantment.
netn10: Cute design. Giving the lands vigilance is a nice touch. It's got a lot of vorths-ey type elegance to it that I can appreciate.
iphanx: Well this is a very interesting design for a world-type granter. I love the design, but I'm pretty sure I don't like the development. This card is unlikely to leave play and causes a lot of headaches for players. I think it could be highly interesting, though.
TC: I'm lukewarm on this one. It's not bad in concept, but in reality there's no reason for the cards to be enchantments other than flavor reasons.
Cythare: Cute. It brings swingyness to an already swingy format, but that's not bad. I would prefer this as a 3/4 so it doesn't die to quite as many removal spells, but it's cute.
yodude4: The fact that you can use this to color screw your opponents seems unfun. Also, I don't like how this makes lands into basics that much.
Eskimo_Rage: This seems OP against token decks. That aside, it's cute, if devastating when played at the right moment.
Sagharri: Meh. I don't have much to say other than this doesn't really excite me.
ArchSinccubus: Holy jeez, this is the exact opposite of your previous design. It's waaaay too complicated for me. I'm fairly certain that this breaks at least a dozen rules about the game, and this also doesn't really serve any sort of purpose.
Hemlock: This shouldn't have a mana cost, as casting it has no effect. Other than that, it's cute design.
scarbo: This should probably cost at least three mana. That aside, it's good solid design (aside from the -2 ability). What a well-designed, meticulously balanced perfect planeswalker.
Tilwin: Another card that borks the rules waaaay too much for my liking. Also, at the end of the day, this is just the Channel ability, except it uses the stack.

I'm pretty sure it's up to the judge to decide what qualifies as looting, but the term "looting" encapsulates drawing first and discarding second, and vice versa.
Ok guys, time to judge! For reference, I'm open to your interpretation of looting as long as it involves two things:
1) A card (or cards) going from an unplayable zone (probably your library) to a playable zone (probably your hand)
2) A card (or cards) going from a playable zone (probably your hand) to an unplayable zone (probably your graveyard)
I'm not even a stickler on the order, or if something else happens before, after, or in the middle.
Tilwin - I have mixed feelings about this. The looting mechanic itself is fine, but a 1/4 defender in red just doesn't do it for me.
arbitraryarmor - This is a nice homage to Bob. It's pretty crazy in hellbent mode, since you're just drawing a card every turn, but it works for me.
net10n - This is too much card filtering and I can see the resolution of this spell taking a while. It may be properly costed, but it's trying to do too much.
necarg - Unlimited looting is too strong. Also, no IIW.
yodude4 - I really like the graveyard loot here. It's a nice take on looting that fits Sultai well.
sperlman - This is fine and a cute reference to Rummaging Goblin, but wholly unexciting as a card.
Eskimo_Rage - Eh. It's...fine? I guess uncommon is right here, since it's a poor rare.
Hemlock - I addressed this with net10n, but I'm unexcited by the double-loot. Also, it should be "each card named Astral Dream discarded this way".
Chemtrails - Sweet deal. I like that you turn a player into a loot pinata.
Megiddo - This is an interesting take on looting. I'm a bit hesitant about playing cards from opponents' graveyards and that they get to choose. You're going to get pretty crappy stuff the first few times, but it encourages attacking and rewards going wide in black, which is cool.
arbys - too stronk (I think this is too much card filtering for just attacking
Sagharri - Double loot The parsing with the kicker is a bit weird, but otherwise the card is probably fine. It's a convoluted Faithless Looting that sometimes nets you more.
scarbo - Interesting. I like the concept, but am always wary of things that give your opponents outs.
Rudyard - This is fine. Obviously great once you're out of cards. Reminds me a bit of Fool's Tome, except slightly better.
ArchSinccubus - I like this backward looting, but it isn't a blue ability. This should be solidly in BG.
TMCT - Sure. It's a lot of iterating, but it works. Maybe as an uncommon, though.
