A lot of people went with the theme of randomness . That's not exactly inappropriate as there is one noggle with the word "random" on his card, so I did still consider these entries seriously. However my personal idea of Noggleness sits at the "disorderly, obtuse, addle-brained & difficult to manage" end of the Chaos spectrum. They are not Two-Face (or indeed goblins) & they are always eventful.
That is why a few of the entries got marked down slightly for having "chaos" effects which pretty much say "This is either overpowered or does nothing, pick which at random". That sort of life does not sound like The Noggle Life.
RedKid43: First example of "overpowered or does nothing". I like how this feels like it sits in between Bridgebreaker & Ransacker, in that it's a reasonably efficient body with this-might-be-an-upside-if-you're-lucky. Unlike those two there is no downside potential here though - so this seems like a very sociable noggle.
I think I'd also prefer this if it wasn't a noggle and if the card draw happened when you DON'T pick an opponent's hand. Then I think it's a pretty neat card.
KoolKoal: I am unable to even. Ahem. What I mean is, I can't grok what's happening when this ability activates? Best guess is the noggle is creating some kind of tumultuous blast of noise which knocks some combatants off balance (represented by them not getting first strike)? Or is this a vaguely trollish "I thought of a funny effect so I put it on a card"? It mostly comes across as that, esp without any flavor text to give a mental image.
This is also a slightly more subtle example of "overpowered or does nothing". If the first few picks of creatures don't go your way, you're just going to keep on picking until every creature in combat has first strike. So what you're doing is spending quite a long time randomly picking creatures, with the end result that you've done very little (i.e. effectively removed first strike from anything which already had it). So it sounds like this will be a longwinded faff more often than it'll be any fun.
netn10: Only one slight worry here & then I'll get onto why I'm cool with this.
Based on the flavor text of Noggle Bandit, I have a slightly hard time imagining why a noggle would spend his life trading (...i.e. giving things away to obtain other things which he believes are already his). Maybe he mainly trades with other noggles? Maybe he is trading with planeswalkers (players) because they're not from Shadowmoor? But these are interesting questions rather than gripes.
This is a good, noggle-ish card and (like Ransacker) it really brings the party in big multiplayer. I also REALLY like that your opponents can end up with a built-in incentive not to kill the Trademaster, because they want access to his wares.
Bonus points for same body as Noggle Bridgebreaker. Slight worry that this is actually a goblin, but that's probably paranoia.
Cythare: Not quite "overpowered or does nothing" because it's going to be rare that it redirects the spell exactly back to its original target. So I like this but with the replayability (and a bit like KoolKoal's) there's a risk of it making games much busier to play without delivering much gain in fun or advantage.
Tilwin: Given that this costs 3 mana plus the casting cost of the other spell plus burning a card from your hand, the upside of fetching a CMC 1 spell at a later date is sounding pretty unexciting. I do like the idea of noggles "trinket searching" for spells though. That just feels right.
I get that you can just play it as a tutor & that's kind of interesting. Still feels too inefficient in either tutor mode or creature mode. Ranger of Eos seems like the best comparison point for this card, and once I realised that I sadly stopped caring about this guy.
SelesnyaNewLife: Oh, you. Intervene cantrip is Intervene cantrip. I'd still rather look at a noggle.
admirableadmiral: I'm a big fan of the flavor text, especially given the chance that "this" was yours JUST NOW. I also like how this is much more upsidey in a deck which doesn't run many permanents - that feels very apt for U/R, in a way that I didn't spot until my second glance at it. This is still a bit more towards "overpowered or does nothing" than I'm comfortable with.
sperlman: Seems a bit too busy, too powerful & WAY too intellectual for a noggle. This could be the starting point for a fairly interesting Izzet guild head, but the creature type feels grafted on. Also feels odd that the casting cost is hybrid whereas the ability is highly color intensive. I'm starting to suspect that this is just some mage in a noggle mask.
scarbo: This seems to be another Izzet dude in a noggle mask. I like this one too, in fact I probably like him enough to let him win the right challenge, but he still needs to take the mask off & wait for that challenge to come around.

sperlman - Doesn't feel white at all, and this mechanic feels like a narrow exploit.
Koolkoal - In "Un" set? Sure.
Tilwin - Blackmail is too similar to phyrexian mana. Also, 3/3 flying lifelink and that activated ability for 2 hybrid mana and 9 life is too good.
Mirrorentity - Seems like a win-more mechanic. I can see it printed on few cards, but not in an actual set.
iphanx - I like this card a lot. It feels black and white (using the weak as a resource) and while it may be too good with tokens, I am defiantly can see a card like this printed.
admirableadmiral - This is not a new mechanic. Also, I am bad at jokes on the interwebz.
Sagharri - The card by itself is fine, but the mechanic may be too parasitic on a large amount of cards.
Cythare - I know that this is not exactly souldbound, but it too similar to it. The design space is interesting, though.
SelesnyaNewLife - Casting spells from exile doesn't feel black-white to me. Though the mechanic is awesome and feels pretty epic to me.
