So, just pick a rare you think we could do without, keep the first letter, and make it a hater. Wotc sometimes has to do just that, when an unexpected strategy gets out of hand. Bonus if I agree with your choice of rare to kill.
I don't think Abzan is out of control, but some players do.

MOON-E: Not a bad idea, but you straight up copied Showstopper
SNL: Rebound isn't a black mechanic. The card is fine otherwise.

Warning: planar chaos stuff - I was thinking, red can 'draw' now through the 'impulsive' mechanic. What would be the opposite? card draw that requires planning and investment.

I don't think white needs a way to draw cards (it's cool that CA is its 'weakness') but if some shakeups occur, this may be the way to try it.

MtG is where you can hate white players or black players, and still not be racist.
JuanCu- Keywords should simplify game play, not overly convolute it. You don't draw cards from exile.
SNL- Cute but a pretty cheap criterion for white to get card draw. If you splashed blue and gave it lifelink that might work instead, but then that wasn't the challenge.
aa- I think you could away with costing this at 1WW, though that's more of a development issue than design. The design is nice.
ManyCookies- Not strictly card advantage, at least not much more so than standard wrath effects. Flavorwise I don't understand why white would pay attention to such differences. Usually it's a threshold- destroy at or above a certain cmc.
FreshMeat- Whenever -> if for intervening clauses. Why not just make your creatures indestructible instead?
RedKid43- Yikes. Though Lightmine Field wasn't very good, this is busted.
Forestsguy- "You" don't exile things. Spells and abilities you control do. Still that's too strong for white to get card draw. The second ability is totally unnecessary for what you're trying to do.
