Flame Juggler4R
Creature - Human Shaman (R) R, t: Put a fireball counter on Flame Juggler.
Flame Juggler gets +1/-1 for each fireball counter on it.
At the beginning of your end step, Flame Juggler deals damage to target creature equal to the number of fireball counters on it.
4/5
Fire Juggler4R
Creature - Human Shaman (R) R, t: Put a fireball counter on Fire Juggler.
Fire Juggler gets +1/-1 for each fireball counter on it.

if all of us switch to orange caramel avatars I'm reasonably certain megiddo will return
Chaosblade InvokerRW
Creature - Human Wizard Rogue
Battalion - Whenever Chaosblade Invoker and at least two other creatures attack, Chaosblade Invoker gains "2: For each equipment you control, attach it to a random attacking creature you control" until end of turn.
2/3
Weird Juggling2UR
Sorcery
Set a card face down from your hand. Put a 1/1 red and blue Weird creature token onto the battlefield. An opponent chooses one to ignore:
Energy: if you reveal an instant or sorcery card, it's 5/3 instead.
Matter: if you reveal a land card, it's 3/5 instead.
Knowledge: if you reveal a nonland permanent card, it's 3/3 and has flying instead.
Chaosling4UR
Creature - Shapeshifter U : Reveal a card at random from your hand. Return Chaosling into your hand. If you do you may cast that spell without paying its cost. R : Exile the top card of your library. Put Chaosling on top of your library. If you do may cast the exiled card without paying its cost.
: Exile the top card of your library then reveal a card at random from your hand. Put the revealed card on top of your library then put the exiled card into your hand. 1 : Chaosling gets -1/+1 until end of turn. 1 : Chaosling gets +1/-1 until end of turn.
4/4
iiw: Phyrexian meet Eldrazi describe that in a card
At the beginning of your upkeep, exchange control of each card in your hand with each card in target opponent's hand.
Players may spend mana as through it were mana of any color.
IIW: 4Chan
The rules really, really do not unowned cards being anywhere except on the battlefield. This is a fun chaos effect, but you'd probably have to do the "swap" face up in the exile zone.
Box of Sins2
Legendary Artifact (R)
Whenever a player would draw one or more cards, that player first shuffles his or her library. 2, : Sacrifice Box of Sins. Each player shuffles his or her hand into their library, then draws cards equal to the number of cards he or she shuffled. While Pandora's story is legendary, we are all doomed to repeat the mistakes of the past.
Law of Chaos1RR
Enchantment (R)
Skip your draw step.
At the beginning of your upkeep, shuffle a random permanent you control into your library. Then exile cards from the top of your library until you reveal a card that shares a card type with the shuffled permanent. Put that card onto the battlefield under your control then put all exiled cards on the bottom of your library.
Phantom's Choice4UU
Instant (M)
Until the end of turn, when playing the next card from your hand, you must pay a random colorless cost between 1 and 6 instead of its mana cost. (The cost is randomly chosen as this spell resolves. Additional and optional costs can still apply.)
Draw a card
IIW: 4-color Charms
Box is fine, although the shuffle ability might be a bit annoying if it's not relevant.
Law of Chao's no draw is a bit much of a drawback. I'd prefer if this was four-five mana without that restriction.
Phantom's Choice does not work. The cost of a spell needs to be determined at cast time, not resolution, and the card can force illegal actions if you don't have the mana to cast it.
Astral Jester1U
Creature - Illusion Rogue (U)
Hexproof T: Move a counter from Astral Jester to target creature, or from target creature to Astral Jester. 2U: Untap Astral Jester.
1/2
Awoke & suddenly realised that this is improved by an overcosted untap ability. Well, I think so anyway.
IIW: Noggles
Interesting, though the fact that it has no ability to generate counters itself makes it somewhat lacking.
Mental JugglingU
Instant [U]
Kicker 1U
Exile your hand face down. Put that many cards from the top of your library into your hand. Then look at the exiled cards and put them on top of your library in any order.
If Mental Juggling was kicked, shuffle your library afterward.
IIW: Surprise me
U is a bit frisky for that sort of effect, perhaps swap the kicker and initial cost? Maybe keep the kicker cost, but make the shuffling optional?
Bloodsport Jester3R
Creature - Human Warrior (R)
Bloodsport Jester enters the battlefield with three +1/+1 counters on it.
At the beginning of your upkeep, if Bloodsport Jester has two or less +1/+1 counters on it, put a +1/+1 counter on it. R, Remove a +1/+1 counter from Bloodsport Jester: Target creature can't block this turn.
1/1
IIW: A real life person becomes an m15 guest designer
Spell Juggler3UR
Creature - Human Wizard (R)
Haste T: Exile the top two cards of your library face down. Look at them anytime. T, Sacrifice Spell Juggler: Until end of turn you may cast instant and sorcery spells exiled by Spell Juggler.
2/4
IIW: Narset wakes in a different plane
Fun effect, I think this could be 4CMC and be fine. Maybe even 3CMC without haste?
Flame Juggler4R
Creature - Human Shaman (R) R, t: Put a fireball counter on Flame Juggler.
Flame Juggler gets +1/-1 for each fireball counter on it.
At the beginning of your end step, Flame Juggler deals damage to target creature equal to the number of fireball counters on it.
4/5
IIW: "It's dangerous to go alone! Take this."
"WHO WANTS A HUG!?"
Hilarious flavor, a bit slow for a 5 mana rare though. Maybe give it haste?
Then reveal the card.
The first effect is fun, though the mana requirement feels rather unnecessary on the batallion dude's trigger. Especially since the ability gets a little weaker as you have more creatures (more difficult to control).
The second card is... weird. And a little convoluted for the payoff, really.

4/4
iiw: Phyrexian meet Eldrazi describe that in a card
Weird! At six mana (though I think this could be five), I feel you should have the choice of bouncing Chaosling or not after the card is revealed.
HM: KoolKoal for the hilarious mental image.
Winner: Atogholic
IIW: A real life person becomes an m15 guest designer
It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.
Wow, I literally showed up to judge 15 minutes late...
I had tons of work and a hard deadline though, so I guess that's how it had to be.
Oh, awkwardly timed on my part. Do you still want to judge? You obviously have judge precedence over me and such, I'll hide my judgements in the meantime.

Martyr of the Godless2W
Creature - Human (U)
Protection from white and enchantments
Sacrifice Martyr of the Godless: Creatures you control gain protection from white and enchantments until end of turn. "For each blessed soul of Heliod, another lies unjustly smitten with Erebos. In the end, Heliod does nothing; so why should he even exist?"

Cookies, my card is (generally) worse than Tolarian Winds, so making it cost more would be making it weak. As-is, it's card disadvantage for card selection.

Pursuit of Truthiness2RWU
Enchantment R

IIW: cards that care about what mana was paid to cast them.

Enchantment (R)
You do not speak.
Your opponent must play as though he or she is deaf, and continue to play without making any errors or receive a game-loss even though he or she is deaf. He's not bitter.
Delayed Relativity1UW
Enchantment (R)
Whenever a player cast a spell from his or her hand, exile that spell. If he or she does, he or she chooses another card exiled with Delayed Relativity. It's owner may cast it without paying its cost. "When looking at stars, you're actually looking into the past. Many of the stars we see at night have already died." - Neil degrasse Tyson

Cookies - Interesting from a concept/flavor standpoint. The effect is out-of-pie however, white is supposed to get protection from enemy colors instead of itself and blue is supposed to get protection from Things.
JuanCu - Seems really strong, the Through the Breach effect is not one to take lightly, 1 mana is too little to have to pay for this even if it's just the top 2 cards of your library. Still, this kind of thing seems right up hitler's alley
Tilwin - I never found Ajani's Mantra to be particularly evocative and this is pretty much Ajani's Mantra with flavor text. The render was cool tho
Cardz - This looks fun to play, I think. You should probably drop the W from this or even better find a way to make it white.
KK - Awesome effect, it really feels like a symphony card. The only real criticism is that it's awkward in m15 since that set used enemy duals...
SNL - I'm not familiar with the source material, but this card is pretty cool. It's very pushed though maybe you should make it a mythic to keep it out of rare.
iphanx - Probably the funniest idea here. I was going to suggest having it exile a few cards initially so that it wouldn't be super awkward to cast the first spell, then making it so you can cast any spell from it to get rid of the awkwardness sometimes being forced to let you opponent get a free spell for nothing, and then upping the cost. But then I realized that that's literally Knowledge pool
aa - This is a great simple / resonant card. It could use some rewording but otherwise it's prefect. Unfortunately GlaDos isn't a real person afaik
HM: SNL

This round was really close, ultimately I had to choose the winner based off of iiws

Huh? White gets generalized protection from all colors, including itself (Brave the Elements, Gods Willing etc.). And Eight and a Half Tails and Stillmoon Cavalier specifically reference white protection.

White does get protection from Anything, but that's not this. Stillmoon Cavalier's flavor is that it's white protection comes from its black half and it's black protection comes from its white half. 8.5 tails is supposed to have some "inner light" flavor, I'm pretty sure MaRo is on record somewhere saying it would be out-of-pie today. Both of those examples are ancient anyways.
