Not nearly powerful enough for such a risky card. There won't be that many converted mana costs among your creatures so there's a good chance you're gonna lose this before you attack. Plus this sort of gives your opponent control over your own board. If you're going to HAVE to sacrifice a creature every upkeep, this should be way stronger. Also it doesn't make much sense to sacrifice itself.

Mix Master Mikaeus: Suggesting my Demon Hound was too conservative? Perhaps it was. This might be okay.
Ragaxus: In or out of your graveyard, that activated ability seems like it's too cheap.
ManyCookies: Soloki Demoncaller seems perfectly acceptable, if perhaps a little underpowered? Sacrificing three creatures is quite a cost, though there are plenty of death triggers to abuse out there... That tome makes all other tomes cry themselves to sleep. Granted, all those tomes are pretty lame, but this artifact might be too good outside the graveyard. Pretty neat gasp cost though.
AmShegar: Great minds think alike? I've designed something similar, though it cost green and produced only green. I wonder if sorcery speed only keeps this land from being too strong on the battlefield. It's also not a half bad filterer in the grave. I like the Escape Artist. Clean, simple, and balanced. (though I wonder if might need more complex wording. Generally such cards say "return <card> from your graveyard to your hand." Hmmm... still easy to understand without.
Chemtrails: Huh. I want to balk at such cheap card filtering, but the cost for the body isn't exactly cheap to begin with. In the grave, that filtering seems to be costed about right.
admirableadmiral: This.... is pretty damn effective. Fortunately, it's not likely to be able to counter too much unless your milling yourself like crazy (which... one probably would be.) Doesn't really matter, but this probably should be a rare.
Snow Creature - Penguin: Zombie Shaman, eh? Not often those creature types come together. Honestly, on the battlefield, I fear the activated ability might be undercosted. In the grave, the gasp cost keeps things a little more under control.
GG Crono: Hmmm... the sorcery speed restriction might keep it from being too strong, while the gasp cost makes it very painful.

InkTreader: You upgraded soulshift, but it's main problem sill remains - stapling card advantage on creatures requires overcosting them. Nothing wrong though. I wish you had shown something more exciting to demonstrate a mechanic.
GGCrono: 3 mana for 3 cards is too little. Drawback is neglegible and not fun - denying library manipulation just encourages simpler deck construction. Flavor is ok.
MMM: It's a reverse storm(in a way) - and with just as much potential for brokeness. But I must say I really like this mechanic and the provided card: they look exciting.
Chemtrails: Roll for sanity! Super cool. Captures the "mind torture" flavor perfectly, A+.
Cythare: Not really fixed. Zero ways to remove static effect is not fun. I think the best way to do this is reverse-bestow - creature attaching itself to another as an aura.
SC - P: Encourages difficult decisions, but still has "I'm not playing the game anymore" vibe. Probably nightmarishly unfitting for commons and uncommons.

IIW: A modernized version of a Legends legend, with the same name, mana cost and oracle'd creature type as the original.

Each player shuffles his or her hand into his or her library, then draws seven cards.
Suffuse—R, sacrifice two Mountains (1R, sacrifice two Mountains, Discard this card: You may add this card’s effects to each instant and/or sorcery spell you cast this turn.)
A fixed Splice onto Arcane. Where Splice tried to make "build-your-own-spell" a viable strategy, this basically attaches the effect to each other spell you cast afterwards. In this case, think of this as a one-turn Mindmoil.

"Fixed" haunt, obv. I'm not sure it's better, but I think that having static effects that apply only when "haunting" is lower complexity than haunt's initial 2x one-shot effect implementation.

IIW: The Prisoner
InkTreader: You upgraded soulshift, but it's main problem sill remains - stapling card advantage on creatures requires overcosting them. Nothing wrong though. I wish you had shown something more exciting to demonstrate a mechanic.
GGCrono: 3 mana for 3 cards is too little. Drawback is neglegible and not fun - denying library manipulation just encourages simpler deck construction. Flavor is ok.
MMM: It's a reverse storm(in a way) - and with just as much potential for brokeness. But I must say I really like this mechanic and the provided card: they look exciting.
Chemtrails: Roll for sanity! Super cool. Captures the "mind torture" flavor perfectly, A+.
Cythare: Not really fixed. Zero ways to remove static effect is not fun. I think the best way to do this is reverse-bestow - creature attaching itself to another as an aura.
SC - P: Encourages difficult decisions, but still has "I'm not playing the game anymore" vibe. Probably nightmarishly unfitting for commons and uncommons.

At the beginning of each players upkeep, put an insanity counter on Inevitable Madness, then that player puts the top X cards of his or her library into his or her graveyard, where X is the number of insanity counters on Inevitable Madness.
When Inevitable Madness is put into a graveyard from anywhere, put it onto the battlefield and each player discards a card.
