Why not make the first card a sorcery? And the second card can be bypassed with effects like Choking Tethers. Interesting spell, but perhaps a little too tricky to build around.

It's not bad. I think it might be a little on the too strong side, but with a mana cost like that that's perfectly fine. Overall a cool card that would probably be broken in some way (I'm looking at you, commander).
