I believe I found a way to make this work. I'm still sad that this can be responded to with a regeneration shield or insant pump, but adding split-second felt too weird.

How about this?
Exile two target creatures, then return them to the battlefield under their owners' control. Those creatures lose all abilities until end of turn, then fight each other.
Piar:"Our lawyers say no matter how funny it would be, we can't encourage players to eat the cards. Hear that? Whatever you do, don't eat the delicious cards." MOON-E: Commonly brewed red ability. I'm not sure red should be directly destroying enchantments. Winterspring: Narrow hate card. A little expensive, isn't it? Brofaux: This is bad. I know you can do better than this. Egak: Mechanically very neat, but a little oppressive once it gets moving. Sagharri: Instant speed discard is not a good idea. Colourless instant speed discard even less so. AmShegar: Unplayable in everything, but still pretty cute. Obviously a rogue that gives you bad information. Lumovanis: He's a dude who kills things. Probably some kind of mad king since WBR is the colour of corrupt white things. I'm not excited, and he's probably a little cheap. Ink-Treader: Eugh it's a big thing that needs little things to drive it? Been there, done that. Aminor: Cute! It's pretty clear what this guy is just from his mechanics. Can the first tap ability cost 2GG? Either way, I like it heaps. willows: Pretty good mana rock that's unworkable outside of green, which has better ways to ramp anyway. I guess it could end up in a Wildfire + Covetous Dragon style deck? FreshMeat: Haha! Good job on the mechanics. I think this might be a little on the weak side considering the restrictions on its use. Lapson2: Yep, that's a whip. Neat design, and pretty good depending on the format. arbitraryarmor: Yeah, sure. The modality is cute, and that you can wrath your opponent and leave your finishers untouched is a neat piece of added utlity. AsianInvasion: No please. avatarz: This is probably green. swishh: It's a dude with Gideon's gimmick. Sure. PanchoPonceN: Neat-o. Permanent control isn't a red thing, but throw some blue in there and I'm down. MagicBrains: Durdle cantrip doesn't even.
