Curse of Mental Agony - 3BB

Whenever a creature enchanted player controls dies, that player loses 1 life.
IIW: cards with increased deck allowance(like Relentless Rats)
Pay the PenaltyX2WB
Instant [R]
Each opponent loses 2 life. You gain an amount of life equal to the life lost in this way life. Untap each creature you control. Creatures your opponents control get -X/-X. Garric hadn't realised just how persistent Orzhov debt collectors could be.
Lonely Elk1G
Creature - Elk (C)
As long as you control another creature, Lonely Elk gets +2/+2.
Whenever another creature you control dies, sacrifice Lonely Elk.
1/1
Curse of Melancholy3U
Enchantment - Aura Curse {U}
Enchant player
Whenever a nonland permanent enchanted player controls becomes tapped, it doesn't untap during its controller's next untap step.
Hopelessness4BBB Creature - Elemental Incarnation
Whenever another creature enters the battlefield, its controller sacrifices a creature.
When Dread is put into a graveyard from anywhere, shuffle it into its owner's library.
Hopelessness4BBB Creature - Elemental Incarnation
Whenever another creature enters the battlefield, its controller sacrifices a creature.
When Dread is put into a graveyard from anywhere, shuffle it into its owner's library.
Dreary Cell2UB
Enchantment - Aura (U)
Enchant creature
At the beginning of each upkeep, tap enchanted creature and put a -1/-1 counter on it.
Whenever the creature Dreary Cell is enchanting dies, you may attach Dreary Cell to target creature.
It should be worded "As enchanted creature dies", or "return Dreary Cell to the battlefield", because it will have been put in the graveyard when the ability is put into the stack.
At first this seemed comparable to Necrotic Plague, but it's really different. I think it's balanced, but at -1/-1 per player turn, it may be annoyingly oppressive against fair creature decks that don't want to take a break. (Sure, Wrath effects force a break, but they are just that: they don't get to go on oppressing forever.)
For Whom the Bells TollB Enchantment - Aura C
As long as a creature has died this turn, enchanted creature gets -3/-3 "Any man's death diminishes me, because I am involved in mankind, and therefore never send to know for whom the bells tolls; it tolls for thee.” ~ John Donne
Fair card, a conditional Dead Weight, or a may-be-saved-for-later averaged Tragic Slip. However, it suffers from comparisons with these two cards: if I got good chances of Morbid, and I want to get away with something better than Dead Weight, I'd get more -X/-X and instant speed with Slip. If it's not so sure, I'd take the reliable Dead Weight. It's plausible that FWTBT could find home in a different environment, but comparisons would certainly be made.
Wailing Spectre1U
Creature - Spirit (U)
Flying
If another creature dies while Wailing Spectre is tapped, it doesn't untap during your next untap step.
3/2
IIW: ccdd
I could see this spearheading a skies deck with support of sorcery speed removal. (I remember when Rishadan Airship was a thing.) With good counter capabilities, I think it'd be unbalanced even if it said 'sacrifice this' instead of just sitting a turn out! Sure, creatures may be better today, and counters worse, but if your card compares to a 'bit more expensive, always on Delver of Secrets', you need a better drawback.
DepressionU
Enchantment — Aura [C]
Whenever a creature dies, tap enchanted creature. It doesn't untap during its controller's next untap step.
IIW: What chemicals are in the trails?
or, if you want a real challenge, "survival of the what?"
I like this common, but it would be hard to justify in even the grindiest of limited decks (it's only chance of showcase I fear.) I don't want to be losing my creatures at every turn, and if I have reliable removal... this is even harder to justify as taking another removal slot for an unreliable card.
Wracked With Grief1BB
Enchantment - Aura Curse (R)
Enchant player
Whenever a creature controlled by enchanted player dies, that player loses 2 life and discards a card.
Well of Sorrows2
Artifact (R)
At the beginning of your upkeep, put the top card of your library into your graveyard.
Threshold — As long as seven or more cards are in your graveyard, Well of Sorrows has "Whenever a card is placed into your graveyard from your library, each opponent puts that many cards from the top of their library into their graveyard".
IIW: command zone interactions
WwG: Yikes, I don't want to punish a player who is already losing creatures! This plus Wraths would destroy the souls of countless players. Which gets points for sadness, I guess?
WoS: Mmm, a deck with Mulch and friends that kills by decking? I like the concept actually.
Lone WandererWU Legendary Creature - Spirit {R}
Hexproof
Cast ~ only if there are no creatures on the battlefield.
Whenever another creature enters the battlefield, exile ~ until there are no creatures on the battlefield. Is god worth anything if he's incapable of pity?
4/4
IIW: memory issues OR opposite effects in the same color
Hexproof? Nasty. Wrath effects are pretty big, I'd be more careful of making cards that break the symmetry of resetting the board. Well, this may be well costed though, as it dies momentarily to any creature spell. But I'd flag it for heavy testing, it may turn out to create a nasty oppressive tier-1 deck.
Curse of Mental Agony - 3BB
Enchantment - Aura
Enchant Player
At the beginning of each upkeep, enchanted player sacrifices a permanent.
Whenever a creature enchanted player controls dies, that player loses 1 life.
IIW: cards with increased deck allowance(like Relentless Rats)
I didn't have much fun when Braids, Cabal Minion was a thing, and I even got to kill her. Wait, just noticed! it's always the same player, and each turn! Arghragbaragar!
Fatherly Chieftain2WW
Creature — Human Soldier (U)
Vigilance
Whenever another creature you control dies, put a -1/-1 counter on Fatherly Chieftain. He drags the weight of the comrades he left behind.
5/5
IIW: new mechanic: Ransom
I get the flavor, but this actually hates the guts of your other creatures. "Just let me shine on my own, suckers!" With that and the oversized body, this is as anti-white as it gets. I mostly liked Planar Chaos, but somehow Calciderm was the one that managed to get on my nerves.
IIW:Build-around-me uncommons
Mmm, this is certainly a X spell like I've never seen before, but I'm not sure I like it. It feels like cheating somehow, getting the (X vs Cmc) ratio artificially high via the tacked-on effect. So, the drain effect, the untap, and the -X/-X. Three effects with too much disconnect between the first one and the rest, and the scaling of the third vs. the first two.
Lose Hope2UB
Instant R
Counter target spell. If you do, target player reveals his or her hand, then discards all non-land cards in his or her hand.
Yeouch. 1 mana more than Cancel to get the part that matters in Mind Sludge. Getting your opponent on topdeck mode every fourth turn just for doing what they are supposed to (casting a spell) is insane.
Curse of Melancholy3U
Enchantment - Aura Curse {U}
Enchant player
Whenever a nonland permanent enchanted player controls becomes tapped, it doesn't untap during its controller's next untap step.
IIW: A new mechanic for Born of the Gods.
I'm not much into memory issues, I feels most of the times players can manage, but this would really need Delay counters or something, as half your field is in a state, and the other in another. Then it would be unmanageable.
Hopelessness4BBB Creature - Elemental Incarnation
Whenever another creature enters the battlefield, its controller sacrifices a creature.
When Dread is put into a graveyard from anywhere, shuffle it into its owner's library.
4/7
IIW: You will beg me for death.
Now this is the good kind of harsh. The one that costs a lot, and is hard to set up. It also fits the challenge with awesome flavor, so, it wins by a lot.
Curse of Immortality1BBB
Enchantment — Aura Curse [M]
Enchant player
Whenever a creature enchanted player controls dies, return that card to the battlefield under that player's control. That player loses 1 life.

Enchantment (R)

Intimidate 3BR: Monstrosity 3.
When Breaker of Heroes becomes monstrous, choose target creature an opponent controls. When that creature dies this turn, its controller discards cards equal to its power. Breaker of Heroes fights that creature. 3/3
Argoth, Agent of AthreosWB
Legendary Creature — Human Assassin [R]
Trample
Whenever a creature dealt damage by Argoth, Agent of Athreos this turn dies, return that card to the battlefield under its owner's control. That player loses 1 life and you gain 1 life. "Not now. Your time is not here yet."
4/4
IIW: A dicolored God and/or one of their equipment
Mind Shiv4B
Enchantment - Aura (U)

Enchanted player's maximum hand size is reduced by one for each insanity counter on ~. "Killing you now would be an act of mercy. You'll soon lack the ability to even comprehend your torment, let alone beg for it to end."
IIW: Make new cards for an under appreciated mechanic
It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.
Tweaked it a bit.
