Yes, I was aware, thank you. I probably should have mentioned in my post that this was meant for a hybrid focused set that changed that rules to allow for these kinds of shenanigans.

In fact, I think the card is far more black than blue, but it fits in both, and blue would be happy to have such a versatile tool to either get more cards, or throw at the opponent to kill him.

I would argue that NPH gives it a little bit of umph as a plausible card though. I've thought about it, and I'm sticking with it. I really like the card, and would definitely buy a playset if it was actually printed. I also don't think that a "card draw matters" card isn't blue enough to be hybrid.
Vapor Snag is very recent, and was well loved. I think it gives at least a little precedent for something like this.
EDIT: Damnit, okay, re-envisioning the card. That makes me sad though. Card's been editted. What do you think of the new one?
Yeah, it's more of a mill card now(ugh), but both black and blue have a little history with mill, and it works flavorfully the same. You beat your opponent by making him draw cards(since he will be dumping just as many in the graveyard), or you draw way more cards(and use your graveyard as a tool). I'm not as happy with it, but yeah.
