I meant the title and the flavor text. (Now, I'm sure maybe you knew that, but it doesn't look like it.) I mean, I knew of Nikola Tesla, but I didn't know for sure of the origins of the aforementioned titles. The song I'm referring to where I first heard any of them used for Nikola Tesla dates to only 1991, so they probably do predate it, but.

Search your library for a planeswalker card and put it into play, then shuffle your library.
At the beginning of the end step, exile the planeswalker.
"Even the most powerful of planeswalker is prone to curiosity."
There is pretty much no reason for this to be an instant except the (questionably useful) ability to bring out a planeswalker during an opponent's end step and use the planeswalker the following turn. This only really matters if you're trying to keep mana open for something else or if you want to attack with Gideon Jura.
Not to mention if you have some proliferate, then your options spread out even further.

"Blasting out" the planeswalker doesn't really work. As soon as the ability that put it onto the battlefield resolves, the active player gets priority. Assuming you use it on your main phase and nothing else is on the stack, you can then immediately activate one of the planeswalker's abilities before your opponent can do anything to affect the planeswalker.
Putting this ability on a fragile body without haste does address the power level problem somewhat, but the fact remains that either of the first two abilities of Nicol Bolas, Planeswalker are worth considerably more than just three colorless mana.

Doesn't really seem like its actually based off Hitler, I see what you are doing and I really like the idea of the card. It seems like it could be really useful with the colors you've chosen. First off, it doesn't say how much life the player with the least life gains. It says it keeps raising til it matches their opponent's life. And, in the case of a game where its like 1v1v1, whose life? The person with the second lowest or the controller of the card? Maybe I'm just being mean. I think the clash should include all creatures, not just Napolean, because I think that fits him better as an emperor. B-.

Even if you had four in your deck, you still probably won't ever have them in your hand at once the whole game, unless you really tried. Vigilance makes this card feel a bit more powerful.
